The agreement also covers the modernization of transmission and distribution networks, including the construction of 225 kV and 400 kV lines as well as the supply of critical equipment. Mamadou Sangafowa-Coulibaly stated that the agreement should provide \u00ab\u00a0a direct, immediate and strategic response to the current operational challenges\u00a0\u00bb of the Ivorian power grid.<\/p>\n<p>Over the medium and long term, the two countries envisage the acquisition of production units manufactured in Algeria for a 1,500 MW power plant project. The Ivorian communiqu\u00e9 does not specify the technology to be used, the estimated cost, the financing arrangements, or the implementation timeline.<\/p>\n<p>A target of universal electricity access by 2030<\/p>\n<p>For Ivory Coast, the agreement is part of a broader national ambition. The \u00ab\u00a0Pacte National \u00c9nergie\u00a0\u00bb (National Energy Pact), published in January 2025, sets the goal of extending electricity access to approximately 17 million additional people by 2030, raising the national electrification rate to 100%, compared with 64% at end-2023. The country also aims to raise the share of renewable energy to 45% of its electricity mix.<\/p>\n<p>On the Algerian side, the agreement reflects an increasingly assertive African strategy, positioning the country&rsquo;s energy expertise as a diplomatic and industrial lever on the continent. The example of Niger, where Sonelgaz-International delivered a 40 MW plant in less than four months in 2026, provides an operational reference for this type of cooperation.
