L\u2019id\u00e9e g\u00e9n\u00e9rale est simple : puisque les \u00c9tats membres financent la <a href=\"https:\/\/www.20minutes.fr\/dossier\/transition_energetique\" class=\"c-link c-link--is-underlined\" rel=\"nofollow noopener\" target=\"_blank\">transition \u00e9nerg\u00e9tique<\/a>, autant que cela profite en priorit\u00e9 \u00e0 l\u2019<a href=\"https:\/\/www.20minutes.fr\/dossier\/industrie\" class=\"c-link c-link--is-underlined\" rel=\"nofollow noopener\" target=\"_blank\">industrie<\/a> du continent. Bruxelles fait donc en sorte que certaines subventions ou march\u00e9s publics soient r\u00e9serv\u00e9s aux produits \u00e0 forte \u00ab teneur europ\u00e9enne \u00bb. Dans le cas des <a href=\"https:\/\/www.20minutes.fr\/dossier\/voiture-electrique\" class=\"c-link c-link--is-underlined\" rel=\"nofollow noopener\" target=\"_blank\">voitures \u00e9lectriques<\/a> (mais aussi <a href=\"https:\/\/www.20minutes.fr\/economie\/auto\/voitures-hybrides\/\" class=\"c-link c-link--is-underlined\" rel=\"nofollow noopener\" target=\"_blank\">hybrides <\/a>rechargeables ou \u00e0 <a href=\"https:\/\/www.20minutes.fr\/planete\/hydrogene\/\" class=\"c-link c-link--is-underlined\" rel=\"nofollow noopener\" target=\"_blank\">hydrog\u00e8ne<\/a>), il est ainsi question d\u2019exiger qu\u2019environ 70 % des composants soient Made in Europe.<\/p>\n<p>Reste toutefois un certain flou autour des <a href=\"https:\/\/www.20minutes.fr\/dossier\/batterie\" class=\"c-link c-link--is-underlined\" rel=\"nofollow noopener\" target=\"_blank\">batteries<\/a>. La Commission souhaite qu\u2019une partie de leurs \u00e9l\u00e9ments soit elle aussi europ\u00e9enne, mais les proportions pr\u00e9cises restent \u00e0 d\u00e9finir, l\u2019industrie locale \u00e9tant encore en pleine construction.<\/p>\n<p>Partenaires de confiance<\/p>\n<p><a href=\"https:\/\/www.20minutes.fr\/dossier\/bruxelles\" class=\"c-link c-link--is-underlined\" rel=\"nofollow noopener\" target=\"_blank\">Bruxelles<\/a> introduit par ailleurs la notion de \u00ab Trusted Partners \u00bb, ou partenaires de confiance. En clair, les produits provenant de certains pays pourraient ainsi \u00eatre consid\u00e9r\u00e9s comme \u00e9quivalents \u00e0 ceux fabriqu\u00e9s dans l\u2019Union pour satisfaire aux crit\u00e8res \u00ab Made in Europe \u00bb. Sur le brouillon de cette liste, figurent par exemple le <a href=\"https:\/\/www.20minutes.fr\/monde\/royaume-uni\/\" class=\"c-link c-link--is-underlined\" rel=\"nofollow noopener\" target=\"_blank\">Royaume-Uni<\/a>, le <a href=\"https:\/\/www.20minutes.fr\/dossier\/canada\" class=\"c-link c-link--is-underlined\" rel=\"nofollow noopener\" target=\"_blank\">Canada<\/a> ou encore les <a href=\"https:\/\/www.20minutes.fr\/monde\/etats-unis\/\" class=\"c-link c-link--is-underlined\" rel=\"nofollow noopener\" target=\"_blank\">USA<\/a>, avec lesquels l\u2019UE entretient des accords commerciaux \u00e9troits. La Chine, en revanche, n\u2019y appara\u00eet pas. Et pour ce qui est des \u00c9tats-Unis, les politiques commerciales de Trump pourraient les voir ray\u00e9s de la liste. Dans ce contexte, on comprend mieux pourquoi les constructeurs europ\u00e9ens sont partag\u00e9s. <\/p>\n<p>Certains, comme <a href=\"https:\/\/www.20minutes.fr\/dossier\/renault\" class=\"c-link c-link--is-underlined\" rel=\"nofollow noopener\" target=\"_blank\">Renault<\/a>, soutiennent ces r\u00e8gles favorisant la production locale. D\u2019autres, comme <a href=\"https:\/\/www.20minutes.fr\/dossier\/mercedes\" class=\"c-link c-link--is-underlined\" rel=\"nofollow noopener\" target=\"_blank\">Mercedes<\/a> et <a href=\"https:\/\/www.20minutes.fr\/dossier\/bmw\" class=\"c-link c-link--is-underlined\" rel=\"nofollow noopener\" target=\"_blank\">BMW<\/a>, qui d\u00e9pendent \u00e0 la fois des USA et de la <a href=\"https:\/\/www.20minutes.fr\/dossier\/chine\" class=\"c-link c-link--is-underlined\" rel=\"nofollow noopener\" target=\"_blank\">Chine<\/a>, se disent contre, avec l\u2019argument que l\u2019<a href=\"https:\/\/www.20minutes.fr\/dossier\/europe\" class=\"c-link c-link--is-underlined\" rel=\"nofollow noopener\" target=\"_blank\">Europe<\/a> risque des mesures de r\u00e9torsion.
