(KTAL/KMSS) – U.S. Congressman Nathaniel Moran said he is ‘putting Americans first’ in a new campaign ad touting AI legislation.

On June 25, 2026, Moran introduces the AI Incident Reporting Act. The bill would create a federal framework requiring developers of “the most advanced artificial intelligence models to report dangerous capabilities. Now that preliminary introduction is the centerpiece of a new campaign commercial.

“As AI systems grow more autonomous — capable of modifying their own behavior, evading human oversight, and accelerating their own development — the U.S. has had no clear and formal mechanism to learn when something goes wrong. This bill closes that gap,” a statement on Moran’s congressional website said.

Comments on Moran’s Facebook post about the proposal were mixed. Many are questioning the integrity of the legislature as a body, while others say it’s too late to stop what they view as an AI-driven surveillance state.

Texas is second only to Virginia in the number of functioning AI data centers in the nation; there are currently 296. So the proposed legislation would require tech companies to report “dangerous capabilities, security breaches, and safety incidents” to the Secretary of Commerce.

In the ad, Moran makes the proposal seem as if it is done and signed; the truth is, the bill has only been introduced in the House, and Moran will also have to navigate the White House mandate to allow AI to grow without “barriers” as stated in President Trump’s EO 14365.
