A United Nations report cautions that artificial intelligence progress could exacerbate global disparities, and the opportunity for international oversight to counteract this trend is quickly diminishing. These conclusions stem from a preliminary document issued this week by the UN’s Independent International Scientific Panel on Artificial Intelligence, a group comprising 40 specialists from various nations, formed by the General Assembly in 2025.

During a Wednesday press conference, UN Secretary General Antonio Guterres stated that as AI evolves without common regulations, the influence of governments and citizens over outcomes diminishes. He advised administrations not to delay, emphasizing that the scientific evidence is clear and ignorance can no longer serve as a defense.

The document observes that the sector is progressing at an extraordinary pace. Generative AI is capable of coding, processing vast information sets, creating realistic images and videos, and aiding scientific research. Agentic AI, which performs intricate tasks with little human oversight, is pushing boundaries further. The panel notes that the complexity of tasks these systems manage has approximately doubled every few months. As AI gains greater autonomy, the panel warns that oversight and control may become more challenging without enhanced protective measures.

The study highlights escalating dangers, such as AI being employed to produce child sexual abuse material and explicit deepfakes, disproportionately affecting women and children. It also points out that AI enhances the believability of disinformation and complicates its detection, which the panel asserts is undermining public confidence and democratic processes. Cybersecurity threats are rising, with criminals leveraging AI for fraud and social manipulation, and the technology contributing to harmful thought patterns in susceptible individuals, leading to mental health issues including suicide. Furthermore, the data centers supporting AI are increasing greenhouse gas emissions.

Nevertheless, the document also acknowledges advantages. AI models have charted the structure of over 200 million proteins, accelerating drug development, vaccine research, and efforts against antibiotic resistance. The technology assists in identifying food shortages before they escalate into emergencies and expands access to education, mental health services, and aids for individuals with disabilities.

AI resources are not distributed uniformly worldwide. The report estimates that the United States controls about three-quarters of the computing power behind leading AI supercomputers, while China holds roughly 15%. Collectively, these two nations possess around 90% of that capacity, with the most sophisticated AI models developed by companies based in them. Developing nations lack the expertise, infrastructure, and financial resources to construct or evaluate the AI systems they utilize. The panel warns that without efforts to bridge this divide, AI threatens to deepen global inequality.

Concerning regulation, the report identifies an evidence dilemma: policymakers require reliable data to craft effective laws, but AI frequently evolves beyond that data before it can be gathered. Over 40 AI governance structures exist globally, yet the panel characterizes them as disjointed, inconsistent, and seldom assessed for efficacy. Much of the safety evaluation that occurs is still performed by the firms developing the technology, raising independence concerns. The panel advocates for more robust third-party assessments, enhanced international collaboration, and uniform standards, along with investment to enable nations to develop the skills and infrastructure necessary to regulate AI independently.

The panel’s conclusions will inform the UN Global Dialogue on AI Governance, scheduled to commence in Geneva on July 6, 2026, where member states will discuss coordinated international strategies for managing the technology.
