He has said that by the time he leaves office, the U.S. will have 50% of the world&#8217;s semiconductor manufacturing capacity.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">ARIZONA FABS  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">TSMC&#8217;s first Arizona \u200cfabrication plant \u2014 or fab \u2014 is operational and achieving yields &#8220;as good \u2060as&#8221; the flagship fab in Taiwan, Huang said.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">The second fab will shortly begin moving in equipment, while construction of a third fab is under way and preparatory work has started on a fourth fab and the site&#8217;s first advanced packaging facility, Huang said.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">In \u2060total, current and planned projects will bring TSMC&#8217;s Arizona footprint to 12 fabrication and advanced packaging facilities plus an R&amp;D centre. He did not provide a timeline for the latest investment.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">However, &#8220;there are physical constraints \u2014 the number of construction workers available, the infrastructures available,&#8221; Huang said. &#8220;We&#8217;ll work closely with the government to solve these issues.&#8221;  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">At the same time, TSMC continues to invest at \u200bhome, \u200bwhere it is building 13 leading-edge and advanced packaging fabs over the next several years.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">&#8220;Land is \u200ba scarce resource in Taiwan,&#8221; Huang said. &#8220;Therefore, whenever there are available \u200clands, we will use them for the most leading-edge technologies.&#8221;  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">&#8220;When you ramp the most leading-edge technologies, you need very close collaboration between the R&amp;D and operation functions,&#8221; he added. &#8220;It has to be in Taiwan. And after it stabilizes, then we can consider transferring overseas.&#8221;  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">BOND ISSUANCE  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">Asked if the company would consider raising money by selling new shares in the U.S., Huang said it would &#8220;not rule out issuing new bonds&#8221; if market conditions are favourable.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">Despite its aggressive expansion plans, TSMC faces headwinds from geopolitical tensions between Washington and Beijing, with the U.S. seeking to control advanced chip exports to China.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">Reuters reported last year that TSMC could face a penalty of $1 billion or more to settle \u200ca U.S. export control investigation over a chip it made that ended up inside a Huawei \u200bAI processor.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">Huang referred questions about the status of the case and any potential penalty to the U.S. \u200bgovernment, but said TSMC&#8217;s internal export control system was constantly being reviewed.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">&#8220;I \u200bhave to say there is (only) so much we can do in terms of complying with all the rules and regulations, but when \u200cthe customers sell to customers, they sell to customers,&#8221; he said.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">&#8220;At \u200bsome point in time, you lose the visibility. \u200bThat&#8217;s the reality.&#8221;  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">Investors worries about the sustainability of the AI boom amid massive infrastructure spending has re-emerged recently.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">TSMC&#8217;s Taipei-listed shares fell 7.3% on Friday despite the company&#8217;s record results.
