\nSilicon Valley has split into two over U.S. artificial intelligence (AI) regulations against China. Amid growing sense of crisis as Chinese company AI such as Z.ai , including the recently released open model “Kimi K3” by Moonshot AI, showed close performance to the top U.S. model, OpenAI and Antropic are demanding stricter regulations, while Meta, Microsoft (MS), and Nvidia are confronting each other, saying they should remain open.<\/p>\n
On the 24th (local time), 25 major U.S. big tech companies delivered an open letter to the Donald Trump administration to carefully consider regulating open models. Meta, MS, Nvidia, Hugging Face, and Andrierson Horowitz (a16z) participated in the signing. The open model expands access to the AI economy and promotes innovation and security competition, these companies said. “We need to maintain an open AI ecosystem.” Although China was not directly mentioned in the open letter, the industry interprets it as a circumvention of its opposition to the regulation of China’s open model under consideration by the Trump administration.\n<\/p>\n
“The world needs both state-of-the-art closed and open models,” Nvidia CEO Jensen Huang said in his first X (X) post. “Open source is essential for a healthy AI ecosystem,” said Microsoft CEO Satya Nadella. On the previous day, the “Little Tech Association,” which involved more than 200 Silicon Valley startups, also delivered an open letter to the Trump administration not to restrict access to the Chinese open model.\n<\/p>\n
On the other hand, OpenAI and Antropic are in opposition. According to the New York Times (NYT), the two companies have recently lobbied behind-the-scenes in Washington, D.C., saying that regulations on Chinese open models should be strengthened. It is argued that Chinese companies are virtually replicating their core technologies by learning U.S. AI models in a “distillation” method, and if they are left unattended, U.S. AI competitiveness could be undermined. The industry believes that the more the Chinese open model spreads, the more the business feasibility of the closed AI model developed at a huge cost can be shaken.\n<\/p>\n
On the other hand, Meta, MS, and Nvidia view that opening is advantageous for the entire industry as AI utilization expands as open models increase and demand for graphics processing devices and clouds increases together.\n<\/p>\n
Such cracks are also appearing in semiconductor supply chains beyond AI models. According to the Wall Street Journal (WSJ), Apple recently met with President Trump and Commerce Secretary Howard Rutnick, led by Apple CEO Tim Cook, and asked him to allow the use of China’s Changsin Memory (CXMT) and Yangtze Memory (YMTC) products on iPhones sold outside the U.S. As the supply shortage of memory semiconductors has intensified due to the expansion of investment in AI data centers, the logic is that using Chinese memory can alleviate the shortage of supply and demand and lower product prices.\n<\/p>\n
However, Micron, the only memory company in the U.S., is protesting. Micron CEO Sanjai Merotra is reportedly persuading the government that allowing U.S. companies to use Chinese memory could erode the memory industry into China like the steel industry. Micron also proposed a plan to invest a total of $250 billion to expand production in the United States, arguing that US memory production should be increased instead of Chinese.\n<\/p>\n
