The bill\u2019s sponsors argue that policymakers need better data to prepare workers for an AI-driven economy rather than relying on speculation about automation\u2019s effects.<\/p>\n<p style=\"font-weight: 400;\">The proposal, the\u00a0AI Workforce Projections, Research and Evaluations to Promote AI Readiness and Employment (AI Workforce PREPARE) Act, was the focus of <a href=\"https:\/\/www.help.senate.gov\/hearings\/the-impact-of-ai-on-the-workforce\" rel=\"nofollow noopener\" target=\"_blank\">a hearing Wednesday<\/a> (July 29) before the Senate Health, Education, Labor and Pensions Committee\u2019s Subcommittee on Employment and Workforce Safety. Lawmakers and witnesses broadly agreed that the most immediate effect of AI is likely to be the transformation of job tasks and skill requirements rather than widespread job losses.<\/p>\n<p style=\"font-weight: 400;\">Subcommittee Chairman Sen. Jim Banks (R-Ind.), who introduced the legislation in December, said existing labor statistics do not adequately capture how AI is reshaping work.<\/p>\n<p style=\"font-weight: 400;\">\u201cExisting labor statistics too often fail to tell us how occupations\u2019 tasks are changing, what skills are needed, which jobs will grow and shrink and how workers move through the labor force because of AI,\u201d Banks said during the hearing, <a href=\"https:\/\/www.govtech.com\/artificial-intelligence\/federal-bill-would-probe-ais-use-focus-in-the-workplace\" rel=\"nofollow noopener\" target=\"_blank\">per a writeup<\/a> in GovTech. He described improved labor market data as the first step toward helping workers develop the skills needed \u201cin the AI economy.\u201d<\/p>\n<p style=\"font-weight: 400;\">The legislation, co-sponsored by Sens. John Hickenlooper (D-Colo.), Maggie Hassan (D-N.H.), Jon Husted (R-Ohio) and Roger Marshall (R-Kan.), would add AI-related questions to existing federal surveys to measure how employers are deploying AI and which occupations are most affected. It also would authorize the Department of Labor to hire AI specialists, establish an AI Workforce Research Hub, monitor worker transitions between AI-affected jobs, and develop benchmarks for identifying tasks that are likely to be automated and require worker retraining.<\/p>\n<p style=\"font-weight: 400;\">Hickenlooper, the panel\u2019s ranking member, framed the legislation as an effort to improve the quality of policymaking rather than regulate artificial intelligence directly.<\/p>\n<p style=\"font-weight: 400;\">\u201cInformed policy starts with good data,\u201d he said, adding that he is also developing separate legislation to create regional partnerships among educators, industry and workforce organizations to expand AI-related credentials, apprenticeships and job training programs tailored to regional labor market needs. He said the PREPARE Act would improve forecasting of workforce needs and the strategies needed to respond as AI adoption accelerates.<\/p>\n<p style=\"font-weight: 400;\">Witnesses largely endorsed the bill\u2019s emphasis on expanding labor market data while recommending additional measures to improve the government\u2019s understanding of AI\u2019s economic effects.<\/p>\n<p style=\"font-weight: 400;\">Carol Rogers, director of the Indiana Business Research Center, urged lawmakers to establish common definitions for measuring AI adoption so that policymakers can \u201ccompare apples to apples\u201d when evaluating its workforce impacts.<\/p>\n<p style=\"font-weight: 400;\">Liya Palagashvili, director of the Labor Policy Project at George Mason University\u2019s Mercatus Center, argued that AI measurement systems should remain \u201cresilient across several possible futures.\u201d She recommended linking employer survey responses with hiring and wage data to compare outcomes between AI adopters and non-adopters.<\/p>\n<p style=\"font-weight: 400;\">\u201cEarly evidence does not yet show broad AI-driven employment loss,\u201d she said, noting that employment trends among younger workers in AI-exposed occupations are \u201cmore consistent with slower hiring than with layoffs.\u201d She added that some hiring slowdowns predated the emergence of modern generative AI systems, suggesting broader economic factors may also be influencing labor markets.<\/p>\n<p style=\"font-weight: 400;\">Other witnesses argued that AI\u2019s greatest workforce risks stem from changing career pathways rather than eliminating jobs outright.<\/p>\n<p style=\"font-weight: 400;\">Ken Clark, president and CEO of workforce investment organization <a href=\"https:\/\/employindy.org\/\" rel=\"nofollow noopener\" target=\"_blank\">EmployIndy<\/a>, testified that artificial intelligence is reshaping far more jobs than it\u2019s replacing.<\/p>\n<p style=\"font-weight: 400;\">\u201cThe greatest long-term workforce risk is not widespread unemployment,\u201d Clark said. \u201cIt\u2019s the disruption of career pathways that workers rely on to gain experience and continually develop new skills throughout their careers.\u201d<\/p>\n<p style=\"font-weight: 400;\">Justin Heck, senior director of research and data production at <a href=\"https:\/\/www.opportunityatwork.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Opportunity@Work<\/a>, warned that AI could \u201chollow out\u201d midlevel positions by automating the work through which employees traditionally gain experience needed for advancement.<\/p>\n<p style=\"font-weight: 400;\">\u201cA company that automates the demanding parts of jobs may see short-term efficiency gains while inadvertently dismantling the pipeline that produces its own future supervisors and managers,\u201d Heck said.<\/p>\n","protected":false},"excerpt":{"rendered":"A bipartisan group of senators is advancing legislation that would require the federal government to collect more detailed&hellip;\n","protected":false},"author":2,"featured_media":125924,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[2],"tags":[24,25,597,66,310,1346,134],"class_list":["post-125923","post","type-post","status-publish","format-standard","has-post-thumbnail","category-ai","tag-ai","tag-artificial-intelligence","tag-government","tag-news","tag-pymnts-news","tag-senate","tag-technology"],"_links":{"self":[{"href":"https:\/\/www.europesays.com\/ai\/wp-json\/wp\/v2\/posts\/125923","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/ai\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/ai\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/ai\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/ai\/wp-json\/wp\/v2\/comments?post=125923"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/ai\/wp-json\/wp\/v2\/posts\/125923\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/ai\/wp-json\/wp\/v2\/media\/125924"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/ai\/wp-json\/wp\/v2\/media?parent=125923"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/ai\/wp-json\/wp\/v2\/categories?post=125923"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/ai\/wp-json\/wp\/v2\/tags?post=125923"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
