Two weeks before that announcement, DefenseScoop reported<\/a> that the company had won a task order valued at more than $821 million to supply core integration support for the WDP, which is a rebranded version of the CDAO\u2019s Advana enterprise analytics program that it spun out of<\/a> earlier this year.<\/p>\n The DOD did not immediately disclose the official acquisition amount and delivery timeline, or make CDAO officials available to discuss the plan ahead.\u00a0<\/p>\n But in response to repeated requests for more information in recent weeks, a Pentagon official told DefenseScoop on Friday that GSA, on behalf of the CDAO, formally awarded the contract to AFS on June 25. The single-award task order has a potential ceiling value of $821,270,264 over a five-year period of performance, including a one-year base period and four one-year option periods.<\/p>\n \u201cThe WDP Core acquisition was conducted as a fair, open, and competitive action utilizing the GSA Alliant 2 vehicle which has over 50 companies eligible to compete for task orders,\u201d the Pentagon official said.<\/p>\n Despite the DOD\u2019s reassurances, several sources familiar with the deal expressed unease in recent weeks about the government\u2019s handling of this significant procurement decision and opacity of the CDAO\u2019s vision for the major WDP integration \u2014 particularly at a time when the U.S. military is aggressively prioritizing data-driven algorithmic warfare.<\/p>\n \u201cIt\u2019s more than risky, it\u2019s perplexing,\u201d a former senior defense official said. \u201cThe entire rationale for rebranding Advana into the War Data Platform was to shift toward real warfighter outcomes and mission impact. Selecting a traditional cost-plus consultancy, after 18 months of contrary administration guidance, with a mixed track record does not signal that shift.\u201d\u00a0<\/p>\n The \u2018prior failure\u2019<\/p>\n Broadly, WDP merges heaps of sprawling military and commercial data sources into a single core integration layer.\u00a0<\/p>\n The platform is billed as an ever-maturing asset that enables DOD to provide standardized, secure data access needed to run operational AI that can adequately inform commanders\u2019 fast-paced combat decisions, enterprisewide and across its many disparate military components. It powers advanced AI systems and agents by providing data and analytics products using more than 700 data sources.<\/p>\n The Pentagon chief financial officer\u2019s unit originally established WDP\u2019s predecessor, Advana \u2014 a portmanteau for \u201cadvancing analytics\u201d \u2014 to help resolve challenges<\/a> personnel were constantly confronting when pulling data from fragmented business systems that were mostly not interoperable.\u00a0<\/p>\n In 2021, Booz Allen Hamilton won a five-year, $647 million contract via a GSA contract vehicle to expand the Advana program and platform. The CDAO launched under the Biden administration shortly after that, and Advana transitioned over as a key feature underpinning the enterprise AI office.\u00a0<\/p>\n DOD unveiled plans in 2024 to possibly fund up to $15 billion<\/a> for follow-on Advana contracts to a diverse range of companies over the next 10 years and released a draft request for proposals for industry to inform the potential development of the Advancing AI Multiple Award Contract (AAMAC) that November.<\/p>\n However, the office saw an exodus of senior staff \u2014 including staff working on Advana, and at least two former CDAO officials who are now employed at AFS \u2014 after President Donald Trump assumed office in early 2025.\u00a0<\/p>\n The DOD revealed the following July that the draft AAMAC solicitation had been canceled and the program had been placed on an indefinite hold<\/a>. Advana\u2019s future was in limbo from then until January 2026, when the second Trump administration released a set of new policies<\/a> to get the U.S. moving at \u201cwartime\u2011speed\u201d with AI.\u00a0<\/p>\n Among those was the \u201cTransforming Advana to Accelerate AI and Enhance Auditability\u201d memorandum, which formally restructured Advana into the War Data Platform \u2014 billing it as the Pentagon\u2019s new common data foundation for AI-enabled military and enterprise operations.<\/p>\n Financial management components were to be transferred back to the comptroller\u2019s office in the Advana overhaul, while the Pentagon\u2019s Research and Engineering directorate, which houses the CDAO, kept operational control of the platform.<\/p>\n Notably, the administration\u2019s guidance framed WDP as a primary tool to help DOD solve deep-seated financial tracking issues and ultimately achieve a clean agency-wide audit by fiscal year 2028.\u00a0<\/p>\n Around that time, the Pentagon\u2019s Agency Financial Report for fiscal 2025 was also disseminated. Unlike every earlier report released since Advana\u2019s inception, last year\u2019s review excluded any mention or performance-related information<\/a> about the widely-used platform \u2014 resulting in serious questions about the asset\u2019s efficacy.<\/p>\n The government\u2019s contract award to Accenture Federal Services for WDP core integration marks the latest waypoint in the platform\u2019s evolution.\u00a0<\/p>\n \u201cMy initial reaction was disbelief mixed with recognition,\u201d a former senior defense official told DefenseScoop. \u201cAfter the public embarrassment of Advana\u2019s adverse audit opinion last year, CDAO turned around and awarded the successor War Data Platform program to the same consulting model, and many of the same people, that was responsible for the prior failure. It feels less like a course correction and more like a deliberate doubling-down.\u201d<\/p>\n In their view, the move does not match acquisition and technology policies issued by the Trump administration.<\/p>\n \u201c[Executive Order] 14402 and the Department\u2019s own acquisition reform guidance are explicit about moving away from open-ended, cost-plus consulting arrangements toward firm fixed price, outcome-based, mission-focused contracts that protect taxpayers and reward measurable performance,\u201d the former senior defense official said. \u201cThis award looks like a continuation of the old model under a new name. It\u2019s orthogonal to the direction President Trump and [Defense Secretary Pete] Hegseth have set.\u201d<\/p>\n According to the source, the contract award also does not \u201cmeaningfully advance the goals\u201d in recent White House and departmental instructions to enable the rapid adoption of commercial AI capabilities.\u00a0<\/p>\n They said that while the WDP solicitation went out a few weeks after the DOD revamped its AI strategy, it seems to them that the resulting award did not set strong requirements or incentives for integrating best-of-breed commercial AI.<\/p>\n \u201cInstead, it defaulted to a traditional consulting model that prioritizes manual labor over efficiency and outcomes. That is not how you accelerate AI adoption \u2014 it is how you slow it down,\u201d they said.<\/p>\n Benjamin Jensen, a senior fellow who leads the Futures Lab at the Center for Strategic and International Studies (CSIS), said there\u2019s a clear need for WDP integration \u2014 but he\u2019s also struggling to understand where the department\u2019s massive prior investments in Advana went, or why progress appears to have been slow and uneven.\u00a0<\/p>\n \u201cMy first thought was why \u2014 after the earlier contracts that add up to billions \u2014 do we still not have an integrated data suite for military operations and planning? Why will the AFS contract succeed where others seem to have come up short?\u201d he told DefenseScoop. \u201cProperly tagged, evaluated, and usable data sits at the core of any AI application. Without it, the Pentagon relies on poorly structured local datasets and base model training data that is rarely benchmarked against national security use cases.\u201d<\/p>\n Modern generative AI models often tend to underperform with warfare-related operations, Jensen added, because the vast majority of their training data doesn\u2019t concern the use of violence in pursuit of political objectives.<\/p>\n When asked about these specific concerns raised by the experts, a Pentagon official told DefenseScoop over email on Friday that the \u201cWDP Core acquisition strategy fully aligns with White House and Pentagon guidance on outcome-based and mission-focused contracting.\u201d\u00a0<\/p>\n They noted that that the CDAO and GSA teams \u201cconducted extensive market research and elected to leverage the Alliant II vehicle\u201d to ensure that the department had access to pre-qualified vendors with proven IT integration expertise, the ability to bring in the top commercial solutions across all layers of the tech stack and to drive robust competition.\u00a0<\/p>\n \u201cBy leveraging the highly competitive Alliant 2 vehicle, the initial task order is explicitly designed to deliver measurable, high-impact mission outcomes that can be quantified (rather than traditional time-based deliverables) within a rapid six-month timeframe,\u201d the Pentagon official said.<\/p>\n \u2018Data at the speed of conflict\u2019<\/p>\n
