Watermarking will be applied at the model level, which means it will be present no matter which Claude product or surface the text comes from.\u201d\u00a0<\/p>\n<p>Provenance metadata for media, such as .svg, .png, or .jpg, following C2PA open standard: \u201cThis metadata follows the Coalition for Content Provenance and Authenticity (C2PA) open standard, which is used across the industry to record information about content provenance. If a signed metadata label is present, it signals that a file was processed by Claude and lets you detect whether the file has been tampered with.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Watermarking and provenance are implemented worldwide: \u201cMarking will apply to output from supported models wherever Claude is offered, worldwide,\u201d clarified Anthropic.<\/p>\n<p class=\"wp-block-paragraph\">It also said that \u201cClaude models launched in the EU on or after August 2, 2026 will support machine-readable marking at launch.\u201d\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Detection tools and technical documentation to be published soon: Anthropic has yet to enable users or other third parties to detect Claude\u2019s embedded watermarks and provenance metadata. It also said that it will release detailed technical documentation soon.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Anthropic implemented these measures to comply with the EU AI Act\u2019s Article 50(2) Code of Practice on Transparency of AI-Generated Content. The EU finalised the <a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/code-practice-ai-generated-content\" data-type=\"link\" data-id=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/code-practice-ai-generated-content\" rel=\"nofollow noopener\" target=\"_blank\">Code of Practice<\/a> containing these labelling guidelines in June 2026.<\/p>\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/artificialintelligenceact.eu\/article\/50\/\" rel=\"nofollow noopener\" target=\"_blank\">Article 50 of the EU AI Act<\/a> has two sections aimed at two different stakeholders:<\/p>\n<p>Providers: Those who build AI systems; and<\/p>\n<p>Deployers: Those who use these systems to create and publish content.<\/p>\n<p class=\"wp-block-paragraph\">In its \u201c<a href=\"https:\/\/www.medianama.com\/wp-content\/uploads\/2026\/06\/CoP_Transparency_of_AI_generated_content_jtHnEivPctLZtkoRFQrkbStffUY_129555-1.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Code of Practice on Transparency of AI-Generated Content<\/a>,\u201d the EU laid out the symbols that AI platforms can use to label AI-generated content. They are:\u00a0<\/p>\n<p>\u201cAI GENERATED\u201d \u2014 for fully AI-generated deepfakes or published text.<\/p>\n<p>\u201cAI MODIFIED\u201d \u2014 for partially AI-manipulated content.<\/p>\n<p>Basic \u201cAI\u201d icon \u2014 a minimal version that can be supplemented with a custom interactive layer.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"919\" height=\"1024\" src=\"https:\/\/www.europesays.com\/ai\/wp-content\/uploads\/2026\/08\/image-2-919x1024.png\" alt=\"\" class=\"wp-image-334128\" style=\"aspect-ratio:0.8974641491794795;width:346px;height:auto\"  \/>EU-recommended labels for AI-generated content.<br \/>Source: [\u00a0<a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/eu-icons-labelling-ai-generated-content\" rel=\"nofollow noopener\" target=\"_blank\">URL\u00a0<\/a>]<\/p>\n<p class=\"wp-block-paragraph\">Read MediaNama\u2019s lowdown on the EU\u2019s Code of Practice for AI-generated content <a href=\"https:\/\/www.medianama.com\/2026\/06\/223-eu-ai-act-deepfake-labeling-rules\/\" rel=\"nofollow noopener\" target=\"_blank\">here<\/a>.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">MediaNama\u2019s Take:\u00a0\u00a0<\/p>\n<p>If platforms comply with EU rules but not India\u2019s, does this suggest weaker enforcement by Indian authorities? Or does it simply reflect the global adoption of EU standards? The Ministry of Electronics and Information Technology released India\u2019s synthetically generated information (SGI) rules in <a href=\"https:\/\/www.medianama.com\/2026\/02\/223-meity-amendments-it-rules-synthetic-media-deepfakes\/\" rel=\"nofollow noopener\" target=\"_blank\">February 2026<\/a>, while the European Union finalized its code of practice for generative AI content in June 2026. Most platforms and intermediaries operating in India <a href=\"https:\/\/www.medianama.com\/2026\/04\/223-it-amendment-rules-2026-platform-compliance-india-deepfake-ai-content\/\" rel=\"nofollow noopener\" target=\"_blank\">have not fully complied with India\u2019s SGI rules<\/a>, except for <a href=\"https:\/\/www.medianama.com\/2026\/03\/223-x-made-with-ai-labels-india-tightens-deepfake-rules\/\" rel=\"nofollow noopener\" target=\"_blank\">users\u2019 self-disclosures<\/a>.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">During a recent Parliament session, Member of Parliament Karthi Chidambaram <a href=\"https:\/\/www.medianama.com\/2026\/08\/223-parliament-deepfake-complaint-data-govt-laws\/\" rel=\"nofollow noopener\" target=\"_blank\">asked <\/a>for figures on complaints, takedowns, or requests under the new<a href=\"https:\/\/www.medianama.com\/2026\/03\/223-rti-filed-did-meity-consult-anyone-before-introducing-three-hour-content-takedown-rule\/\" rel=\"nofollow noopener\" target=\"_blank\"> three-hour takedown notice<\/a> for SGI content, but the government did not disclose them.<\/p>\n<p>Platforms need stronger anti-circumvention measures for watermarking and C2PA metadata: Platforms need to strengthen C2PA metadata and watermarking to prevent bypassing. For example, developers created <a href=\"https:\/\/www.medianama.com\/2026\/04\/223-google-gemini-synthid-ai-watermark-bypass\/\" rel=\"nofollow noopener\" target=\"_blank\">tools to circumvent Google\u2019s SynthID<\/a> after its launch. How can AI companies and intermediaries design C2PA standards that resist circumvention, especially when metadata is stripped via screenshots or shared on encrypted platforms like WhatsApp or Signal? How much metadata survives when AI-generated content is modified or doctored?<\/p>\n<p class=\"wp-block-paragraph\">\u201cAs of now, there is not a single AI model that can detect a really good deepfake-generated video and tell you this is fake,\u201d said Tarun Wig, co-founder of Innefu Labs, at the <a href=\"https:\/\/www.medianama.com\/2026\/02\/223-ai-enabled-cybercrime-india-deepfake-threat\/\" rel=\"nofollow noopener\" target=\"_blank\">India AI Impact Summit (2026).\u00a0<\/a><\/p>\n<p>Can platforms technically trace the originator of AI-generated media, especially when law enforcement agencies request or legally compel them to do so? What are the law enforcement compliance requirements for C2PA, and how would platforms provide user information for the original prompt-giver if requested?\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cEvery AI developer requires a sign-in, and the data the user inputs is embedded in the metadata. Through that metadata, you can trace back the person who created the content.\u201d \u2014 a speaker at MediaNama\u2019s discussion on<a href=\"https:\/\/www.medianama.com\/2025\/11\/223-ai-developers-intermediaries-meity-synthetic-information-rules\/\" rel=\"nofollow noopener\" target=\"_blank\"> \u2018Regulating Deepfakes in India.\u2019<\/a><\/p>\n<p>Watermarking has limited impact on deepfake content: <a href=\"https:\/\/c2pa.org\" rel=\"nofollow noopener\" target=\"_blank\">Major AI platforms <\/a>already use watermarking or C2PA standards, yet deepfakes persist. Recently, the Press Information Bureau\u2019s fact-checking account <a href=\"https:\/\/x.com\/PIBFactCheck\/status\/2086788352242749620?s=20\" rel=\"nofollow\">debunked <\/a>a deepfake video of Prime Minister Narendra Modi, Finance Minister Nirmala Sitharaman, businessman Mukesh Ambani and Rajya Sabha MP Sudha Murthy, where Sitharaman\u2019s deepfake promoted a fraudulent scheme promising users 1 lakh rupees. Despite the video being AI-generated, the fact-checking post on X did not include an \u201cAI-generated\u201d label.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe biggest problem with deepfakes is that [something new is] generated every time, and the content can change quite a bit, as opposed to the classical photographs that we have. These techniques are based on the idea that there\u2019s a database of hashes that we can cross-check with really quickly.
