The markets reacted even before publicly auditable evidence about the performance claims \u2013 detailed benchmark table, model card and licence \u2013 was made fully available.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">In the weeks that followed, global chip stocks shed about US$3 trillion in market value.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">That reaction, rather than the models, is the story. Obviously, nobody was repricing Chinese engineering \u2013 the benchmarks were not yet verified. What was being repriced was scarcity: the long-held assumption that the most capable systems would remain expensive, American and controllable. Portfolios had been built on that assumption. It is worth less than it was.<\/p>\n<p>Washington\u2019s instinct is to <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/news\/us\/article\/3360729\/us-hardens-ai-stance-china-anthropic-calls-extending-lead?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"nofollow noopener\">tighten<\/a>: restrict access, extend export controls, build the wall higher. Nvidia CEO Jensen Huang has <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/tech\/big-tech\/article\/3311207\/nvidia-ceo-blasts-us-ai-chip-restrictions-china-failure-calls-policy-reversal?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"nofollow noopener\">long been arguing<\/a> the reverse, that America\u2019s real danger is not runaway machines but a failure to diffuse its technology broadly and maintain an American AI technology stack globally. He is right, though it is worth remembering he sells the shovels.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">The restrictionists believe American advantage can be preserved by denial. The accelerationists believe it is being smothered by regulation. Both camps are arguing about the wrong obstacle.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">There is very little regulation to blame. The United States has no comprehensive federal AI statute, despite the recent push to create a self-regulatory body in the style of the Financial Industry Regulatory Authority for frontier and AI models.
