Welcome to the latest edition of The China Connection \u2014 a snapshot of what I&#8217;m seeing and hearing from local businesses.<\/p>\n<p>Is the AI race about who can spend the most (the U.S.), or whose price is cheaper (China) thanks in part to state-controlled power costs? It may be neither.<\/p>\n<p><a id=\"headline0\"\/>The big story<\/p>\n<p>For Beijing, the artificial intelligence race is a story of resolve.<\/p>\n<p>If China has one dollar left, &#8220;that dollar is going to be spent on AI rather than real estate,&#8221; said Bruce Liu, CEO of Esoterica Capital.<\/p>\n<p>The goal is to be self-sufficient in AI, without relying on the U.S., he said. &#8220;They don&#8217;t need to have the best AI in the world.&#8221;<\/p>\n<p>Everything from China&#8217;s national policy to district-level subsidies underscores those ambitions. So far, China&#8217;s made strides in advanced chips for powering AI. But they still fall short of Nvidia&#8217;s.<\/p>\n<p>Now <a href=\"https:\/\/www.cnbc.com\/quotes\/NVDA\/\" rel=\"nofollow noopener\" target=\"_blank\">Nvidia<\/a> has gathered Wall Street titans to <a href=\"https:\/\/www.cnbc.com\/2026\/08\/10\/nvidia-wall-street-asset-managers-500-billion-ai-push.html\" rel=\"nofollow noopener\" target=\"_blank\">support $500 billion in financing<\/a> for AI development, demonstrating the U.S. advantage in capital.<\/p>\n<p>Private sector AI investment in the U.S. is around 23 times more than in mainland China, according to Alexander Kheder, TMT analyst, at BMI, a unit of Fitch Solutions.<\/p>\n<p>Unless Beijing makes it easier for Chinese AI firms to tap external, non-state capital, &#8220;this financing asymmetry will remain one of the most durable structural explanations for US leadership,&#8221; Kheder said.<\/p>\n<p>That hasn&#8217;t stopped Chinese companies from releasing AI models with similar capabilities \u2014 at <a href=\"https:\/\/artificialanalysis.ai\/?cost=intelligence-vs-cost-per-task\" target=\"_blank\" rel=\"nofollow noopener\">lower prices<\/a>, even with DeepSeek&#8217;s weekend price hike. <a href=\"https:\/\/x.com\/a16z\/status\/2085765427867873584\" target=\"_blank\" rel=\"nofollow\">Businesses globally<\/a> are keen to try them.<\/p>\n<p>But running the models still requires chips \u2014 a capability that Beijing lacks compared with the U.S. <\/p>\n<p>China &#8220;could announce even more financial support,&#8221; said Clifford Kurz, director at S&amp;P Global Ratings. &#8220;But if they don&#8217;t have the chips, what&#8217;s the point of support? There&#8217;s nothing to finance.&#8221;<\/p>\n<p>Huawei only offers roughly one-eighth the computing capacity that Nvidia has, mostly outside China, Kurz said. He noted each of Huawei&#8217;s most advanced Ascend 950 chips has around 13% the computing power of one Nvidia GB300 chip. <\/p>\n<p>Nvidia has an even more powerful Vera Rubin chip coming out this year. And for now, Huawei has compensated by piling more chips together. <\/p>\n<p>But Kurz pointed out the Chinese company is expected to produce just 1.35 million advanced AI chips this year \u2014 far less than even the most conservative estimate of 6 million Nvidia chips. <\/p>\n<p><a id=\"headline1\"\/>Chasing returns<\/p>\n<p>The story could <a href=\"https:\/\/www.cnbc.com\/2026\/06\/01\/china-learns-to-build-without-nvidia.html\" rel=\"nofollow noopener\" target=\"_blank\">change quickly<\/a>. Huawei and <a href=\"https:\/\/www.cnbc.com\/2026\/08\/14\/china-tech-global-appeal-apple-ford-catl-deepseek.html\" rel=\"nofollow noopener\" target=\"_blank\">other Chinese companies<\/a> along the <a href=\"https:\/\/www.cnbc.com\/2026\/08\/13\/chinese-firm-tops-micron-kioxia-shipments-nand-memory-chips.html\" rel=\"nofollow noopener\" target=\"_blank\">AI supply chain<\/a> have <a href=\"https:\/\/www.aei.org\/research-products\/working-paper\/voltcraft-industrial-competition-in-the-age-of-ai-aei\/\" target=\"_blank\" rel=\"nofollow noopener\">narrowed the gap<\/a> with global rivals in just a few years. China&#8217;s also courting <a href=\"https:\/\/www.cnbc.com\/2025\/12\/10\/china-connection-newsletter-us-china-ai-talent-race-chris-miller-chip-war-computing-brain-power-electricity.html\" rel=\"nofollow noopener\" target=\"_blank\">AI talent<\/a>, and has <a href=\"https:\/\/www.cnbc.com\/2025\/11\/07\/chinas-strategy-in-ai-race-with-us-big-chip-clusters-cheap-energy.html\" rel=\"nofollow noopener\" target=\"_blank\">low electricity costs.<\/a><\/p>\n<p>For investors such as Raffles Family Office, China&#8217;s domestic semiconductor push creates a &#8220;parallel&#8221; opportunity, rather than competition for capital headed for U.S. tech, said William Chow, deputy group CEO of the Hong Kong- and Singapore-based firm.<\/p>\n<p>Clients care far more this year about the entry price for investing in AI, he said. Chow noted that Nvidia&#8217;s financing plan shifts more of the risk to credit from equity, which means investment diversification is more important.<\/p>\n<p>Here again the story diverges from the U.S.<\/p>\n<p>When it comes to AI projects in China, &#8220;we have not observed any significant plans for large-scale debt issuance by leading domestic companies,&#8221; said Zhu He, senior fellow at the CF40 Institute, a Beijing-based economic think tank. That&#8217;s according to a CNBC translation of Mandarin.<\/p>\n<p>Zhu said most companies use equity financing and internal funds for AI spending, and that telecommunications giants as well as internet companies are investing in the tech.<\/p>\n<p>China in June released a three-year plan for building infrastructure to support <a href=\"https:\/\/english.www.gov.cn\/news\/202606\/10\/content_WS6a296017c6d00ca5f9a0b876.html\" target=\"_blank\" rel=\"nofollow noopener\">faster computing power,<\/a> and last month said it expects the buildout of computing power networks in the country will <a href=\"https:\/\/english.www.gov.cn\/news\/202607\/31\/content_WS6a6c95e5c6d00ca5f9a0c82e.html\" target=\"_blank\" rel=\"nofollow noopener\">attract 4 trillion yuan<\/a> in capital through 2030.<\/p>\n<p>Whether in China or the U.S., the scale of money needed for AI reflects a shift away from asset-light models that had helped businesses win over the past two decades, said Esoterica&#8217;s Liu. &#8220;Hyperscalers need to spend to get ahead.&#8221;<\/p>\n<p>Ultimately, AI still faces a commercialization test. U.S. companies have spent heavily to develop the smartest models, while China&#8217;s aim is AI integration across industries. <\/p>\n<p>&#8220;The AI rivalry is about applications based on the full AI stack,&#8221; said Winston Ma, adjunct professor of law at New York University. <\/p>\n<p>Whoever finds the right formula is poised to win.<\/p>\n<p><a id=\"headline2\"\/>Need to know<\/p>\n<p>Beijing is said to move to clarify tax rules stoking confusion among China&#8217;s ultra-wealthy<br \/>China&#8217;s State Taxation Administration is <a href=\"https:\/\/www.cnbc.com\/2026\/08\/15\/china-rich-tycoons-tax-overseas-investment-trust-insurance-capital-flows.html\" rel=\"nofollow noopener\" target=\"_blank\">conducting training for local tax officers<\/a> to align technical details on how the levy on offshore trusts should be applied, several tax advisors say.<\/p>\n<p>Manus to return as independent company<br \/>Manus said it will &#8220;soon resume <a href=\"https:\/\/www.cnbc.com\/2026\/08\/11\/manus-china-meta-acquisition.html\" rel=\"nofollow noopener\" target=\"_blank\">operating as an independent company<\/a>,&#8221; after Chinese regulators in April demanded Meta unwind its $2 billion acquisition of the artificial intelligence startup.<\/p>\n<p>China&#8217;s answer to Boeing and Airbus makes first international flight<br \/>The China-made C919 <a href=\"https:\/\/www.cnbc.com\/2026\/08\/12\/china-comac-boeing-airbus.html\" rel=\"nofollow noopener\" target=\"_blank\">kicked off a commercial flight route<\/a> between Beijing and Ulaanbaatar, Mongolia. <\/p>\n<p>Tencent sees spending surge, defends potential &#8216;superior&#8217; AI returns<br \/>The Chinese tech giant said <a href=\"https:\/\/www.cnbc.com\/2026\/08\/12\/china-tencent-earnings-q2-2026-gaming-ai-advertising.html\" rel=\"nofollow noopener\" target=\"_blank\">capital expenditures for the June quarter rose 65%<\/a> as it continues to invest in AI infrastructure.
