{"id":27024,"date":"2026-05-04T18:57:28","date_gmt":"2026-05-04T18:57:28","guid":{"rendered":"https:\/\/www.europesays.com\/ai\/27024\/"},"modified":"2026-05-04T18:57:28","modified_gmt":"2026-05-04T18:57:28","slug":"artificial-intelligence-federal-tax-code-up-in-colorado-legislature","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ai\/27024\/","title":{"rendered":"Artificial intelligence, federal tax code up in Colorado legislature"},"content":{"rendered":"<p>Welcome to the last full week of the 2026 session of the Colorado General Assembly.<\/p>\n<p>The state\u2019s 100 lawmakers now have 10 days, including today and the weekend, to finish their work for the year. The nearing deadline means the Capitol will be even more abuzz than usual as lawmakers scramble to pass \u2014 or use the clock to kill \u2014 legislation.\u00a0<\/p>\n<p>The fast approach of sine die (Capitol speak for last day) also means schedules will be even more tentative than usual, as deals get cut and chamber leaders try to squeeze in debate and procedural steps wherever they can.<\/p>\n<p>Today<\/p>\n<p>The House is scheduled to take a formal vote on a set of bills that would <a href=\"https:\/\/www.denverpost.com\/2026\/02\/17\/colorado-democrats-tax-reforms\/\" rel=\"nofollow noopener\" target=\"_blank\">divorce Colorado\u2019s tax code<\/a> from some of the recent changes made by Congress to the federal tax code. In effect, they would end some state tax cuts for corporations.\u00a0<\/p>\n<p>Backers hope to steer those tax collections to a fund that would mirror Colorado\u2019s Family Affordability Tax Credit. That tax credit steered tax dollars collected above the revenue cap set by the Taxpayer\u2019s Bill of Rights to low-income families \u2014 and in its first year, the program was credited with cutting childhood poverty in the state by <a href=\"https:\/\/www.denverpost.com\/2026\/02\/09\/colorado-family-tax-credits-child-poverty-legislature\/\" rel=\"nofollow noopener\" target=\"_blank\">more than a third<\/a>. The state\u2019s dire budget situation, caused in part by those federal tax changes, has left the future of the FATC program uncertain.<\/p>\n<p><a href=\"https:\/\/leg.colorado.gov\/bills\/hb26-1221\" rel=\"nofollow noopener\" target=\"_blank\">House Bills 1221<\/a>, <a href=\"https:\/\/leg.colorado.gov\/bills\/hb26-1222\" rel=\"nofollow noopener\" target=\"_blank\">1222<\/a>, <a href=\"https:\/\/leg.colorado.gov\/bills\/hb26-1223\" rel=\"nofollow noopener\" target=\"_blank\">1223<\/a> and <a href=\"https:\/\/leg.colorado.gov\/bills\/hb26-1289\" rel=\"nofollow noopener\" target=\"_blank\">1289<\/a> will still need to move through the Senate before arriving at Gov. Jared Polis\u2019 desk.<\/p>\n<p>Also today, the House Finance Committee is set to hear <a href=\"https:\/\/leg.colorado.gov\/bills\/sb26-134\" rel=\"nofollow noopener\" target=\"_blank\">Senate Bill 134<\/a>, a measure that would limit so-called \u201cswipe fees\u201d on credit card transactions. That measure <a href=\"https:\/\/www.denverpost.com\/2026\/05\/01\/legislature-credit-card-fees-labor-housing\/\" rel=\"nofollow noopener\" target=\"_blank\">narrowly passed<\/a> the full Senate last week.\u00a0<\/p>\n<p>The Senate Judiciary Committee is set to hear <a href=\"https:\/\/leg.colorado.gov\/bills\/sb26-176\" rel=\"nofollow noopener\" target=\"_blank\">Senate Bill 176<\/a>, dubbed the \u201c<a href=\"https:\/\/www.denverpost.com\/2026\/04\/21\/federal-civil-rights-immigration-legislature-prosecutors\/\" rel=\"nofollow noopener\" target=\"_blank\">No Kings Act<\/a>.\u201d That bill <a href=\"https:\/\/www.denverpost.com\/2026\/04\/21\/federal-civil-rights-immigration-legislature-prosecutors\/\" rel=\"nofollow noopener\" target=\"_blank\">would allow Coloradans to sue federal officials<\/a> \u2014 including immigration agents \u2014 for alleged constitutional violations. It ran into early, staunch opposition from state district attorneys.<\/p>\n<p>That committee is also set to hear <a href=\"https:\/\/leg.colorado.gov\/bills\/hb26-1276\" rel=\"nofollow noopener\" target=\"_blank\">House Bill 1276<\/a>, which seeks to further limit Colorado officials\u2019 ability to work with federal immigration officials.<\/p>\n<p>Tuesday<\/p>\n<p>The much-awaited <a href=\"https:\/\/www.denverpost.com\/2026\/05\/01\/legislature-credit-card-fees-labor-housing\/\" rel=\"nofollow noopener\" target=\"_blank\">bill to update Colorado\u2019s artificial intelligence regulations<\/a> is set to have its first hearing in the Senate Business, Labor and Technology Committee on Tuesday afternoon.\u00a0<\/p>\n<p>The proposal would overhaul antidiscrimination AI protections that were passed into law in 2024, but have not yet gone into effect amid a wave of opposition from Polis and interest groups. Prior attempts to update the 2024 law have been some of the most controversial efforts in the legislature, leading to high drama at both <a href=\"https:\/\/www.denverpost.com\/2025\/05\/07\/colorado-house-artificial-intelligence-regulations-delay-legislature\/\" rel=\"nofollow noopener\" target=\"_blank\">the end of the 2025 regular session<\/a> and earning a place in the governor\u2019s call for <a href=\"https:\/\/www.denverpost.com\/2025\/08\/26\/colorado-special-session-artificial-intelligence-budget\/\" rel=\"nofollow noopener\" target=\"_blank\">a special session<\/a> last summer.<\/p>\n<p>Also Tuesday, the House Transportation, Housing and Local Government Committee will hear <a href=\"http:\/\/leg.colorado.gov\/bills\/HB26-1430\" rel=\"nofollow noopener\" target=\"_blank\">House Bill 1430<\/a>, which seeks to <a href=\"https:\/\/www.denverpost.com\/2026\/05\/01\/legislative-block-initiative-175-road-funding\/\" rel=\"nofollow noopener\" target=\"_blank\">neutralize proposed ballot Initiative 175<\/a>. That ballot initiative, backed by the construction industry, would require the state to pay for more road projects; Democratic leadership in the legislature contends that it would, in effect, gut other state services, such as education and healthcare, by mandating more funding for roads.<\/p>\n<p>Wednesday<\/p>\n<p>The Senate Health and Human Services Committee will hear <a href=\"https:\/\/leg.colorado.gov\/bills\/hb26-1335\" rel=\"nofollow noopener\" target=\"_blank\">House Bill 1335<\/a>, which would require public and private colleges <a href=\"https:\/\/www.denverpost.com\/2026\/04\/28\/abortion-pill-access-colleges-immigration-colorado\/\" rel=\"nofollow noopener\" target=\"_blank\">to stock abortion pills<\/a> in their campus pharmacies. That measure already cleared the House.<\/p>\n<p>That committee is also set to hear <a href=\"https:\/\/leg.colorado.gov\/bills\/hb26-1195\" rel=\"nofollow noopener\" target=\"_blank\">House Bill 1195<\/a>, which would prevent psychologists, counselors, social workers, therapists and others from using AI to provide direct therapy to clients, to make treatment plans, or to detect emotional or mental states. That bill has also already cleared the House.<\/p>\n<p>The Senate Judiciary Committee is set to hear <a href=\"https:\/\/leg.colorado.gov\/bills\/hb26-1281\" rel=\"nofollow noopener\" target=\"_blank\">House Bill 1281<\/a>, a measure that would lower the severity of charges, from first-degree murder to second-degree, for a killing committed via \u201cextreme indifference.\u201d <\/p>\n<p>First-degree murder charges carry the penalty of life in prison without the possibility of parole. The second-degree murder charge, officially classified as a class 2 felony with an extraordinary risk of harm, carries an average prison sentence of 17 years, according to nonpartisan legislative analysts.<\/p>\n<p>The bill would also make it so that prosecutors could consider how a person was driving a motor vehicle when they consider charging someone with criminally negligent homicide.
