Welcome to the latest edition of The China Connection \u2014 a succinct snapshot of what I&#8217;m seeing and hearing from local businesses.<\/p>\n<p>Students and businesses alike are embracing AI in China, while the U.S. worries more about the negative impact. Will that encourage cooperation on AI safety when U.S. President Donald Trump and his Chinese counterpart Xi Jinping meet?  <\/p>\n<p><a id=\"headline0\"\/>The big story<\/p>\n<p>A robotic voice warned me (and others) at a Hangzhou street intersection that a scooter driver didn&#8217;t have a helmet on \u2014 even though I saw the rider wearing one.<\/p>\n<p>Regardless, the city and others are ploughing ahead in testing <a href=\"https:\/\/english.news.cn\/20260503\/84c676def3b444a4bcc913f85a44c6ff\/c.html\" target=\"_blank\" rel=\"nofollow noopener\">robot police officers<\/a>. The national cybersecurity regulator on Friday <a href=\"https:\/\/mp.weixin.qq.com\/s\/_b4zG-3_NH1CV7WpyLefgw\" target=\"_blank\" rel=\"nofollow noopener\">published guidelines<\/a> for ensuring safe use of agentic AI. <\/p>\n<p>It&#8217;s a reminder that in the U.S.-China tech race, Beijing has underscored AI control from the start; the U.S. seems only now to be taking it seriously.   <\/p>\n<p>As comparisons to the Cold War <a href=\"https:\/\/www.nytimes.com\/2026\/04\/22\/technology\/anthropics-mythos-ai.html\" target=\"_blank\" rel=\"nofollow noopener\">nuclear threat<\/a> grow, hopes are rising that Trump and Xi will talk about AI cooperation in Beijing this week.<\/p>\n<p>Given concerns about the latest AI models, &#8220;we are willing &#8230; [to explore] channels of deconfliction,&#8221; senior U.S. officials told reporters in a briefing ahead of the <a href=\"https:\/\/www.cnbc.com\/2026\/05\/08\/iran-focus-at-trump-xi-summit-may-delay-progress-on-tariffs-rare-earths.html\" rel=\"nofollow noopener\" target=\"_blank\">planned summit<\/a>. <\/p>\n<p>The stakes are rising sharply. <\/p>\n<p>U.S.-based Anthropic rolled out cyber-focused <a href=\"https:\/\/www.cnbc.com\/2026\/05\/08\/anthropic-mythos-ai-cybersecurity-banks.html\" rel=\"nofollow noopener\" target=\"_blank\">Mythos<\/a> to select clients in the last few weeks, a model Chinese state media has noted for its &#8220;<a href=\"https:\/\/mp.weixin.qq.com\/s\/bpkW3mS_bgEK31z8n6EuHQ\" target=\"_blank\" rel=\"nofollow noopener\">unprecedented capabilities in cyberattacks<\/a>.&#8221;  Meanwhile, the latest version of China&#8217;s open-sourced DeepSeek model has weaned itself further off U.S. chips.<\/p>\n<p>The two countries could work on &#8220;a global treaty to regulate the use of AI in the military,&#8221; said Hai Zhao, a director of international political studies at the Chinese Academy of Social Sciences, a state-affiliated think tank.\u00a0<\/p>\n<p>&#8220;If China [and the] U.S. get involved in an AI arms race, then it is bad not just for both countries,&#8221; he said, but for all humanity.<\/p>\n<p>People cycle past one of 15 humanoid robot police officers deployed in Hangzhou, in China&#8217;s eastern Zhejiang province on May 3, 2026.<\/p>\n<p>Agatha Cantrill | Afp | Getty Images<\/p>\n<p>Governments, however, are typically followers rather than leaders of tech innovation. Education and research ecosystems remain the core drivers.<\/p>\n<p>There, China is pulling ahead, under Beijing&#8217;s mandate to <a href=\"https:\/\/english.www.gov.cn\/policies\/latestreleases\/202508\/27\/content_WS68ae7976c6d0868f4e8f51a0.html\" target=\"_blank\" rel=\"nofollow noopener\">achieve an AI penetration rate of over 70%<\/a> in key industries by next year.<\/p>\n<p>Hangzhou&#8217;s Zhejiang University and Shanghai&#8217;s Jiao Tong University surpassed Harvard to take the top spots in a ranking of universities by scientific performance, according to the Netherlands&#8217; <a href=\"https:\/\/traditional.leidenranking.com\/\" target=\"_blank\" rel=\"nofollow noopener\">Leiden University Ranking Traditional Edition<\/a>.<\/p>\n<p>And just as Silicon Valley has Stanford, many of China&#8217;s high-tech startups \u2014 including DeepSeek \u2014 have their roots in Zhejiang University. The school&#8217;s alumni association has released a list of <a href=\"https:\/\/mp.weixin.qq.com\/s\/BsL1Sz-OsuKSr5XLfDhXKA\" target=\"_blank\" rel=\"nofollow noopener\">10 companies<\/a>, such as quantum computing player Logistics Bits, which it says could be &#8220;the next DeepSeek.&#8221;<\/p>\n<p><a id=\"headline1\"\/>A divergent public<\/p>\n<p>Rankings aside, there&#8217;s a striking difference in how eager the public is for AI adoption. <\/p>\n<p>In the U.S., <a href=\"https:\/\/americanmind.org\/salvo\/palantirs-manifesto-is-a-return-to-american-tradition\/\" target=\"_blank\" rel=\"nofollow noopener\">a backlash<\/a> over defense-tech supplier <a href=\"https:\/\/www.cnbc.com\/quotes\/PLTR\/\" rel=\"nofollow noopener\" target=\"_blank\">Palantir&#8217;s<\/a> <a href=\"https:\/\/x.com\/PalantirTech\/status\/2045574398573453312\" target=\"_blank\" rel=\"nofollow\">manifesto<\/a> last month <a href=\"https:\/\/www.thenation.com\/article\/society\/alex-karp-palantir-techbro-fascism\/\" target=\"_blank\" rel=\"nofollow noopener\">reinforced fears<\/a> about <a href=\"https:\/\/harpers.org\/archive\/2026\/03\/the-plot-to-save-america-maddy-crowell-reindustrialization-weapons-manufacturing\/\" target=\"_blank\" rel=\"nofollow noopener\">the dark side of AI<\/a>. Teachers <a href=\"https:\/\/www.nytimes.com\/2026\/04\/30\/us\/ai-students-cheating-homework-classrooms.html\" target=\"_blank\" rel=\"nofollow noopener\">warn<\/a> about the <a href=\"https:\/\/hilariusbookbinder.substack.com\/p\/the-average-college-student-today\" target=\"_blank\" rel=\"nofollow noopener\">impact of AI on literacy<\/a>. There&#8217;s <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2026\/03\/12\/key-findings-about-how-americans-view-artificial-intelligence\/\" target=\"_blank\" rel=\"nofollow noopener\">more concern<\/a> about the technology in the U.S. than in many parts of the world \u2014 50% of Americans are wary of it, versus an average of 33% in other G7 countries, according to Pew surveys.<\/p>\n<p>In China, fear of being displaced by AI has <a href=\"https:\/\/www.cnbc.com\/2026\/03\/12\/china-openclaw-ai-agent-adoption-tech-companies-government-support-lobster-shrimp.html\" rel=\"nofollow noopener\" target=\"_blank\">motivated people<\/a> and businesses to adopt the tech more quickly, while courts are <a href=\"https:\/\/mp.weixin.qq.com\/s\/2Mmmy4j5O8kXQlnNpqzPmg\" target=\"_blank\" rel=\"nofollow noopener\">ruling in favor of human workers<\/a>. After initially taking months to <a href=\"https:\/\/www.cnbc.com\/2023\/08\/31\/baidu-gets-chinas-green-light-to-release-its-chatgpt-like-ernie-bot-to-the-public.html\" rel=\"nofollow noopener\" target=\"_blank\">greenlight local ChatGPT alternatives<\/a>, Beijing has come around to <a href=\"https:\/\/www.cnbc.com\/2026\/03\/11\/china-cant-afford-another-crackdown-on-its-tech-companies.html\" rel=\"nofollow noopener\" target=\"_blank\">encouraging adoption<\/a>, while issuing <a href=\"https:\/\/www.cnbc.com\/2025\/05\/15\/key-ai-hub-china-restricts-schoolchildrens-use-of-the-tech.html\" rel=\"nofollow noopener\" target=\"_blank\">guidance<\/a> on <a href=\"https:\/\/www.cnbc.com\/2025\/12\/29\/china-ai-chatbot-rules-emotional-influence-suicide-gambling-zai-minimax-talkie-xingye-zhipu.html\" rel=\"nofollow noopener\" target=\"_blank\">AI use<\/a> in schools. <\/p>\n<p>That&#8217;s reshaped the tech race. &#8220;The U.S.-China AI model performance <a href=\"https:\/\/hai.stanford.edu\/ai-index\/2026-ai-index-report\" target=\"_blank\" rel=\"nofollow noopener\">gap has effectively closed<\/a>,&#8221; Stanford researchers concluded in this year&#8217;s annual AI report.<\/p>\n<p>For Hunter Roskom, a student from the University of Wisconsin\u2013Madison who is spending two years at Zhejiang University on exchange, tech competition is more about different approaches.<\/p>\n<p>In the U.S., he said, AI feels more behind-the-scenes. In China, he said, it&#8217;s integrated into daily life.<\/p>\n<p>\u201cAt least not in the [U.S.] Midwest &#8230; you don&#8217;t really get exposed to the technology like you do here,&#8221; he said. &#8220;It&#8217;s everywhere here, even just walking on the streets of Hangzhou and you don&#8217;t see that in the Midwest, so definitely very eye-opening.&#8221;<\/p>\n<p>And this week, Trump&#8217;s summit with Xi will test whether those differences translate into AI cooperation.<\/p>\n<p><a id=\"headline2\"\/>Need to know<\/p>\n<p>Iran focus at Trump-Xi summit may delay progress on tariffs, rare earths<br \/>The U.S. government <a href=\"https:\/\/www.cnbc.com\/2026\/05\/08\/iran-focus-at-trump-xi-summit-may-delay-progress-on-tariffs-rare-earths.html\" rel=\"nofollow noopener\" target=\"_blank\">declined<\/a> China&#8217;s invitation to organize industry-specific meetings between senior Chinese leaders and U.S. CEOs, thinking it could make American businesses appear too close to Beijing, according to a U.S. executive with direct knowledge of the arrangements.<\/p>\n<p>China presses Iran against resuming war, urges Hormuz reopening ahead of Trump-Xi summit<br \/>Iran&#8217;s foreign minister met with his Chinese counterpart in Beijing on Wednesday.
