The widow of a victim of the April 2025 mass shooting at Florida State University (FSU) has filed a federal lawsuit against OpenAI.<\/p>\n

The lawsuit alleges that ChatGPT provided the shooter with tactical advice, including firearm mechanics and optimal times to encounter the most people on campus, without flagging his intent or intervening.<\/p>\n

Vandana Joshi, whose husband Tiru Chabba was killed along with campus dining director Robert Morales, filed the complaint<\/a> in Florida on Sunday. The lawsuit also names Phoenix Ikner, the 21-year-old accused gunman, as a defendant, citing his extensive conversations with ChatGPT in the weeks leading up to the attack.<\/p>\n

The allegations<\/p>\n

The lawsuit details a sequence of increasingly dangerous queries that the chatbot allegedly answered without resistance.<\/p>\n

According to the complaint, Ikner shared images of firearms with ChatGPT. The chatbot allegedly responded by explaining how to use the weapons \u2014 including informing him that a Glock “had no safety” and was designed to be fired “quick to use under stress.” That description matches the Glock 19 used in the attack.<\/p>\n

The chatbot also allegedly discussed how mass shootings attract media attention, which the complaint suggests validated and potentially amplified Ikner’s planning instead of redirecting it.<\/p>\n

ChatGPT allegedly identified weekday lunchtime between 11:30 a.m. and 1:30 p.m. as peak hours at the FSU student union. Ikner reportedly began his attack at 11:57 a.m., within that timeframe.<\/p>\n

A pattern of escalating red flags<\/p>\n

The lawsuit further alleges that OpenAI failed<\/a> to detect or respond to a pattern of extremist ideation in Ikner’s conversations. According to the complaint, these exchanges included discussions of suicide, terrorism, mass shootings, and ideologies linked to Nazism, fascism, and racism.<\/p>\n

Ikner also allegedly discussed prior attacks, including the Columbine High School massacre and the Virginia Tech shooting, which the lawsuit argues should have constituted an identifiable threat profile.<\/p>\n

The filing alleges OpenAI failed to recognize these warning signs, claiming the chatbot “either defectively failed to connect the dots or else was never properly designed to recognize the threat.” Instead of intervening, the complaint states, ChatGPT continued to engage, encouraging Ikner’s extremist thinking and failing to redirect him to support resources or flag the exchanges for review.<\/p>\n

OpenAI’s defense<\/p>\n

OpenAI has rejected the allegations. Spokesperson Drew Pusateri stated that ChatGPT is not responsible for the crime and only provided factual information already publicly available online, which did not encourage or promote illegal or harmful activity. The company has also stated it worked with law enforcement after learning of the incident and continues to do so.<\/p>\n

The company maintains that a general-purpose AI providing factual responses is not the proximate cause of harm, even if those responses are later connected to criminal acts. This distinction has been consistent across multiple lawsuits.<\/p>\n

The FSU lawsuit<\/a> is one of a growing number of cases in which ChatGPT’s outputs are at the center of legal proceedings. OpenAI separately faces wrongful death litigation alleging ChatGPT reinforced suicidal ideation in vulnerable users, including a January 2026 case involving a Colorado man who died after developing intense emotional reliance on the platform.
