The United States risks losing its frontier artificial intelligence lead against Beijing if policymakers weaken chip export controls or fail to aggressively protect advanced American models from Chinese replication efforts, Anthropic warned Thursday.<\/p>\n

Anthropic argued the U.S. and its allies still maintain a significant advantage in frontier AI development – but said the gap will narrow quickly without tighter enforcement of chip export controls.<\/p>\n

The AI firm published a report<\/a> on the heels of President Donald Trump’s summit with Chinese leader Xi Jinping that repeatedly described advanced semiconductors and hyperscale compute infrastructure as the defining strategic variable shaping the balance of power between Washington and Beijing.<\/p>\n

Chinese AI firms have made rapid gains through aggressive talent recruitment and state-backed industrial policy, with recent high-profile examples including former Google research executive Wu Yonghui joining ByteDance’s AI division and former OpenAI researcher Yao Shunyu becoming Tencent Holdings’ chief AI scientist.<\/p>\n

The paper comes amid signs the Trump administration may be softening parts of its AI containment posture toward Beijing. CNBC has reported<\/a> that roughly 10 Chinese firms may receive approval to purchase Nvidia H200 chips. The report was published one day after Treasury Secretary Scott Bessent confirmed the U.S. and China are beginning discussions around AI guardrails and governance frameworks aimed at preventing advanced systems from falling into the hands of non-state actors. <\/p>\n

Anthropic warned that powerful frontier AI systems are likely to become deeply intertwined with future cyber operations, military planning, scientific discovery and economic competitiveness over the next several years, potentially reshaping the global balance of power.<\/p>\n

That framing closely mirrors concerns voiced by former national security officials and AI policy analysts who warn that competition pressures between Washington and Beijing could incentivize governments and companies to prioritize deployment speed over model security, safety testing and broader governance controls.<\/p>\n

Anthropic argued that maintaining a sustainable democratic lead in AI will require broader adoption of frontier systems across the public and private sectors, including across defense, scientific research and critical infrastructure sectors. <\/p>\n

It urged the White House to “tighten controls on advanced compute to PRC labs, disrupt their efforts to distill America’s best AI models and accelerate democracies’ adoption of AI.”<\/p>\n
