Each confirms what most campus leaders already sense: AI adoption is outrunning institutional response. Read together, they reveal something sharper: Students are adopting AI without guidance, faculty are retreating instead of providing it, and the two groups are reaching paradoxical conclusions about whether the curriculum is keeping pace.<\/p>\n<p>The first paradox is the ban signal. In the DEC data, 43% of U.S. and Canadian students say they would not be disappointed by an institution-wide AI ban \u2014 the highest ban tolerance of any region surveyed. In Latin America, just 15% feel the same. At the same time, 76% percent of students globally have never participated in any AI literacy training and nearly half do not even know of its existence at their institution. As I argued in<a href=\"https:\/\/www.forbes.com\/sites\/avivalegatt\/2025\/09\/18\/90-of-college-students-use-ai-higher-ed-needs-ai-fluency-support-now\/\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/avivalegatt\/2025\/09\/18\/90-of-college-students-use-ai-higher-ed-needs-ai-fluency-support-now\/\" target=\"_self\" aria-label=\"90% Of College Students Use AI: Higher Ed Needs AI Fluency Support Now\" rel=\"nofollow noopener\"> 90% Of College Students Use AI: Higher Ed Needs AI Fluency Support Now<\/a>, AI fluency is the next great literacy. A year later, the training gap has modestly moved.<\/p>\n<p>The second paradox is the faculty retreat. Globally, 73% of faculty worry that students are using AI at the expense of developing their own skills\u2014a concern I explored in <a href=\"https:\/\/www.forbes.com\/sites\/avivalegatt\/2026\/01\/27\/90-of-faculty-say-ai-is-weakening-student-learning-how-higher-ed-can-reverse-it\/\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/avivalegatt\/2026\/01\/27\/90-of-faculty-say-ai-is-weakening-student-learning-how-higher-ed-can-reverse-it\/\" target=\"_self\" aria-label=\"90% Of Faculty Say AI Is Weakening Student Learning: How Higher Ed Can Reverse It\" rel=\"nofollow noopener\">90% Of Faculty Say AI Is Weakening Student Learning: How Higher Ed Can Reverse It<\/a>, where a separate AAC&amp;U\/Elon survey of 1,057 faculty put that figure at 90%. The concern is legitimate. But in the U.S. and Canada, it is leading to disengagement rather than redesign. Faculty intent to use AI in future teaching dropped nine percentage points in a single year\u2014from 76% to 67%\u2014the sharpest regional decline the DEC has measured. The risk is a self-reinforcing cycle: Faculty pull back, students receive less guidance, and the very skills erosion faculty worry about becomes more likely. Students at institutions that discourage or prohibit AI are the most likely to feel undertrained, according to Gallup\u2014and the most likely to use it anyway. One in four students at schools that ban AI outright still report weekly use. The better path is not retreat. It is structured engagement.<\/p>\n<p>The third paradox is the confidence gap, and it runs in the opposite direction than you might expect. In the DEC data, 58% of U.S. and Canadian faculty say they are not worried that what they teach will be outdated by the time students graduate\u2014the highest faculty confidence of any region. Yet only 19% of U.S. and Canadian students believe their program feels current and relevant in terms of AI and future skills, the lowest student confidence of any region. Faculty and students on the same campuses are reaching opposite conclusions about whether the curriculum is keeping pace. The Gallup data sharpens this: 47% of U.S. students have given serious thought to changing their major because of AI\u2019s impact on the job market, and 16% have already done so. Students are not waiting for the curriculum to catch up. They are making their own adjustments, and that is a signal institutions can respond to.<\/p>\n<p>These are not separate problems. They are one problem viewed from three angles. Call it adoption without authority: The state in which students are deeply embedded in AI but operate without institutional guidance, assessment alignment, or faculty preparation. The DEC survey quantifies what that looks like in practice: 72% of students globally say their assessments do not consistently reflect the work, skills, and judgment they will need in an AI-enabled workplace. In the U.S. and Canada, 48% say none or only a few do. Only 29% of students globally believe their instructors are well equipped to guide them on AI. In the U.S. and Canada, that drops to 17%.<\/p>\n<p>In <a href=\"https:\/\/www.forbes.com\/sites\/avivalegatt\/2026\/05\/28\/why-ai-fluency-not-literacy-is-the-differentiator-4-moves-for-higher-ed\/\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/avivalegatt\/2026\/05\/28\/why-ai-fluency-not-literacy-is-the-differentiator-4-moves-for-higher-ed\/\" target=\"_self\" aria-label=\"Why AI Fluency, Not Literacy, Is The Differentiator\" rel=\"nofollow noopener\">Why AI Fluency, Not Literacy, Is The Differentiator<\/a>, I argued that three separate surveys\u2014from Strada, WGU, and GMAC\u2014converge on the same finding: AI literacy is the floor, and fluency is the differentiator. The DEC literacy data now shows exactly where institutions need to build. Globally, the weakest dimension for student AI competency is domain expertise: knowing how to apply AI within a specific discipline. Only 35% of students can use AI tools for discipline-specific tasks and identify which tools work best and why. The strongest dimension is human-centricity: understanding when human oversight is needed. Students know AI requires judgment. They have not been taught how to exercise it in context. That gap is the opportunity. It is also the institutional obligation.<\/p>\n<p>The institutions closing this gap share a pattern I have documented across multiple pieces: They treat AI as a structural priority, not a syllabus footnote. Purdue University\u2019s trustees approved an AI working competency as a graduation requirement\u2014defining what every graduate should know regardless of major. Georgetown&#8217;s WRIT 1150 gave students a seat at the policy table, co-authoring guidelines that permit AI for brainstorming but prohibit it for reflective writing. Georgia State University&#8217;s GPS advising system analyzes 800 risk factors nightly for 50,000 students, improving six-year graduation rates by 23%. The University of Hawaii deployed AI chatbots across all 10 campuses\u201494% student opt-in, 4,294 questions answered without human intervention in five months, 2,533 students flagged for follow-up. The Medical University of South Carolina grounded its AI literacy initiative in the DEC&#8217;s own AI Literacy Framework, building shared competency benchmarks rather than leaving faculty to improvise. It is the operating system that makes AI teachable, auditable, and fundable.<\/p>\n<p>The question now is whether institutions will meet this moment with governance, preparation, and purpose. Two surveys, 50,000 respondents, and the same diagnosis: Adoption without authority produces confusion, not competence. The good news is that the institutions already doing this work prove it is possible, and that the playbook is transferable. The next 90 days are a window.
