Mr Taylor said.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-05-14\/angus-taylor-ties-migration-cap-to-housing-budget-reply\/106676622\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Taylor proposes migration cap tied to housing<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The Coalition wants to limit Australia&#8217;s net migration intake to only one person per new home built, but would wait until in government to decide what visa types to slash if elected.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The plan, Mr Taylor said, would save &#8220;many billions&#8221; over the forward estimates, but he said detailed cost estimates would be released closer to the election.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Under the policy 17 welfare programs would be put on a citizen-only list.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Many of those programs already have waiting period, ranging from one year to a decade.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Taylor&#8217;s policy would attach a 10-year residency requirement to the age pension and disability support pension, even for migrants who become citizens.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We&#8217;ve got many people who stay here for many years, and I encourage them to become an Australian citizen,&#8221; Mr Taylor said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Becoming a citizen can be an expensive process and takes a minimum of four years once a person is already living in Australia.<\/p>\n<p>Social services included:Age PensionDisability Support PensionJobSeekerYouth AllowanceCarer PaymentParenting PaymentFamily Tax Benefit, AFamily Tax Benefit, B\u00a0Austudy\u00a0Farm Household Allowance\u00a0Special Benefit\u00a0Mobility Allowance\u00a0Pensioner Education Supplement\u00a0Carer Allowance\u00a0Parental Leave Pay\u00a0Commonwealth Seniors Health CardLow Income Health Care Card<\/p>\n<p class=\"paragraph_paragraph___QITb\">Exemptions to the rules would be carved out for certain defence, intelligence and law enforcement cases.<\/p>\n<p class=\"paragraph_paragraph___QITb\">There would also be exemptions for domestic violence and child protection services, emergency assistance programs and for people in the country for humanitarian reasons.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It would retain bilateral agreements, protecting the right of New Zealanders to Australian services, under the special visa program.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Hard working Australians out there now, I think many of them would be surprised to hear that non-citizens, as soon as they arrive here, can get access to family tax benefits for instance,&#8221; Mr Taylor said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Existing rules restrict the family tax benefit to Australians and people on certain visa categories, including partner provisional and temporary protection visas.<\/p>\n<p class=\"paragraph_paragraph___QITb\">To be eligible the person must also be living with a child who is either Australian or on a permanent visa, or a child on a special visa, which covers some New Zealand citizens.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The Coalition policy announcement comes ahead of Angus Taylor&#8217;s Thursday-night budget reply speech in which he will also <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-05-14\/angus-taylor-ties-migration-cap-to-housing-budget-reply\/106676622\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106676622\" rel=\"nofollow noopener\" target=\"_blank\">lay out plans to tie migration to housing construction on a one-to-one basis<\/a>.<\/p>\n<p>&#8216;Become a citizen&#8217; Taylor advises<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Taylor was asked what someone who suffered a life-changing injury while working towards becoming a citizen would do under his policy, if the NDIS was unavailable.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;At the end of the day they can become a citizen,&#8221; Mr Taylor advised.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He made the point health services would still be open to people who were not Australian citizens and said that should be sufficient.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We&#8217;ve had good heath services to deal with those situations for a long time,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I&#8217;m sure they&#8217;re more than capable of dealing with exactly that situation, and that&#8217;s why health is not part of this and shouldn&#8217;t be.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">The &#8220;citizen only&#8221;
