{"id":11224,"date":"2026-05-14T08:48:10","date_gmt":"2026-05-14T08:48:10","guid":{"rendered":"https:\/\/www.europesays.com\/australia\/11224\/"},"modified":"2026-05-14T08:48:10","modified_gmt":"2026-05-14T08:48:10","slug":"labor-accused-of-robbing-peter-to-pay-paul-for-axing-760m-research-program-to-fund-other-science-measures-australian-budget-2026","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/australia\/11224\/","title":{"rendered":"Labor accused of \u2018robbing Peter to pay Paul\u2019 for axing $760m research program to fund other science measures | Australian budget 2026"},"content":{"rendered":"<p class=\"dcr-130mj7b\">The federal government has been accused of \u201crobbing Peter to pay Paul\u201d over the budget axing of a $760m research commercialisation program in order to fund other science initiatives.<\/p>\n<p class=\"dcr-130mj7b\">The budget includes a <a href=\"https:\/\/www.theguardian.com\/australia-news\/2026\/may\/09\/david-pocock-applauds-3874m-in-extra-funding-for-csiro-after-tens-of-thousands-sign-petition\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">$387.4m boost<\/a> to \u201csupport the financial sustainability\u201d of the <a href=\"https:\/\/www.theguardian.com\/australia-news\/2025\/nov\/21\/csiro-job-cuts-australia-extinction-crisis\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">beleaguered national science agency<\/a> CSIRO, as well as $273m for the National Measurement Institute.<\/p>\n<p class=\"dcr-130mj7b\">But the government plans to pay for these measures by \u201creturning uncommitted funding from the Australia\u2019s Economic Accelerator program, which is expected to decrease payments by $759.9m over the five years to 2029\u201330\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The axing of the program, which was established in 2023 to \u201csupport the translation of research into real\u2011world economic and social benefits\u201d, has angered researchers who say the decision undermines the government\u2019s own priorities.<\/p>\n<p class=\"dcr-130mj7b\">In a statement on the AEA website, it said funding for new projects \u201cwill not continue beyond the 2025\u201326 financial year\u201d, with current grants unchanged.<\/p>\n<p class=\"dcr-130mj7b\">Prof Melanie Davern, director of the Australian Urban Observatory at RMIT University, learned on Monday that she had wasted months preparing an AEA grant proposal for a funding round that closed in March.<\/p>\n<p class=\"dcr-130mj7b\">Davern expressed frustration at the axing of program funding \u201capplied research that would have major social, economic, environmental benefits\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThere is nothing [else] available that will support this,\u201d she said.<\/p>\n<p class=\"dcr-130mj7b\">Davern\u2019s proposal, relating to AI in urban planning, involved a business case and four industry partners, including an ASX-listed developer. \u201cIt took us at least three months, if not more time, to prepare this,\u201d she said. \u201cI still haven\u2019t actually been notified officially by the government [about the AEA\u2019s axing].\u201d<\/p>\n<p class=\"dcr-130mj7b\">At Davern\u2019s university alone there were about 85 applications in the same round, and she pointed to the time and effort wasted by researchers and university staff across Australia.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe big problem here is that there is not enough investment going in,\u201d she said. \u201cObviously, yes, <a href=\"https:\/\/www.theguardian.com\/australia-news\/csiro\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">CSIRO<\/a> needs support. But this is like robbing Peter to pay Paul.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Investment in research and development (R&amp;D) in Australia as a proportion of GDP is <a href=\"https:\/\/www.industry.gov.au\/sites\/default\/files\/2026-03\/ambitious-australia-strategic-examination-of-research-and-development-final-report.pdf\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">about 1.7%<\/a>, well below the OECD average of 2.7%.<\/p>\n<p><a data-link-name=\"standard link button Primary\" data-spacefinder-role=\"inline\" data-ignore=\"global-link-styling\" href=\"https:\/\/www.theguardian.com\/email-newsletters?CMP=copyembed&amp;CMP=emailbutton\" class=\"dcr-svb9qg\" rel=\"nofollow noopener\" target=\"_blank\">Sign up for the Breaking News Australia email<\/a><\/p>\n<p class=\"dcr-130mj7b\">Universities Australia said the sector was \u201cbearing the brunt of increased regulation and costs at a time when investment in teaching and research is not keeping up\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe welcome the focus on R&amp;D in the budget, but it can\u2019t simply come from moving funding from one pot to another,\u201d the chief executive, Luke Sheehy, said in a statement.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe decision to axe Australia\u2019s Economic Accelerator, in particular, is deeply disappointing and sends the wrong signal at exactly the wrong time.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe AEA was designed to help turn Australian research into Australian companies, Australian industries and Australian jobs. You cannot talk about building a Future Made in Australia while cutting one of the country\u2019s key research commercialisation programs.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe do welcome the government\u2019s continued investment in the CSIRO, but our university researchers also deserve funding stability and certainty, and this budget rips $800m away from them.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Prof Chennupati Jagadish, president of the Australian Academy of Science, described the repurposing of the AEA to fund other science research measures as \u201cdisappointing\u201d.<\/p>\n<p class=\"dcr-130mj7b\">While the AAS welcomed other budget measures such as money to establish a National Resilience and Science Council, Jagadish said \u201cthe absence of a material increase in the government\u2019s investment in science means \u2026 more is needed\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Ryan Winn, Science &amp; Technology Australia\u2019s chief executive, also welcomed the establishment of the National Resilience and Science Council, but said the budget \u201cgives with one hand but takes with the other\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThere is an overwhelming sense of uncertainty in the research and development industry as funding for non-medical research grants see a significant reduction,\u201d he said in a statement.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe government also wants a <a href=\"https:\/\/www.theguardian.com\/australia-news\/article\/2024\/may\/14\/australia-federal-budget-2024-future-made-in-australia-investments-renewables-net-zero-national-interest-framework-small-business-tax-solar-hydrogen-education\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Future Made in Australia<\/a>.
