{"id":11253,"date":"2026-05-14T09:18:16","date_gmt":"2026-05-14T09:18:16","guid":{"rendered":"https:\/\/www.europesays.com\/australia\/11253\/"},"modified":"2026-05-14T09:18:16","modified_gmt":"2026-05-14T09:18:16","slug":"budget-slaughters-millennial-investors-adds-cgt-get-out-clause-for-some-retirees","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/australia\/11253\/","title":{"rendered":"Budget \u2018slaughters\u2019 Millennial investors, adds CGT \u2018get-out clause\u2019 for some retirees"},"content":{"rendered":"<p>The federal budget has wiped out Millennials as a competitive threat in the property market, putting older investors in prime position to build up their housing portfolios.<\/p>\n<p>That\u2019s the verdict from financial advisers who say Jim Chalmers\u2019 budget is nothing more than a tax grab that affects all generations \u2013 but inserts a CGT get-out clause that will primarily benefit retirees and pre-retirees. <\/p>\n<p>\u201cThis is the worst budget I\u2019ve ever seen. It\u2019s horrific. If you look at the finer detail of everything they\u2019re trying to do, it is 100 per cent a tax grab. I can\u2019t think of anyone it\u2019s not impacting,\u201d Aspire Retire Financial Services co-founder Olivia Maragna told The Australian.<\/p>\n<p>\u201cIt\u2019s even hitting their voters \u2014 the <a class=\"body-link\" href=\"https:\/\/www.theaustralian.com.au\/wealth\/investing\/how-chalmers-just-made-it-harder-for-young-australians-to-get-ahead\/news-story\/f5dfd5da121e07800ba751c742446c0e\" target=\"_self\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"f5dfd5da121e07800ba751c742446c0e\" data-tgev-label=\"wealth\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\">young people buying ETFs<\/a> and crypto,\u201d she said.<\/p>\n<p>\u201cAt the same time, it puts older investors in a great position. They (Labor) have slaughtered the competition in the housing market, they\u2019ve completely taken out that 28 to 45-year-old group, the ones trying to get into their first investment property. That group can\u2019t afford to not negatively gear.<\/p>\n<p>\u201cWhereas older people, a lot of them don\u2019t need to negatively gear. And they\u2019ve got the cash to buy. They\u2019re now saying to themselves they don\u2019t have as much competition from younger people trying to buy rental property,\u201d she said.<\/p>\n<p>The treasurer on Tuesday <a class=\"body-link\" href=\"https:\/\/www.theaustralian.com.au\/nation\/politics\/jim-chalmers-defends-labors-hard-decisions-in-2026-postbudget-address\/video\/d324540dfa798b96f1d9ac23b0020f45\" target=\"_self\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"d324540dfa798b96f1d9ac23b0020f45\" data-tgev-label=\"nation\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\">announced plans to scrap<\/a> the current 50 per cent CGT discount in favour of an inflation-adjusted indexation model for assets held longer than 12 months. The change will affect all asset classes, including shares and crypto, as well as property.<\/p>\n<p>But it is the negative gearing changes that mean a double whammy for younger investors, as it is this group that has used the tax break in the past more than older investors.<\/p>\n<p>For any investment property bought after May 12 this year, buyers will no longer be able to offset rental losses against annual income, making it more expensive to own an investment property and also reducing borrowing power.<\/p>\n<p>As well as these property tax changes, the government has also cracked down on trusts, slapping a minimum 30 per cent tax on <a class=\"body-link\" href=\"https:\/\/www.theaustralian.com.au\/wealth\/chalmers-war-on-family-trusts-in-budget-wealth-grab\/news-story\/67941eec312351e59881ef58d7fb3227\" target=\"_self\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"67941eec312351e59881ef58d7fb3227\" data-tgev-label=\"wealth\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\">discretionary trusts<\/a>. These trusts are often used by small business owners, including tradespeople, to distribute income to a spouse on a lower tax bracket. <\/p>\n<p>Centaur Financial Services founder Hugh Robertson said the budget measures would <a class=\"body-link\" href=\"https:\/\/www.theaustralian.com.au\/business\/financial-experts-warn-chalmers-budget-will-kill-aspiration-and-push-wealth-offshore\/news-story\/4e372b156f9ee859cc55d790c7694407\" target=\"_self\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"4e372b156f9ee859cc55d790c7694407\" data-tgev-label=\"business\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\">kill entrepreneurial spirit<\/a> in Australia and there was a big risk investors would now focus so much on tax they would forego potential wealth growth.<\/p>\n<p>\u201cWith all this focus on tax, people will now be really focused on avoiding that tax. And playing defence like that is usually a pretty poor way to go about wealth creation. To build wealth you need growth assets,\u201d he said.<\/p>\n<p><img decoding=\"async\" class=\"poster-img\" src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/05\/75dea96283db062656f7e147902a2a42.jpeg\" data-sctrack=\"op-poster-img\" alt=\"Four generations under one roof: The Australian family dissecting Labor\u2019s Budget\" fetchpriority=\"high\"\/><\/p>\n<p>Mr Roberston expects investors to now pump extra money into the CGT-free family home and super, but he questioned whether the government could keep their hands off super savings in the future, given this year\u2019s broken promises on tax changes.<\/p>\n<p>From July 1, 2027, the 50 per cent discount on CGT, in place for a quarter of a century, will be ditched in favour of the old inflation-linked calculation. But it comes with an added kick: at the minimum, investors must pay at least 30 per cent CGT.<\/p>\n<p>But there is a potential CGT sweetener in the budget papers. It is not limited to older investors, though this segment of the market is likely to benefit from it more than others, since it is this cohort that holds the most assets.<\/p>\n<p>\u201cRecipients of means-tested income support payments, such as the Age Pension or Jobseeker, will be exempted from the minimum tax if they receive any payment in the financial year in which they realise the capital gain,\u201d the budget papers said.<\/p>\n<p>Ms Maragna said advisers would immediately work on how best to structure a client\u2019s affairs to take advantage of this \u2018get-out\u2019 clause.<\/p>\n<p>\u201cI don\u2019t think the government actually understands how all of this works. Because you can structure your affairs to get that benefit anyway.
