The draft Station Precincts Improvement Scheme covers Bassendean, Carlisle-Oats Street, Claisebrook, Cottesloe, Glendalough, Morley, Mosman Park, and Swanbourne, and it’s open for public comment until February 12th.

Each precinct generally covers land within walking distance of the station, with a core area of up to 20 storeys and a lower-rise area of two to eight storeys. The draft also proposes minimum densities so land in the precincts isn’t underdeveloped.

“METRONET has transformed the way people move around Perth, and now it’ll transform how we deliver more housing for Western Australians,” said Transport and Major Infrastructure Minister Rita Saffioti.

“We want to build more homes near train stations and community centres because it just makes sense.

“This is about responsible planning for Perth’s future and giving more Western Australians the opportunity to live closer to public transport, jobs and services.”

The scheme doesn’t require anyone to redevelop their property, and existing development and subdivision approvals stay valid. A separate draft heritage policy protects existing state and local heritage listings. The Western Australian Planning Commission will make planning decisions under the scheme and can delegate some of them to local councils. Once the scheme is approved, the local council’s planning scheme stops applying inside each precinct.

“Great cities across the globe have long proven that well planned and designed density creates great walkable neighbourhoods, active shared spaces and vibrant communities,” said Planning and Lands Minister John Carey.

“The Precincts WA program represents our government’s approach to significant upzoning in Perth’s station precincts, enabling thousands of more homes in well-connected locations, close to public transport, jobs and services.

“This draft Scheme gives communities, landowners and industry more certainty, by painting a clearer picture of where and how new development may occur.

“It’s about enabling more housing choice in established suburbs, complementing our record investment in new housing and land supply.”

Earlier this year, the Town of Mosman Park and the Town of Cottesloe both passed resolutions responding to the State Government’s plans, with Mosman Park calling for an integrated transport strategy and Cottesloe asking the planning commission to consider liveability as an objective of the scheme.

All submissions will be considered before the scheme is finalised in mid-2027

How to have your say

You have until February 12th to comment.
