(ABC News: Morgan Timms)<\/p>\n<p>Sexual assault support services:Other helplines:<\/p>\n<p class=\"paragraph_paragraph___QITb\">She put cameras in her windows and contacted police, but nothing changed; she would have to travel 45 minutes to Launceston to pay for a restraining order, but feared this would aggravate the situation.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;He started doing some really obscene things and stalking me through the window,&#8221; Annie said.<\/p>\n<p>&#8220;I was there by myself and there was nothing I could do.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">On one afternoon, her notes read: &#8220;he gestured to grasp his crutch and shook it \u2026 and laughed&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Another reads: &#8220;[he] made a gyrating hip movement with his hands on either side of his hips&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Annie decided she had to leave.<\/p>\n<p><img decoding=\"async\" alt=\"A woman sits on a bench on the foreshore\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/06\/d37c55391cb11be76d7623e0eb5adc21.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">When Annie attempted to leave her rental property for safety reasons, she was told she&#8217;d have to keep paying rent. (ABC News: Morgan Timms)<\/p>\n<p>Victim assaulted, but still paying rent<\/p>\n<p class=\"paragraph_paragraph___QITb\">She contacted her real estate agent, who managed both properties, telling them:<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;This is no longer a neighbour trying to intimidate or harass me with petty things. I fear for my safety and am stressed worrying what he will do next.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Annie also went to the police, who she said advised her to leave; she did not have the means to travel to Launceston for a restraining order, and feared it could aggravate the situation.<\/p>\n<p class=\"paragraph_paragraph___QITb\">She told her property agent:<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I need to leave so can I talk to you about that please.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">As part of their response, they said:<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;For you to vacate the property, you will be breaking the lease. You are liable to keep paying rent until a new tenant is found and cover the costs of advertising which is $165.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Four days later, while trying to remove her belongings, Annie was sexually assaulted by the man, which she reported to the police.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Too scared and embarrassed to tell anyone. (ABC News: Morgan Timms)<\/p>\n<p class=\"paragraph_paragraph___QITb\">After moving out, she had to continue paying almost five weeks&#8217; rent, totalling more than $1,900.<\/p>\n<p class=\"paragraph_paragraph___QITb\">While searching for a new tenant, the property was advertised at $15 per week more; Annie&#8217;s attempts to find someone on social media to take on the tenancy were unsuccessful, despite there being interest.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I cannot continue paying ongoing rent indefinitely while the property is being advertised above the amount the owners were previously willing to accept,&#8221; she wrote to the real estate agent.<\/p>\n<p>Loading&#8230;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Annie was homeless and traumatised, living with friends before she was finally able to find a housesit for a few months.<\/p>\n<p class=\"paragraph_paragraph___QITb\">She was not critical of the real estate agent \u2014 saying they were bound by the owners&#8217; advice \u2014 but that the laws in Tasmania should provide greater protection for women in similar situations.<\/p>\n<p>&#8220;Number one, to help me get out of my lease so that I had that financial capacity to actually go somewhere else,&#8221;  Annie said.<img decoding=\"async\" alt=\"A mirror shows a woman playing the piano\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/06\/a46745fb4e5d65f956107fb1cd2b7176.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">She is now homeless, having to rely on housesits to keep a roof over her head. (ABC News: Georgia Hogge)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Kathryn Fordyce \u2014 chief executive officer of Launceston sexual assault support service, Laurel House \u2014 said the inability to break a lease was a barrier to Annie getting help.<\/p>\n<p class=\"paragraph_paragraph___QITb\">She said there should be protections to help people break a lease if they are being stalked or harassed, including online.<\/p>\n<p>&#8220;It comes down to the goodwill of a landlord to allow for that to happen,&#8221;  she said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We need this enshrined in legislation that allows a victim survivor, having disclosed to a sexual violence service \u2026 to be able to break a lease.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Relocation is not just a preference, it&#8217;s about them creating safety for themselves and being protected from future harm.&#8221;<\/p>\n<p>Tenancy laws being reviewed<\/p>\n<p class=\"paragraph_paragraph___QITb\">The last review of Tasmania&#8217;s tenancy laws started in 2009, and reforms were finalised in 2014.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-05-04\/unliveable-unsafe-public-housing-in-tasmania-regulator\/106623636\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Housing provider blamed tenant for soaked carpet, then regulator stepped in<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Despite unsafe and unusable bathrooms, cockroach infestations and constantly damp carpets, some Tasmanian public housing tenants are having to get the regulator to intervene in order to get solutions.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Since then, there have been minimal changes.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The laws are being reviewed again.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Tenants&#8217; Union of Tasmania acting principal solicitor Alex Bomford said other states have hardship provisions, where tenants and landlords can apply to courts to terminate a lease, including on safety grounds.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He said even with a restraining order, the current laws would not have allowed Annie to stop paying rent.<\/p>\n<p>&#8220;Someone in Annie&#8217;s situation has no remedy except just breaking lease,&#8221;  Mr Bomford said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We only have explicit protections if the perpetrator is also a tenant.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">A hardship provision is being considered as part of the review; a similar provision was brought in to cover COVID-19-related tenancy terminations.<\/p>\n<p class=\"paragraph_paragraph___QITb\">There could also be a cap on the amount of rent to be paid by a tenant after breaking a lease, in line with a Commonwealth proposal, but this is facing opposition.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Annie wrote to Attorney-General Guy Barnett, who responded by asking if her experiences could help inform the new laws;
