It was reported to be in poor bodily condition with overgrown nails. It also had a deep wound on the right side of its body. The RSPCA is investigating.

Northern Beaches Council Litter Bin Officer, Glenn Ballard, was the one who discovered the abandoned hound when he was servicing the public bins just after 4am.

“I grabbed the bin like usual, and I felt it didn’t feel right. It felt something was weird, like inside the bin, and I dragged it out into the light, because it was pitch black, and I flipped the lid, and saw just two eyes staring at me,” he said.

“It didn’t make a sound, it didn’t move, it didn’t panic, it didn’t do anything.”

The young Rottweiler wrapped in a towel while being transported to SASH. Photo: supplied

The dog was transported to SASH where it was confirmed the dog was in a bad state, covered in not only new injuries, but also old wounds.

“It’s pretty horrific, pretty unusual, certainly surprised me that would happen in this area, assuming it did happen in this area,” SASH Vet Tim Hopkins told Manly Observer.

Ballard said the Rottweiler was very cautious and timid, having to resort to offering the dog food to lure him out of the wheelie bin and into the a towel. Despite the high risk situation of having to capture a potentially hostile, abused animal, the sanitary worker persevered.

“I mean, I had to. I love dogs, I love Rottweilers, especially. So, as soon as I saw it, I was like, oh man, this is not good. I’m pretty sure a lot of people would have done the same thing,” he said.

The Keirle Park was found at Keirle Park, a common spot for dog walkers.
