agenda in response to new analysis showing the income tax burden has reached the highest level since the 1980s.<\/p>\n<p>Assistant Treasurer Daniel Mulino said tax policy needed to be viewed in the \u201cbroader context\u201d as the personal income tax take hits 12.57 per cent of GDP.<\/p>\n<p>Fresh analysis released by <a class=\"body-link\" href=\"https:\/\/www.dailytelegraph.com.au\/business\/money\/tax\/australian-workers-tax-burden-surges-to-heaviest-level-since-the-1980s-with-more-changes-to-come-in-federal-budget\/news-story\/7900bf77b8015c0577953598b76300ae\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"7900bf77b8015c0577953598b76300ae\" data-tgev-label=\"business\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\" target=\"_blank\">The Daily Telegraph<\/a> on Sunday revealed the tax take was the highest since 1988-1989 under former prime minister Paul Keating.<\/p>\n<p>\u201cI think you always need to look at tax in the broader context,\u201d Mr Mulino told Sky News Sunday Agenda in response to the report.<\/p>\n<p>\u201cI think we&#8217;re going need to look at this budget in the context of what this government has implemented across its term.\u201d<\/p>\n<p>He pointed to the Albanese government\u2019s $5 per week tax cuts, announced in the 2025 federal budget.<\/p>\n<p>However, the <a class=\"body-link\" href=\"https:\/\/www.skynews.com.au\/australia-news\/politics\/labor-explores-massive-changes-to-negative-gearing-capital-gains-tax-and-family-trust-tax-ahead-of-may-12-budget\/news-story\/f25a1d98fc614628d40024ba4ea30154\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"f25a1d98fc614628d40024ba4ea30154\" data-tgev-label=\"australia-news\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\" target=\"_blank\">government has since drafted policies<\/a> to increase the tax burden, including changes to negative gearing, capital gains discounts and family trust breaks.<\/p>\n<p>Prime Minister Anthony Albanese previously ruled out such tax changes ahead of the 2025 federal election.<\/p>\n<p>Mr Mulino argued that voters expected governments to \u201clook at new policy ideas\u201d when asked how he could justify making changes the public did not vote on.<\/p>\n<p>\u201cPeople want governments to have an agenda where they&#8217;re willing to look at new policy ideas based on the nation&#8217;s longer-term challenges,\u201d he said.<\/p>\n<p>\u201cI think two of those challenges are the need to deal with intergenerational fairness and the need boost longer-term productivity growth.\u201d<\/p>\n<p><img decoding=\"async\" class=\"poster-img\" src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/05\/9612243a9f13132cf40bd02829a6bcd6.jpeg\" data-sctrack=\"op-poster-img\" alt=\"Jim Chalmers expected to \u2018get some of his way\u2019 on tax reform in the budget\" fetchpriority=\"high\"\/><\/p>\n<p>The latest indications suggest the government will move to restrict negative gearing to new properties, while grandfathering existing investments.<\/p>\n<p>Existing owners would be shielded from changes but future investors would no longer be able to deduct losses on established properties, under such an arrangement.<\/p>\n<p>At the same time, the government appears ready to overhaul capital gains tax, replacing the 50 per cent discount with an inflation-adjusted indexation model on real gains.<\/p>\n<p>Sources have also told Sky News that a tax on family trusts \u2013 used by higher-income households to minimise tax \u2013 remains under consideration.<\/p>\n<p>While a final decision has not been confirmed, expectations within government circles are that such a measure will be included.<\/p>\n<p>According to the analysis by Deloitte Access Economics, the tax the burden is likely to continue rising in coming years as revenue growth outpaces the broader economy.<\/p>\n<p>The report also projected total personal income tax receipts could climb to about $430 billion by 2028\u201329.<\/p>\n<p>The Albanese government will hand down the federal budget on May 12.<\/p>\n","protected":false},"excerpt":{"rendered":"The
