{"id":4765,"date":"2026-05-05T01:03:11","date_gmt":"2026-05-05T01:03:11","guid":{"rendered":"https:\/\/www.europesays.com\/australia\/4765\/"},"modified":"2026-05-05T01:03:11","modified_gmt":"2026-05-05T01:03:11","slug":"the-ndis-rorts-playbook-thats-popping-up-around-australia","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/australia\/4765\/","title":{"rendered":"The NDIS rorts playbook that&#8217;s popping up around Australia"},"content":{"rendered":"<p class=\"paragraph_paragraph___QITb\">In the West Australian outback town of Derby, Katie-Lee Stoker has started keeping a close eye on her 13-year-old son Cooper&#8217;s NDIS plan.<\/p>\n<p class=\"paragraph_paragraph___QITb\">She says multiple companies have billed for services not provided, draining the money that&#8217;s vital in helping Cooper \u2014 who lives with cerebral palsy, epilepsy and is non-verbal \u2014 with daily tasks and to engage with his school and community.<\/p>\n<p class=\"paragraph_paragraph___QITb\">One company had charged Cooper&#8217;s plan more than $250,000 in less than two years, with Ms Stoker questioning many of the supports claimed.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In invoices seen by the ABC, Cooper&#8217;s plan was billed for support work on a Sunday and on a public holiday, despite Ms Stoker being adamant he did not receive any care on these days.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;He&#8217;s never had supports on a Sunday \u2026 that&#8217;s our at-home family day off together,&#8221; she told the ABC.<\/p>\n<p><img decoding=\"async\" alt=\"Ms Stoker looks into the camera, standing in front of a door.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/05\/517c387120a9502775dae1339ca1af00.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Katie-Lee Stoker has cancelled providers she fears were misusing her son Cooper&#8217;s funds. (Dunja Karagic)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Their experience is one of many uncovered by the ABC over the past few years, part of an industry now driving a tsunami of rorting estimated to be worth up to $8 billion a year.<\/p>\n<p class=\"paragraph_paragraph___QITb\">John Dardo, head of integrity transformation at the NDIS, last week <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-05-01\/ndis-funding-integrity-leakage-parliamentary-hearing\/106630496\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106630496\" rel=\"nofollow noopener\" target=\"_blank\">told a parliamentary inquiry into the scheme<\/a> about 8.3 per cent of the $45 billion in payments made last financial year could be attributed to &#8220;integrity leakage&#8221;, which was used to describe everything from fraud to &#8220;inadvertent non-compliance&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The federal government <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-04-24\/ndis-provider-fraud-crackdown-rules\/106595902\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106595902\" rel=\"nofollow noopener\" target=\"_blank\">has just unveiled a dramatic overhaul of the scheme that it says will include a crackdown on fraud<\/a>.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Announcing the changes, Disability Minister Mark Butler described the scheme as one of Australia\u2019s great human rights achievements, but also &#8220;a soft target for shonks and rorters \u2013 as well as the worst elements of organised crime&#8221;.<\/p>\n<p>Do you know more about this story?<\/p>\n<p class=\"paragraph_paragraph___QITb\">Contact Elise Kinsella at <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-05-05\/ndis-fraud-tactics-popping-up-around-australia\/mailto:elisekinsella@proton.me\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">elisekinsella@proton.me<\/a>. If you&#8217;re sharing sensitive information,\u00a0<a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/confidential-tips\/\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">read our tips on how to contact us confidentially<\/a>.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But advocates and insiders say the government has been on notice for years that fraud had infiltrated the system.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In 2022, the acting commissioner of the NDIS Quality and Safeguards Commission, Michael Phelan, estimated that as much as a fifth of NDIS funding was being abused.<\/p>\n<p class=\"paragraph_paragraph___QITb\">A 2023 report warned that the NDIS had become a hunting ground for predatory operators \u2014 <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2023-05-19\/ndis-abuse-in-boarding-homes-revealed\/102368182\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/102368182\" rel=\"nofollow noopener\" target=\"_blank\">outlining how clients in Victoria were being &#8220;kidnapped&#8221; and financially abused in boarding homes<\/a>, induced to switch accommodation providers through offers of fast food.<\/p>\n<p class=\"paragraph_paragraph___QITb\">By late 2024 it was still happening, with the ABC documenting a young man with a plan worth $670,000<a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2024-12-18\/ndis-participant-family-fears-unscrupulous-providers\/104731060\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/104731060\" rel=\"nofollow noopener\" target=\"_blank\"> being lured away from his existing supported independent living arrangement and cut off from his family<\/a>.<\/p>\n<p class=\"paragraph_paragraph___QITb\">An <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-02-15\/unscrupulous-ndis-providers-inducements-remote-nt-communities\/106338736\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106338736\" rel=\"nofollow noopener\" target=\"_blank\">ABC investigation in the Northern Territory late last year<\/a> revealed recipients offered cash, tobacco and alcohol to sign over their plans, which were then drained of tens of thousands of dollars.<\/p>\n<p class=\"paragraph_paragraph___QITb\">One wheelchair user was convinced to sign her care over and found herself stuck in a decrepit home with no way to leave.<\/p>\n<p>NDIS participant details &#8216;sold&#8217; to dodgy providers<\/p>\n<p class=\"paragraph_paragraph___QITb\">Belinda Toohey is the director of a disability support service company in Victoria and ran disability support services for the Victorian Government, before the NDIS was created in 2013.<\/p>\n<p class=\"paragraph_paragraph___QITb\">She said she had seen very serious cases where vulnerable NDIS participants were &#8220;kidnapped and held hostage&#8221; in isolated houses by service providers who would rip off their lucrative NDIS funding packages.<\/p>\n<p class=\"paragraph_paragraph___QITb\">These and other issues have become all too common, Ms Toohey said.<\/p>\n<p>&#8220;It is not like it is once in a while, it is actually weekly that we are coming across fraud,&#8221;  she said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It started to ramp up probably third to fourth year in [of the NDIS] and now it is just rampant.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">She has also seen service providers and organised crime groups selling NDIS participant numbers, to steal a person&#8217;s support funding without providing any services.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Sometimes you might have a participant of the NDIS and when you go and check the invoices, they have three other providers in there that you have no idea about as the support coordinator,&#8221; she said.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-04-02\/ndis-suspected-fraud-khawaja-moeen-haroon-melbourne\/105062598\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Inside an alleged NDIS fraud ring<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">On the western outskirts of Melbourne, where the paddocks meet new homes, lies the centre of an alleged NDIS fraudster&#8217;s network.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">In one case, Ms Toohey said, she came across a client who &#8220;had their plan infiltrated seven times&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">She said she had also seen service providers offer inducements like food, clothing and cigarettes to people to use their company to manage their NDIS plan, but when the person signed up, the services weren&#8217;t provided.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Toohey said the federal government was warned when it was creating the NDIS that it would need to safeguard against fraud.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It was happening in all state governments as well before the NDIS,&#8221; she explained.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We said &#8216;you must protect people with a disability&#8217;.&#8221;<\/p>\n<p>Intimidation, identity theft and overcharging tactics<\/p>\n<p class=\"paragraph_paragraph___QITb\">Wollongong University&#8217;s senior accounting lecturer Mona Nikidehaghani researches the NDIS.<\/p>\n<p class=\"paragraph_paragraph___QITb\">She says the most common misuse of funds includes providers billing for services they did not deliver, overcharging for services and billing for hours that were not worked.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;There were also incidents of providers intimidating participants to hand over their plans or forcing them to work with the providers,&#8221; she said.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;In some cases participants&#8217; families would have misused the funds \u2026 you know, used it to buy luxury items for themselves.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">She said identity theft was also a problem.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Basically lodging claims on behalf of a participant without them having any knowledge of this,&#8221; she said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Dr Nikidehaghani said the size of the NDIS budget was attractive to people trying to rip off the government.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Large funded government schemes \u2026 they are always prone to fraudulent activity,&#8221;
