{"id":49016,"date":"2026-07-12T12:57:08","date_gmt":"2026-07-12T12:57:08","guid":{"rendered":"https:\/\/www.europesays.com\/australia\/49016\/"},"modified":"2026-07-12T12:57:08","modified_gmt":"2026-07-12T12:57:08","slug":"universities-required-to-define-antisemitism-under-new-racism-standards","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/australia\/49016\/","title":{"rendered":"Universities required to define antisemitism under new racism standards"},"content":{"rendered":"<p class=\"paragraph_paragraph___QITb\">Universities will be required to define antisemitism and create transparent processes for complaints of racism as part of an overhaul of higher education standards being rolled out by the federal government.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">The rules also include new transparency measures for institutions to publicly disclose the salaries of vice-chancellors, and reveal the money they spend hiring in consultants. \u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Universities will have to report to the industry watchdog annually on an &#8220;if not, why not&#8221; basis, and will face further action if they do not comply.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Education Minister Jason Clare said the changes were about making sure universities meet standards that the &#8220;whole community expects&#8221;.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;There is no place for antisemitism or any type of hate in our universities or anywhere else,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Unis will have to act to prevent racism and respond when it happens.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"A close up of a politician speaking. He wears a suit and tie. \" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/07\/8c1cc460e48e9eb02b88a00ee4bb819f.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Education Minister Jason Clare says the new standards will address racism on university campuses.\u00a0 (ABC News: Ian Cutmore)<\/p>\n<p class=\"paragraph_paragraph___QITb\">The government had initially announced the change to the standards in December, following the Bondi Beach terror attack.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">It was also a recommendation of the Respect at Uni report, commissioned by the government and published by the Australian Human Rights Commission.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Public universities will be required to comply with the new racism standards from January, while private institutions have until July.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">The government wants to pass legislation through the parliament before the end of the year to grant the regulator, \u00a0the Tertiary Education and Quality Standards Agency (TEQSA), beefed up enforcement powers.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Last year, Mr Clare said TEQSA needed &#8220;better tools&#8221; and &#8220;stronger powers&#8221; to act in the public interest. \u00a0<\/p>\n<p>Antisemitism definition required under anti-racism standard\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Universities will be required to adopt definitions including of antisemitism, racism toward Aboriginal and Torres Strait Islander peoples, and Islamophobia, but the government has said it would not require a specific definition to be adopted in any of those categories.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">In February last year, Universities Australia officially adopted a definition of antisemitism on behalf of its 39 member institutions.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">In a statement, it said it was drawn from a &#8220;range of definitions&#8221; including the International Holocaust Remembrance Alliance (IHRA) as well as recommendations from antisemitism taskforces at Columbia University, Stanford University, Harvard University, and New York University.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In a report last year, Australia&#8217;s Special Envoy to Combat Antisemitism, Jillian Segal, recommended that universities and other public institutions adopt the IHRA definition.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">The definition had been criticised because of an included illustrative example that opponents argue conflates antisemitism with legitimate criticism of Israel.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Segal also recommended the government withhold from universities and other institutions who &#8220;enable or fail to act against antisemitism&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Under the new standards, higher education institutions will also have to set up &#8220;transparent&#8221; processes and &#8220;enable representation and participation in decision making&#8221; when they receive complaints.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">There is also a requirement for universities to provide &#8220;clear guidance&#8221; to staff and students about actions that &#8220;enhance safety and security on campus&#8221; as well as online.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">The government said TEQSA would work with the sector to work out the details of the new standards and how they will operate.\u00a0<\/p>\n<p>Consultants, leadership wages targeted<\/p>\n<p class=\"paragraph_paragraph___QITb\">The standards also focus on sustainability and responsibility in higher education institutions, with new reporting requirements for public universities to disclose spending and decision-making.\u00a0<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-06-22\/uow-icac-inquiry-allegations-of-favouritism\/106824760\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">ICAC Wollongong University hearing<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">ICAC has heard allegations of favouritism and conflicts of interest at the University of Wollongong.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Universities would be required to publish the outcomes of governing body meetings, as well as disclose a number of financial details, including what vice-chancellors are paid.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">The controversial role of consultants in the sector would also be under the microscope, with new requirements to publish what a university spends on consultants and the work they were hired to complete.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">External roles held by vice-chancellors and senior executives must also be disclosed.\u00a0<\/p>\n<p>Universities set for grilling at Royal Commission<\/p>\n<p class=\"paragraph_paragraph___QITb\">The announcement comes as the Royal Commission on Antisemitism and Social Cohesion, which followed the Bondi terror attack, turns its attention to the higher education sector.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Many of the universities expected to appear were the sites of pro-Palestinian camps and protests following the October 7 attack on Israel in 2023, and the subsequent invasion of Gaza.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Clare said the royal commission would hear &#8220;horrific evidence&#8221; from students and staff.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;In particular from Jewish students about the abuse that they suffered, the intimidation and the harassment that they experienced at universities,&#8221; he said.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Last year, Universities Australia released a statement condemning racism in &#8220;all its forms&#8221;.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Sadly, university campuses are not immune to racism in all forms, including antisemitism, Islamophobia and the experience of First Nations people,&#8221;
