{"id":55355,"date":"2026-07-21T15:14:30","date_gmt":"2026-07-21T15:14:30","guid":{"rendered":"https:\/\/www.europesays.com\/australia\/55355\/"},"modified":"2026-07-21T15:14:30","modified_gmt":"2026-07-21T15:14:30","slug":"what-guarantees-coalition-demands-safety-guarantees-after-alleged-isis-bride-granted-bail","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/australia\/55355\/","title":{"rendered":"&#8216;What guarantees&#8217;: Coalition demands safety guarantees after alleged ISIS bride granted bail"},"content":{"rendered":"<p>The Opposition has called for additional guarantees as a woman accused of joining Islamic State and allegedly indoctrinating her children was granted bail.\u00a0<\/p>\n<p>Rayann El Houli, 34, was bailed in Melbourne on Monday on charges of travelling to a declared conflict zone and joining a terror outfit.\u00a0\u00a0<\/p>\n<p>Opposing bail last week,\u00a0an\u00a0Australian Federal Police officer alleged Houli recorded herself showing extremist material to her children and pushing them to behave as fighters.\u00a0\u00a0<\/p>\n<p>Her bailing from a Victorian Magistrate&#8217;s court drew immediate interest from the Opposition.\u00a0\u00a0<\/p>\n<p>Shadow Home Affairs and Immigration Minister Jonathon Duniam\u00a0told Sky News he was critical of the handling of the ISIS brides &#8220;from the get-go&#8221;.\u00a0\u00a0<\/p>\n<p>&#8220;I am very\u00a0sceptical\u00a0of any reason to allow these people into the public, I didn&#8217;t want to let them back into Australia, we&#8217;ve had that debate though,&#8221; he said\u00a0<\/p>\n<p>&#8220;The question now is, how do we keep the community safe with a person like that, that [allegedly] exposes children to the hate-filled and disgusting propaganda that ISIS would believe to be right?\u00a0\u00a0<\/p>\n<p>&#8220;So, it&#8217;s going to come at a great cost to the taxpayer, of course.\u00a0There&#8217;ll\u00a0be, no doubt, police monitoring between state and federal police agencies and again that\u00a0question of\u00a0safety and\u00a0security\u00a0for our community.\u00a0\u00a0<\/p>\n<p>&#8220;I want to know what guarantees are going to be in place when it comes to the [situation]\u00a0this\u00a0person is going to be living in.&#8221;\u00a0<\/p>\n<p>Ms\u00a0Houli has not\u00a0participated\u00a0in a formal de-radicalisation\u00a0program, but Magistrate Brett Sonnet\u00a0believed the risk of reoffending\u00a0to be\u00a0relatively low.\u00a0<\/p>\n<p>He\u00a0found\u00a0Ms\u00a0El Houli had\u00a0established\u00a0exceptional circumstances to justify being released on bail.\u00a0<\/p>\n<p>\u201cIn my view the application for bail must be granted,\u201d the magistrate said.\u00a0<\/p>\n<p>He accepted\u00a0defence\u00a0submissions contending\u00a0Ms\u00a0Houli&#8217;s time in remand could outstretch any imprisonment period she might be\u00a0dealt\u00a0if found guilty.\u00a0\u00a0<\/p>\n<p>The prosecution strongly opposed bail, arguing\u00a0Ms\u00a0Houli posed an unacceptable risk to community safety.\u00a0\u00a0<\/p>\n<p>Giving evidence last week, Australian Federal Police senior constable Paul Sherlock said it was alleged communications, sent back to her family before the fall of Islamic State in 2019, \u201cprovided an insight into her support of IS\u201d.\u00a0<\/p>\n<p>These allegedly included messages encouraging others to travel to Syria and videos capturing her showing her children extremist material.\u00a0<\/p>\n<p>One video, filmed in March 2016, allegedly shows her asking her eldest child, aged just two at the time: \u201cDid you see how the mujahideen killed the kuffar (infidel) with the knife?&#8221;<\/p>\n<p>Transcripts tendered to the court\u00a0also\u00a0alleged the woman recorded footage involving her young children and a firearm.\u00a0<\/p>\n<p>\u201cLook at me,\u201d she allegedly said.\u00a0<\/p>\n<p>\u201cHow did they slaughter them with the knife? Look at me. How do they slaughter the apostate? Show me how.\u201d\u00a0<\/p>\n<p>Mr Sonnet said while the videos were disturbing, he accepted the evidence of clinical psychologist Katie Seidler, who told the court she had assessed Ms El Houli as a low risk person after using a terrorism assessment tool. \u00a0<\/p>\n<p>It is alleged\u00a0Ms\u00a0Houli travelled to Syria in 2014 as a 21- or 22-year-old woman.\u00a0\u00a0<\/p>\n<p>After allegedly marrying two now-slain jihadi husbands,\u00a0Ms\u00a0Houli\u00a0divorced a third husband and was held in Syria&#8217;s al-Hawl\u00a0detention camp since 2019.\u00a0\u00a0<\/p>\n<p>She returned to Australia last year\u00a0and the court heard she lived amongst the Melbourne community for eight months before receiving terrorism charges.\u00a0\u00a0<\/p>\n<p>A family member provided a $75,000 surety\u00a0for\u00a0Ms\u00a0Houli&#8217;s release.\u00a0\u00a0<\/p>\n<p>Ms\u00a0El Houli is expected to be released from custody on Monday
