It resulted in the coroner being asked to look into 29 deaths.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Margaret Joyce Binns, 82, died after a fall in her kitchen in 2020 and was identified by the Reportable Deaths Review, led by experienced health administrator Debora Picone.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It investigated allegations that some cause of death certificates had been falsified by Peter Renshaw, the Launceston General Hospital&#8217;s former executive director of medical services.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The review found the conduct of one staff member, understood to be Dr Renshaw, had engaged in a &#8220;repeated pattern&#8221; of acting outside the scope of Tasmanian law.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Dr Renshaw has denied all allegations of wrongdoing.<\/p>\n<p><img decoding=\"async\" alt=\"A middle-ged man with grey hair wears a suit as he sits behind a microphone.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/07\/f824a8ea1fcad6810a906d59c1fb333a.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Peter Renshaw&#8217;s medical registration was suspended in 2024. (Tasmanian Commission of Inquiry)<\/p>\n<p class=\"paragraph_paragraph___QITb\">The 2024 review noted that the cases were being referred to the coroner in the &#8220;interests of transparency and independent scrutiny&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Gretel Chen, appearing for the Department of Health at today&#8217;s conference in the coroner&#8217;s court, argued that any inquest into Dr Renshaw&#8217;s actions would be &#8220;futile&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">She said Ms Binns&#8217;s death had initially been determined not to need reporting to the coroner and that the matter could not be reopened.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Once they&#8217;ve formed a view there is not a reportable death, jurisdiction ceases,&#8221; Ms Chen told the court.<\/p>\n<p>&#8220;That would open up an enormous range of cases. (ABC News: Andrew Cunningham)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Coroner Leigh Mackey told the court a medical certificate was significant.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Doesn&#8217;t the coroner&#8217;s court have the capacity to be able to make comment on the issuing of a certificate on a relevant case?&#8221; Magistrate Mackey said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Chen also questioned whether Ms Binns&#8217;s death, which was caused by a fall, met the criteria of a reportable death, defined as &#8220;unexpected, unnatural, or due to violence&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The hearing was adjourned without another date set. A written decision on the issue of jurisdiction is expected.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Magistrate Mackey told the court that an inquest was unlikely. Instead, she was considering making &#8220;in chambers&#8221; findings about Dr Renshaw&#8217;s conduct.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Health Department Secretary Dale Webster said in a statement: &#8220;Upon detailed examination of this case and relevant case law, there are some questions as to whether this was a reportable death within the definition of the Coroners Act.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">MrWebster said the Department has &#8220;committed to working openly with all relevant authorities in relation to the Independent Review \u2013 Reportable Deaths and Death Reporting Processes&#8221;.<\/p>\n<p>Hearing comes years into investigation<\/p>\n<p class=\"paragraph_paragraph___QITb\">Dr Renshaw, who was the LGH&#8217;s clinical director from 1989 until his retirement in 2022, did not attend Wednesday&#8217;s hearing.<\/p>\n<p class=\"paragraph_paragraph___QITb\">His legal representative, Alex Darcey, noted that Dr Renshaw&#8217;s conduct had already been investigated by the Australian Health Practitioner Regulation Agency (AHPRA).<\/p>\n<p class=\"paragraph_paragraph___QITb\">AHPRA suspended Dr Renshaw&#8217;s medical registration in 2024.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-01-11\/former-lgh-head-peter-renshaw-won-t-face-charges\/104803820\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Police rule out investigating former hospital boss over falsified death certificates<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Tasmania Police has determined there is insufficient evidence to proceed with criminal charges against the former boss of Tasmania&#8217;s second largest public hospital over allegations of falsifying death certificates.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Allegations Dr Renshaw had falsified medical certificates were first aired by former LGH staff in a parliamentary inquiry in early 2024.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Health administrator Debora Picone was engaged to review 86 deaths at the hospital.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Twenty-nine were referred to the coroner and reviewed once again by a clinical nurse consultant it engaged.<\/p>\n<p class=\"paragraph_paragraph___QITb\">A notice posted to the coroner&#8217;s court website said Dr Renshaw&#8217;s capacity to issue a Medical Certificate for Cause of Death was relevant to several matters it was investigating.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Along with the coroner, the health department also referred Ms Picone&#8217;s report to Tasmania Police, which will not investigate due to &#8220;insufficient evidence&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Dr Renshaw&#8217;s time at the hospital was also examined by the Commission of Inquiry into the Tasmanian Government&#8217;s Responses to Child Sexual Abuse in Institutional Settings.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It made a misconduct finding against him for misleading the inquiry.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The commissioners found he failed to comply with his mandatory reporting obligations and LGH&#8217;s own protocol for reporting and management of cases of suspected child abuse.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It also found he misled the chief executive of LGH and the health secretary about paedophile nurse James Griffin.<\/p>\n<p>Trust in medical institutions needed<\/p>\n<p class=\"paragraph_paragraph___QITb\">Greens health spokesperson Cecily Rosol said it was &#8220;alarming&#8221; that the health department was fighting the coronial investigation.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The government has been supportive of looking into this more and yet now, when the coroner has a specific case that they want to look at further, the government are pushing back on that,&#8221;
