{"id":61159,"date":"2026-07-29T22:57:14","date_gmt":"2026-07-29T22:57:14","guid":{"rendered":"https:\/\/www.europesays.com\/australia\/61159\/"},"modified":"2026-07-29T22:57:14","modified_gmt":"2026-07-29T22:57:14","slug":"one-nation-pauline-hanson-reveal-plan-to-block-isis-terrorists","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/australia\/61159\/","title":{"rendered":"One Nation, Pauline Hanson reveal plan to block ISIS terrorists"},"content":{"rendered":"<p><a class=\"body-link\" href=\"https:\/\/www.theaustralian.com.au\/commentary\/one-nation-is-not-dead-yet-labor-and-the-coalition-cannot-write-off-pauline-hanson\/news-story\/6ed8f3c7d62f6f2db0a80bbc5a86c9b3\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"6ed8f3c7d62f6f2db0a80bbc5a86c9b3\" data-tgev-label=\"commentary\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\" target=\"_blank\">One Nation leader Pauline Hanson <\/a>has devised a new plan to ban Islamic State-linked fighters and terrorist sympathisers, strengthening bail laws for terror offences and introducing tougher passport-blocking powers, in a counter-terror bill the populist politician says will be High Court-proof.<\/p>\n<p>In what she will frame as the most detailed piece of One Nation policy since the party\u2019s ascendancy after the Bondi attack, Senator Hanson has drafted a 22-page Protecting Australians from Foreign Terrorist Fighters Bill ahead of parliament returning on August 11.<\/p>\n<p>The Australian can reveal Senator Hanson sent the bill and a 17-page explanatory memorandum to crossbenchers on Wednesday, alongside a note lamenting at the time that <a class=\"body-link\" href=\"https:\/\/www.theaustralian.com.au\/inquirer\/liberals-looming-battle-for-nations-future\/news-story\/7d3f50056f4c41d9620c57d0145556d9\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"7d3f50056f4c41d9620c57d0145556d9\" data-tgev-label=\"inquirer\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\" target=\"_blank\">Angus Taylor <\/a>had not responded to the letter she sent him last Thursday. <\/p>\n<p>The Opposition Leader ultimately did respond to Senator Hanson late on Wednesday, thanking her for backing his anti-terror push and encouraging her to bring forward her proposals for \u201cparliament\u2019s consideration\u201d.<\/p>\n<p>The Coalition is also working on strengthening its own counter-terror proposal \u2013 first released in June \u2013 in time for parliament\u2019s return, raising the possibility of competing <a class=\"body-link\" href=\"https:\/\/www.theaustralian.com.au\/nation\/revealed-terror-ties-of-isis-fighter-tareq-kamleh-to-deadly-female-battalion\/news-story\/599adfd6125d42b811525a70ddbf215f\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"599adfd6125d42b811525a70ddbf215f\" data-tgev-label=\"nation\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\" target=\"_blank\">anti-ISIS fighter <\/a>bills from the two main conservative parties. <\/p>\n<p>The Hanson <a class=\"body-link\" href=\"https:\/\/www.theaustralian.com.au\/nation\/infamous-australian-isis-propagandist-dr-jihad-found-alive-in-an-iraqi-prison\/news-story\/873f383b8f0d5c4bea28d02dd069e779\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"873f383b8f0d5c4bea28d02dd069e779\" data-tgev-label=\"nation\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\" target=\"_blank\">counter-terror<\/a> bill would: create a foreign terrorist fighter exclusion order; stop the automatic issue of return permits while the court considers a case; make it harder for people to get bail for terrorism offences; allow the blocking of passports for anyone on an exclusion order and; make it a crime to organise or facilitate an unauthorised return.<\/p>\n<p><img decoding=\"async\" class=\"poster-img\" src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/07\/49be13c6b3ecd18457e8082d8d4c49e8.jpeg\" data-sctrack=\"op-poster-img\" alt=\"'Should never have happened\u2019: Hanson unloads on Opera House protest\" fetchpriority=\"high\"\/><\/p>\n<p>The Australian understands that due to ongoing issues with support from the parliamentary tabling office, One Nation sought high-level legal advice externally on the bill, including from prominent constitutional lawyers.<\/p>\n<p>One Nation\u2019s legislation was prepared in response to public concerns about the return of ISIS brides and revelations Perth-born pediatrician and Islamic State fighter Tareq \u201cDr Jihad\u201d Kamleh, who was believed dead, had survived the fall of the terror group and was currently in an Iraqi prison cell.<\/p>\n<p>The return of the ISIS brides followed Australia\u2019s worst ever terrorism attack at Bondi Beach on December 14, allegedly conducted by father-and-son Islamic extremists and resulting in the deaths of 15 innocent Jewish-Australians and bystanders.<\/p>\n<p>In her letter to crossbenchers, Senator Hanson said: \u201cI recently wrote to the Leader of the Opposition, offering to work together to strengthen the opposition\u2019s bill \u2026 we have not yet received a formal reply\u201d.<\/p>\n<p>Senator Hanson said the opposition\u2019s bill was a step in the right direction but didn\u2019t go far enough and would not \u201cprevent ISIS-linked individuals from entering Australia\u201d.<\/p>\n<p>\u201cThat leaves the central problem unresolved,\u201d Senator Hanson wrote. \u201cA bill that cannot prevent foreign terrorist fighters from returning does not adequately protect Australians. We have therefore prepared the Protecting Australians from Foreign Terrorist Fighters Bill 2026.\u201d<\/p>\n<p>The legislation would allow the home affairs minister to apply to the Federal Court to prevent a person from returning where the court found that \u201cthe person voluntarily served, participated in or materially supported a listed terrorist organisation, would pose an unacceptable risk to Australians, and could not be safely managed by a less restrictive measure\u201d.<\/p>\n<p>The minister\u2019s obligation to issue or consider a return permit would \u201cbe suspended while the application is prepared and determined\u201d. <\/p>\n<p>The minister could also \u201crefuse, cancel or suspend a passport where a person is subject to an exclusion order or has been charged with or convicted of a terrorism offence\u201d.<\/p>\n<p>On strengthening bail laws for terrorism offences, \u201ccommunity safety and national security would be the paramount considerations\u201d.\u201cChildcare, family circumstances, accommodation or electronic monitoring would not, by themselves, amount to exceptional circumstances justifying bail,\u201d it says<\/p>\n<p>A person who arranges the entry of a terrorist fighter without commonwealth authority could face up to 10 years in prison.<\/p>\n<p>Senator Hanson told crossbenchers that the bill preserved \u201cjudicial oversight\u201d and enabled the home affairs minister and the court to \u201cact on advice from Australia\u2019s national security agencies\u201d. <\/p>\n<p>\u201cAn exclusion order could remain in force for up to two years,\u201d she wrote. \u201cAny further order would require a fresh application, updated national security advice and findings based on the risk at that time. One Nation\u2019s position is absolute. People who choose to serve a listed terrorist organisation like ISIS over Australia, and who remain an unacceptable risk to the Australian community, should not be allowed to return. Not with a permit. Not under surveillance. Not at all.<\/p>\n<p>\u201cAustralians should not be forced to bear an unacceptable terrorism risk because parliament and the home affairs minister failed to act. We want to work constructively with the crossbench. We welcome any comments or proposed amendments that would strengthen the bill or improve its operation.\u201d<\/p>\n<p>Senator Hanson, who asked crossbenchers to provide feedback by August 5 and offered briefings for MPs, is seeking support to \u201cintroduce, debate and pass the bill during the coming parliamentary sitting period, including any procedural steps needed to bring it before the Senate\u201d.<\/p>\n<p>The One Nation leader said she was pushing the legislation in response to \u201cthe Home Affairs Minister (Tony Burke) saying existing law may require him to permit their return (ISIS fighters)\u201d.<\/p>\n<p>\u201cThat is not good enough,\u201d she said. \u201cIf the law prevents a minister from protecting Australians, parliament must change the law.\u201d<\/p>\n<p>One Nation\u2019s explanatory memorandum, obtained by The Australian, says the bill seeks to strengthen \u201cAustralia\u2019s ability to prevent the return to Australia of persons who have served with, participated in the activities of, or materially supported listed terrorist organisations overseas, and to protect the Australian community\u201d.<\/p>\n<p>The bill would amend four acts including the Counter-Terrorism (Temporary Exclusion Orders) Act, section 15AA of the Crimes Act, the Australian Passports Act, and insert a new section 119.3A into the Criminal Code. The bill extends relevant sunset dates and contains application provisions.<\/p>\n<p>The Criminal Code change creates an offence of organising or facilitating the entry into Australia of certain persons who have engaged in terrorism-related conduct, \u201cunless the entry is organised or facilitated by or on behalf of a commonwealth authority or with the prior written permission\u201d of the foreign affairs minister or home affairs minister.<\/p>\n<p>The explanatory memorandum says the bill won\u2019t have a significant impact on commonwealth expenditure or revenue: \u201cAny costs associated with the administration or enforcement of the amendments, including the conduct of proceedings in the Federal Court of Australia, are expected to be met from within the existing resources of relevant agencies.\u201d<\/p>\n<p>In her July 23 letter to Mr Taylor, Senator Hanson said \u201cthe first duty of the Australian government is to protect Australians \u2026 this Labor government is failing that duty\u201d.<\/p>\n<p>\u201cHere is my offer,\u201d she wrote. \u201cOne Nation will vote with the Coalition, in both chambers, for legislation that strengthens Australia\u2019s counter-terrorism laws to the fullest extent permitted by the Constitution, including the laws governing temporary exclusion, terrorism offences, bail, citizenship consequences, passport issuance powers and post-release supervision.<\/p>\n<p>\u201cWe will support every lawful measure necessary to protect Australians from those who voluntarily joined terrorist organisations overseas. The Coalition wrote the current laws and knows exactly where they now need strengthening.<\/p>\n<p>\u201cLet\u2019s work together to draft these bills. We will back them. I do not care whose name is on the paper. I care that it passes before the gates of that Baghdad prison open. You and your colleagues spend their days attacking One Nation. I am setting that aside, because the safety of Australians matters more.\u201d<\/p>\n<p>In an interview with The Australian last month, Mr Taylor said he had reached out to Senator Hanson and \u201coffered to meet and work with her on axing Labor\u2019s toxic taxes\u201d.<\/p>\n<p>\u201cI\u2019m very much trying to work with her and anyone else who wants to work with us on this,\u201d Mr Taylor said in June. \u201cI\u2019ve reached out, we haven\u2019t heard. Absolutely open door, any time. And not just her.
