{"id":62791,"date":"2026-08-01T07:57:41","date_gmt":"2026-08-01T07:57:41","guid":{"rendered":"https:\/\/www.europesays.com\/australia\/62791\/"},"modified":"2026-08-01T07:57:41","modified_gmt":"2026-08-01T07:57:41","slug":"4000-ndis-service-providers-profiting-from-incorrect-billing-practices","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/australia\/62791\/","title":{"rendered":"4,000 NDIS service providers profiting from incorrect billing practices"},"content":{"rendered":"<p class=\"paragraph_paragraph___QITb\">A National Disability Insurance Scheme (NDIS) service provider was allowed to pocket more than $1 million by incorrectly billing for personal training services, while at least 4,000 other providers also incorrectly charged Australians with disability, the federal government says.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The provider that incorrectly billed for more than $1 million charged disabled Australians $193.99 an hour, nearly three times the government&#8217;s recommended price.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The rort centres on a category of service called &#8220;other professionals&#8221;, which was intended for services provided by a qualified therapist to deliver evidence-based supports.<\/p>\n<p class=\"paragraph_paragraph___QITb\">However, unscrupulous providers submitted a range of other claims under that item, including payments for decluttering, personal training, golf lessons, float tanks and horse therapy.<\/p>\n<p class=\"paragraph_paragraph___QITb\">NDIS minister Jenny McAllister said the government wanted every dollar spent on the NDIS to go to quality supports that genuinely improved the lives of NDIS participants.<\/p>\n<p>&#8220;Every dollar that goes somewhere else is a dollar wasted,&#8221;  she said.<img decoding=\"async\" alt=\"A woman with short brown hiar and silver earrings.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/08\/c5521eb6b88b8131bf4ae6d1ad5e1469.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Jenny McAllister says every dollar spent on the NDIS should go to quality supports. (AAP: Lukas Coch)<\/p>\n<p class=\"paragraph_paragraph___QITb\">In 2024, the National Disability Insurance Agency (NDIA) explicitly banned billing for items such as general fitness, recreational activities or animal therapy.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But 40 per cent of a sample of 10,000 providers that billed under the &#8220;other professional&#8221; item had been paid for services not allowed by NDIS rules, according to analysis conducted by the NDIA.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Mcallister said the agency had raised debts against some providers and referred others to the Australian Competition and Consumer Commission (ACCC).<\/p>\n<p class=\"paragraph_paragraph___QITb\">In a briefing document, the government noted three measures already in place to address incorrect billing.<\/p>\n<p><img decoding=\"async\" alt=\"a photo of the NDIS complaints form and the back of a man's head\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/08\/1823d0e46e92c8a7e891654475e9ffb1.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The provider was billing disabled Australians $193.99 an hour, nearly three times the government&#8217;s recommended price. (ABC Kimberley: Dunja Karagic\u00a0)<\/p>\n<p class=\"paragraph_paragraph___QITb\">In July, categories for services were split up to be smaller and more specific, giving the agency easier oversight over what was being claimed.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It also reduced the price cap for the &#8220;other professional&#8221; category from $194 to $156 as part of the annual pricing review, which the government says will reduce the incentive for rorters to exploit the category.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The government also pointed to a $350m investment made in this year&#8217;s budget to implement a new digital payment system to improve integrity, and proposed amendments to the NDIS Act creating new investigative and enforcement powers.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-07-02\/ndis-fraud-inquiry-reports\/106857422\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">NDIS integrity inquiry handed down<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">A Labor-led parliamentary inquiry into fraud in the NDIS has made 12 recommendations to improve the integrity of the scheme.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Acting CEO of People with Disability Australia, Megan Spindler-Smith, said the additional oversight was positive.<\/p>\n<p>&#8220;It&#8217;s a good thing if providers are being held to account for what they are charging,&#8221;  she said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">She said the examples of fraud revealed by the government showed the agency&#8217;s administrative practices still needed fixing.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;This shouldn&#8217;t be happening in the first place,&#8221; to support cuts if &#8220;rorts, fraud and unreasonable pricing&#8221; were posed as an existential threat to the scheme.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The report said focus group participants had &#8220;strong resistance to any discussion of costs alone as a driver of reforms&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Director of the Centre for Disability Research and Policy at the University of Sydney, Shane Clifton, said fraud was a problem that needed to be tackled but it was not unique to the NDIS.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He said successive governments had not done enough to monitor what was going on within the scheme and the focus on fraud had undermined it.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;That disparagement has then bounced on to people with disability themselves,&#8221;
