{"id":63447,"date":"2026-08-02T14:47:14","date_gmt":"2026-08-02T14:47:14","guid":{"rendered":"https:\/\/www.europesays.com\/australia\/63447\/"},"modified":"2026-08-02T14:47:14","modified_gmt":"2026-08-02T14:47:14","slug":"sa-government-chiefs-get-huge-taxpayer-funded-pay-rise","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/australia\/63447\/","title":{"rendered":"SA Government chiefs get huge taxpayer-funded pay rise"},"content":{"rendered":"<p>Two of the state\u2019s highest paid bureaucrats who earn more than the Premier have sparked outrage after winning lavish new taxpayer-funded pay rises worth tens of thousands of dollars.<\/p>\n<p>Official figures show Infrastructure and Transport Department chief executive Jon Whelan earns $636,219 a year, including superannuation, after an almost 13 per cent, or more than $73,000, salary spike.<\/p>\n<p>Latest state government data reveals Child Protection Department chief executive Jackie Bray is now paid $529,155 a year \u2013 which includes superannuation and almost $70,000 salary sacrificed contributions \u2013 after a 12.5 per cent contract boost worth nearly $60,000.<\/p>\n<p>Premier Peter Malinauskas earns $460,000 a year, under a complex formula set under state law, while Prime Minister Anthony Albanese\u2019s annual salary is $622,000.<\/p>\n<p>Government officials defended the rises awarded after a salary review \u201crequest\u201d.<\/p>\n<p>But critics last night condemned the \u201ceye watering\u201d taxpayer-fuelled pay rise as services are \u201cstretched\u201d and departments told to cut costs. <\/p>\n<p>\u201cUnfortunately the Malinauskas government sees the public service as a means of stacking their political support,\u201d said One Nation SA leader, Upper House MP Cory Bernardi.<\/p>\n<p>\u201cPay rises like these spark a new round of \u2018comparison\u2019 assessment which helps justify higher salaries across public sector ranks. <\/p>\n<p>\u201cIt\u2019s a mutual benefit circle where the only loser is the poor South Australian taxpayer.\u201d<\/p>\n<p>No other chief executives received pay rises, according to an online league table that also shows 17 department bosses earning <a class=\"body-link\" href=\"https:\/\/www.adelaidenow.com.au\/news\/south-australia\/south-australias-25-highestpaid-bureaucrats-take-home-a-combined-13m-a-year-as-fat-cats-enjoy-hefty-pay-rises-to-earn-more-than-premier-peter-malinauskas\/news-story\/b6079e7bda324cc7962dc17fa3fc7ca5\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"b6079e7bda324cc7962dc17fa3fc7ca5\" data-tgev-label=\"news\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\" target=\"_blank\">bigger pay packets than Mr Malinauskas<\/a>.<\/p>\n<p>Australian Bureau of Statistics figures show SA\u2019s inflation rate is 4.9 per cent while the average public sector salary is $98,187.<\/p>\n<p>Office of the Commissioner for Public Sector Employment data, updated on July 1, shows Mr Whelan, the sixth highest paid boss, earned a $73,014 pay rise from his previous $563,205 annual salary.<\/p>\n<p>Mr Whelan, whose department is overseeing the $15.4b North South Corridor project, stopped legally salary sacrificing superannuation worth $273,995 annually between June 2025 and New Year\u2019s Day 2026, records show. His base salary is $568,053. <\/p>\n<p>Both Mr Whelan, a former senior Transport executive who Mr Malinauskas appointed after a 2022 <a class=\"body-link\" href=\"https:\/\/www.adelaidenow.com.au\/news\/south-australia\/top-sa-public-servants-nick-reade-chris-mcgowan-tony-braxtonsmith-and-leonie-muldoon-axed-by-malinauskas-labor-government\/news-story\/e78c6b2d6f1e65b9e3e68fe85f2f9c7b\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"e78c6b2d6f1e65b9e3e68fe85f2f9c7b\" data-tgev-label=\"news\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\" target=\"_blank\">Labor government bloodbath of top public servants<\/a>, and Ms Bray both enjoy bigger taxpayer-funded pension payments.<\/p>\n<p>Senior government sources say superannuation increases reflect higher base salary rates.<\/p>\n<p>Taxpayers pay Ms Bray $58,899 extra from her previous $470,256 annual salary when she signed a five-year contract in May 2023 after beating more than 60 applicants to lead the embattled agency. <\/p>\n<p>Her contract\u2019s base salary is $393,659 while she also gets a $9186 \u201ccar park\u201d and other undisclosed \u201caccessories\u201d.<\/p>\n<p>She is paid 20 per cent more than former DCP chief Cathy Taylor\u2019s $423,140 pay packet.<\/p>\n<p>Treasurer and Public Sector Minister Tom Koutsantonis revealed in his budget this year a partial public service jobs freeze that will stop 1000 hires and save taxpayers $120m.<\/p>\n<p>But the budget also revealed DCP\u2019s budget blew out more than $135m to $1.014b. <\/p>\n<p>Public Service Association general secretary, Charlotte Watson, criticised bigger executive salaries that \u201cfamilies don\u2019t benefit from\u201d.<\/p>\n<p>\u201cAt a time when the cost of living is strangling \u2026 households and when Premier Malinauskas keeps reminding us we must manage the state\u2019s debt and \u2018not be like Victoria\u2019, these extraordinary executive salaries are eye-watering,\u201d she said. <\/p>\n<p>\u201cSouth Australians are right to question the government\u2019s priorities. How can the Government justify a massive pay rise at the top while leaving the workers behind.\u201d<\/p>\n<p>Neither Mr Whelan, Ms Bray or their bosses, Transport Minister Joe Szakacs and new Cabinet colleague, Child Protection Minister Alice Rolls, would comment. <\/p>\n<p>But in a government statement, Mr Koutsantonis\u2019 spokesman defended the pay rises.<\/p>\n<p>Refusing to say who authorised them, he said Commissioner for Public Sector Employment, Erma Ranieri, gave executive pay advice \u201cusing an established job evaluation methodology\u201d that consultancy Mercer developed.<\/p>\n<p>\u201cAs part of this process, consideration may be given to a range of factors, including benchmarking with equivalent interstate roles,\u201d he said.<\/p>\n<p>He said chief executive contracts include provision for a \u201cremuneration review to be requested\u201d. <\/p>\n<p>He added: \u201cThe salary increases referenced represent the first such review of these roles since these CEs commenced them.\u201d<\/p>\n<p>He said the last general CE pay rise was three per cent while the government\u00a0\u201cmakes no apology\u201d for \u201cconstraining the growth of non-frontline public sector roles\u201d to help pay for \u201cgenerational investments\u201d in health, education and infrastructure while keeping budget
