It&#8217;s never been easy,&#8221; Ms Carlson said.<\/p>\n<p><img decoding=\"async\" alt=\"A painting that includes the words Strong, and other inspirational words. \" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/08\/6bd7f36cabe728e49d20211529296c8f.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Nicci&#8217;s friends all gave her a word to describe her that she could work into a painting as part of her art therapy.\u00a0 (ABC News: Georgia Roberts)<\/p>\n<p class=\"paragraph_paragraph___QITb\">She has been present at rallies against the proposed cuts in the ACT, which she lists as another burden people living with a disability have to face daily: advocating for themselves.<\/p>\n<p class=\"paragraph_paragraph___QITb\">She&#8217;s exhausted, but she knows this is something she will have to keep fighting for.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I keep seeing people lately who are angry and saying half the people on the NDIS are fakers,&#8221; Ms Carlson said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Please point them out to me, because how did they get on if they&#8217;re faking? Because it is incredibly hard to get on the NDIS. Well, it was for me; that&#8217;s been my experience.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Everything to do with them has been hard; it&#8217;s never been easy.&#8221;<\/p>\n<p>The proposed overhaul<\/p>\n<p class=\"paragraph_paragraph___QITb\">Under <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-04-23\/ndis-social-community-plan-funding-cut-isolation\/106594686\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106594686\" rel=\"nofollow noopener\" target=\"_blank\">the proposed NDIS changes announced in April<\/a>, recipients would be kicked off or prevented from accessing the now-$50 billion scheme, with many moved on to yet-to-be-built state-run supports.<\/p>\n<p class=\"paragraph_paragraph___QITb\">According to government modelling, more than 240,000 people would exit the NDIS over four years, and an estimated additional 110,000 people who are not yet participants would be diverted from accessing the scheme by 2031.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The changes would save more than $30 billion over the next four years and address concerns that the NDIS has been growing faster than Medicare and has been exploited by rorters.\u00a0<\/p>\n<p><img decoding=\"async\" alt=\"Nicci sits in a black t shirt, in her wheelchair with her arms crossed, her apartment is covered in art. \" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/08\/97faa5eaf9ef60cce50272a537d9845c.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Nicci Carlson is worried the NDIS cuts will affect her.\u00a0 (ABC News: Georgia Roberts)<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I had people say to me, &#8216;Well, it won&#8217;t be you, it won&#8217;t be people like you&#8217;, and I thought well, I&#8217;ve heard far too many stories already about people who have had various things removed that you wouldn&#8217;t think would be removed,&#8221; Ms Carlson said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;If they can take a blind person&#8217;s guide dog away, they can take anything from anybody, any time.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;And if they change the legislation the way they want to, they literally can.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Do you know more? she said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Those concerns are shared by Greens Senator Jordan Steele-John, who lives with a disability himself.<\/p>\n<p><img decoding=\"async\" alt=\"Greens Senator Jordan Steele-John\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/08\/b1413e77dbc6d593f3a9856eb830dd13.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Greens Senator Jordan Steele-John (ABC News: David Sciasci)<\/p>\n<p class=\"paragraph_paragraph___QITb\">The senator has been a staunch advocate for the disabled community during the fallout from the proposed cuts, and led the charge on the deal brokered with the federal Labor government to allow a <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-06-23\/ndis-bill-senate-inquiry-extended\/106818164\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106818164\" rel=\"nofollow noopener\" target=\"_blank\">longer inquiry period into the changes<\/a>.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;This really knocked a number of people to the ground when people were just starting to get up,&#8221; he said of the proposal.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">The cuts to social and community participation alone are expected to account for about a third of the over $30 billion in projected savings over the next four years.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Carlson and Senator Steele-John are worried this will strip NDIS recipients of support workers who assist with everyday tasks like shopping, appointments, and exercise.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;People think that it&#8217;s [cutting things] like fun, going into the community&#8230; and yes it is that too, but it is also [assistance to] go to hydrotherapy, go to a doctor appointment, go to the hospital,&#8221; Ms Carlson said.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Senator Steele-John fears it will limit choice and autonomy.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;People won&#8217;t be able to go outside if they need support to do that,&#8221; by lack of federal consultation\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">The ACT government&#8217;s Disability Advisory Council (DAC), which gives advice to the disability minister of the day, also warned the cuts could bring on unintended consequences.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We think reform is a good thing; we are just concerned we have had a lack of consultation,&#8221; the DAC chair, Kelly Brown, said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Brown welcomed the federal government&#8217;s decision to extend its inquiry into the cuts.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">However, she said further extending the period of consultation would allow the government to work through more of the concerns of the disabled community.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-06-09\/ndis-bill-explained\/106677706\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">The most contentious parts of the NDIS bill<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Politicians are presiding over three days of public hearings into a bill paving the way for the biggest ever cuts to the NDIS.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In a statement, ACT Disability Minister Suzanne Orr said she understood the concerns raised by the disability community both in Canberra and across the country about the need for more consultation, planning and safeguards.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Keeping people with disability at the centre of any reform is critical,&#8221; Ms Orr said.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Our priority is that people receive the right supports, and it is important that services outside the NDIS are appropriately funded to meet demand.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">A final report from the federal government&#8217;s extended inquiry into the cuts will be handed down on August 14.\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"Nicci Carlson sits in her Canberra apartment working on some needlepoint craft.
