{"id":655,"date":"2026-04-28T20:45:08","date_gmt":"2026-04-28T20:45:08","guid":{"rendered":"https:\/\/www.europesays.com\/australia\/655\/"},"modified":"2026-04-28T20:45:08","modified_gmt":"2026-04-28T20:45:08","slug":"does-the-gas-industry-pay-its-fair-share-of-tax","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/australia\/655\/","title":{"rendered":"Does the gas industry pay its fair share of tax?"},"content":{"rendered":"<p class=\"paragraph_paragraph___QITb\">There is a question dominating Australians&#8217; social media feeds: Is the gas industry paying its fair share of tax?<\/p>\n<p class=\"paragraph_paragraph___QITb\">Politicians, influencers and progressive think tanks are arguing over whether Australians are being ripped off by the current tax settings.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Industry representatives say they are being unfairly targeted, pointing to the $21.9 billion dollars in taxes and royalties paid last financial year.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">But critics \u2014 including crossbench senators, energy analysts and economists \u2014 claim the system is not delivering value to Australian taxpayers.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Independent senator David Pocock has previously highlighted that the federal government raises more revenue from beer excise than the Petroleum Resource Rent Tax (PRRT).\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Advocates of a gas tax are proposing a flat 25 per cent tax on gas exports, or a super profits tax applied to windfall profits.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">In response, the gas industry is mounting a multimillion-dollar advertising campaign to counterbalance what they view as misleading information.<\/p>\n<p class=\"paragraph_paragraph___QITb\">So how does the tax system actually work?<\/p>\n<p>How is Australian gas taxed?<\/p>\n<p class=\"paragraph_paragraph___QITb\">Australia earns revenue from gas exports in three key ways:\u00a0<\/p>\n<p>The Petroleum Resource Rent Tax (PRRT)Corporate taxRoyalties<\/p>\n<p class=\"paragraph_paragraph___QITb\">Let&#8217;s start with the PRRT.\u00a0<\/p>\n<p>Petroleum Resource Rent Tax (PRRT)<\/p>\n<p class=\"paragraph_paragraph___QITb\">The PRRT is a profits-based tax imposed by the Commonwealth, which applies to offshore oil and gas projects at a rate of 40 per cent.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">In reality, it has not been very effective at raising revenue, which is why <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-06-05\/offshore-gas-profit-tax-raising-less-than-forecast\/105365962\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105365962\" rel=\"nofollow noopener\" target=\"_blank\">Labor amended the tax in 2024<\/a>.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">The word profit is key here. Samantha Hepburn, a law professor specialising in energy governance at Deakin University, said gas companies do not pay PRRT until they have deducted their capital costs \u2014 a feature aimed at encouraging investment.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Chevron&#8217;s Gorgon LNG project off the coast of WA, for example, cost around $70 billion to build and began production in 2016. Ms Hepburn said.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;That means many offshore companies haven&#8217;t paid much of that tax for quite a few years.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">The PRRT raised about $1.3 billion in 2024-25, a year when LNG export revenues exceeded $65 billion.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">The gas industry, however, argues the PRRT is only one part of its broader tax and economic contribution.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">It also backs the idea of not having to pay PRRT until a project has recovered all of its costs, due to the high-risk and costly nature of developing gas fields.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">This financial year, the PRRT is forecast to raise about $2 billion.<\/p>\n<p>Corporate tax<\/p>\n<p class=\"paragraph_paragraph___QITb\">Gas companies also pay corporate tax, just like every other corporation in Australia.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">The peak body representing oil and gas companies, Australian Energy Producers (AEP), estimated the industry paid about $13.5 billion in corporate tax in 2024-25.\u00a0<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-04-24\/woodside-submissions-senate-inquiry-gas-tax\/106602472\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Woodside tells inquiry no projects &#8216;would survive&#8217; with additional tax<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Oil and gas giant Woodside denies its business model is &#8220;weak&#8221; while arguing that paying a proposed flat tax on gas exports would kill the company&#8217;s projects.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Sometimes, gas companies can avoid or reduce the amount of corporate tax they pay through various accounting strategies, such as carrying forward losses or claiming capital deductions.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Drilling for gas is a very expensive, high-risk investment, and sometimes a company&#8217;s deductions are so large that they can cancel out profits for years.<\/p>\n<p class=\"paragraph_paragraph___QITb\">For example, gas giant Santos and the Darwin-based Ichthys LNG project paid zero corporate tax in the 2023-24 financial year, according to data from the Australian Taxation Office.\u00a0<\/p>\n<p>Royalties<\/p>\n<p class=\"paragraph_paragraph___QITb\">Another form of revenue comes via royalties imposed by state and territory governments on onshore gas projects.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Royalties are not a tax.<\/p>\n<p class=\"paragraph_paragraph___QITb\">They are a sum paid to the government for the right to extract a public resource.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Typically, royalties are levied at a rate of about 5 to 10 per cent per well head value (the market value calculated at the point of production), but it varies across each jurisdiction.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">In 2022-23, petroleum and gas royalties in Queensland and Western Australia alone were worth an estimated $3.7 billion.<\/p>\n<p class=\"paragraph_paragraph___QITb\">That same year, producers made an estimated $36 billion exporting LNG from Queensland, and about $56 billion from WA, according to modelling from the Australia Institute think tank.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Like all other employers, gas companies must also pay payroll tax to state and territory governments.<\/p>\n<p>Gas industry claims it pays enough tax<\/p>\n<p class=\"paragraph_paragraph___QITb\">AEP has long argued the industry pays its fair share of tax, estimating the oil and gas industry contributed nearly $22 billion in taxes and royalties in 2024-25.<\/p>\n<p class=\"paragraph_paragraph___QITb\">That includes $13.5 billion in corporate tax, $1.3 billion in PRRT, $6.6 billion in royalties and $492 million in other taxes.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Corporate tax is owed by every company in Australia and is not an extra levy imposed for extracting a public resource.\u00a0<\/p>\n<p><img decoding=\"async\" alt=\"Samantha McCulloch sits at a table with microphones on it. \" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/04\/e87c7575884fc9fd604e452c6d85c0ca.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Samantha McCulloch says higher taxes on gas will make Australia &#8220;uninvestable&#8221;.\u00a0 (ABC News: Cason Ho)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Gas tax advocates often compare Australia&#8217;s export revenue to other major LNG exporters, such as Norway and Qatar, which rake in tens of billions of dollars every year.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">But AEP argues that it is not a fair comparison, as Norway and Qatar have very different tax regimes and they both publicly own a large share of their gas resources, unlike Australia, which relies more heavily on private investment.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Chief executive Samantha McCulloch said assertions that Australia&#8217;s gas industry was not paying its fair share were &#8220;demonstrably wrong&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;In contrast, higher taxes will make Australia uninvestable for new oil and gas projects, putting our future energy security at risk,&#8221; she said in a statement.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">The ABC revealed last week that, after much speculation, <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-04-23\/anthony-albanese-poised-to-kill-off-increased-tax-on-gas-giants\/106598932\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106598932\" rel=\"nofollow noopener\" target=\"_blank\">the prime minister had killed off moves to increase taxes on gas exporters<\/a> in next month&#8217;s budget, with timing among the key issues.\u00a0<\/p>\n<p>Will hiking taxes on gas exports deter foreign investment?\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">That all depends on how the tax is designed, according to experts.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The gas industry, federal government and the opposition have all raised concerns that increasing taxation \u2014 during a global energy crisis \u2014 could hurt Australia&#8217;s reputation as a reliable trading partner.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">They say a windfall profits tax would upset key customers, and investors, such as Japan, Malaysia and South Korea \u2014 the very countries now prioritising liquid fuel supplies to Australia.\u00a0<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-04-26\/ken-henry-tells-inquiry-to-tax-australia-gas-industry-more\/106591686\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Commodities boom left little to show, says Henry<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Former Treasury secretary Ken Henry says the under-taxed resources sector has hollowed out Australia&#8217;s economy, and raising more revenue from the sale of LNG resources was in the national interest.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">But Kristen Sobeck, economics lecturer at the University of Canberra, said a super profits tax targeting &#8220;excessive profits&#8221; should have little impact on investment.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We can&#8217;t really argue that would spook investors, because it&#8217;s only applied to situations where no one can really foresee the huge profits that are being made,&#8221; Ms Sobeck said.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Australia&#8217;s LNG exporters recorded massive windfall profits in 2022 by taking advantage of global energy price spikes caused by Russia&#8217;s invasion of Ukraine.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Hepburn said long-term contracts with buyers such as Japan were already locked in and would therefore remain largely unaffected.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Last week, a parliamentary inquiry heard the <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-04-22\/gas-tax-prrt-windfall-profits-greens-parliamentary-inquiry-shell\/106593968\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106593968\" rel=\"nofollow noopener\" target=\"_blank\">United Kingdom had experienced a decline in investment<\/a> after introducing a windfall tax on oil and gas producers in 2022.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">But Australian Industry Group&#8217;s director of climate change and energy, Tennant Reid, said that wasn&#8217;t the full picture.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">He said most of the gas in the UK&#8217;s share of the North Sea had already been extracted, making it &#8220;hard to pick out the specific impact of that tax change&#8221;.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Reid also said Australian gas would be in high demand for years to come, especially given Iran&#8217;s attacks on Qatar&#8217;s LNG export facilities and Russia&#8217;s ongoing war in Ukraine.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Australia looks like an island of stability amidst all of that,&#8221;
