crisis of chronic rough sleeping.<\/p>\n<p>The City of Melbourne\u2019s by-name list, a catalogue of the city\u2019s most severe <a class=\"body-link capi-link\" data-id=\"1c494cf5fcc3d635fcf383972de2cd04\" href=\"https:\/\/www.heraldsun.com.au\/news\/opinion\/aaron-langmaid-clock-ticking-on-melbournes-homelessness-crisis\/news-story\/1c494cf5fcc3d635fcf383972de2cd04\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"1c494cf5fcc3d635fcf383972de2cd04\" data-tgev-label=\"news\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\" target=\"_blank\">homelessness cases<\/a>, was last publicly updated in March 2024.<\/p>\n<p>Now, the Herald Sun can reveal the number has jumped in those two years from 78 people to 163, more than doubling the total of chronic rough sleepers.<\/p>\n<p>The list is updated internally every week, and the Herald Sun understands that in June more people were added to the list than removed, with demand for homelessness support outpacing the available housing.<\/p>\n<p>The by name list is designed to connect <a class=\"body-link capi-link\" data-id=\"9dfc9a3fe754990f5d7d5352e488bbdd\" href=\"https:\/\/www.heraldsun.com.au\/partner-content\/abuse-survivor-running-homeless-charity-among-melbournes-community-legend-nominees\/news-story\/9dfc9a3fe754990f5d7d5352e488bbdd\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"9dfc9a3fe754990f5d7d5352e488bbdd\" data-tgev-label=\"partner-content\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\" target=\"_blank\">Melbourne\u2019s worst homelessness cases<\/a> with the support they need to direct them into permanent housing.<\/p>\n<p>The list is compiled by an outreach team who track the individuals sleeping rough in Melbourne, and is described by Town Hall as \u201cthe most accurate, complete and timely list possible of all individuals experiencing rough sleeping in the City of Melbourne\u201d.<\/p>\n<p>Homelessness has increased across the country in 2026, with the Salvation Army saying that more than 122,000 people are now experiencing homelessness across Australia.<\/p>\n<p>\u201cIt is a widespread problem, and what it means is that more people are being marginalised,\u201d Salvo\u2019s general manager of homelessness Jed Donoghue told the Herald Sun.<\/p>\n<p>\u201cI think there\u2019s a concentration of disadvantage in the city.<\/p>\n<p>\u201cI mean that\u2019s where a lot of the NGOs are, a lot of the community services, so people are often drawn into metropolitan areas and big cities.<\/p>\n<p>\u201cRising rents, limited housing and ongoing cost-of-living pressures are pushing more Australians to breaking point. <\/p>\n<p>\u201cWe\u2019re seeing working people, families, older women and young people seeking homelessness support because they simply can\u2019t afford a safe place to live,\u201d Mr Donoghue said. <\/p>\n<p>The past week was national homelessness week, which Mr Donoghue reflected on, asking governments \u201cis there capacity to do more?\u201d<\/p>\n<p>Town Hall\u2019s Councillor for community, health and city services Gladys Liu said that \u201ceveryone deserves a roof over their head\u201d. <\/p>\n<p>She said that while housing was \u201cprimarily a State and Federal government responsibility\u201d the city was \u201cdoing our part by delivering the largest investment in homelessness support services in the city\u2019s history\u201d.<\/p>\n<p>\u201cWe now have Victoria\u2019s largest outreach team \u2013 helping connect people sleeping rough with the housing, health and support services they need to rebuild their lives,\u201d Ms Liu.<\/p>\n<p>Town Hall invested $2.3 million in the 2026\u201327 Budget to deliver two homelessness programs, which included an outreach program and Vincentcare\u2019s Safe Space Program.<\/p>\n<p>The revelation about the by name list more than doubling comes as Town Hall has come head-to-head with the Salvation Army over a <a class=\"body-link capi-link\" data-id=\"08fd1c91f4225bc927a9cf2d2eca5acc\" href=\"https:\/\/www.heraldsun.com.au\/news\/victoria\/salvation-army-claims-lord-mayor-told-them-to-move-after-business-pressure\/news-story\/08fd1c91f4225bc927a9cf2d2eca5acc\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"08fd1c91f4225bc927a9cf2d2eca5acc\" data-tgev-label=\"news\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\" target=\"_blank\">broken promise by Lord Mayor Nick Reece.<\/a><\/p>\n<p>Mr Reece told the Salvo\u2019s in his election campaign that he would give $6m in funding for homelessness services, which he said would be given to the Salvo\u2019s.<\/p>\n<p>Following the election, this amount was increased to $9 million but was subject to an open and independent tender process, in which the Salvation Army was not successful.<\/p>\n<p>It has led commanding officer Major Brendan Nottle to accuse Mr Reece of repeatedly pressuring the organisation to leave its Bourke St home.<\/p>\n<p>Mr Reece disputed the
