{"id":70448,"date":"2026-08-12T15:57:32","date_gmt":"2026-08-12T15:57:32","guid":{"rendered":"https:\/\/www.europesays.com\/australia\/70448\/"},"modified":"2026-08-12T15:57:32","modified_gmt":"2026-08-12T15:57:32","slug":"asio-to-get-secret-powers-to-probe-university-foreign-ties","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/australia\/70448\/","title":{"rendered":"ASIO to get secret powers to probe university foreign ties"},"content":{"rendered":"<p>9:30PMAugust 11, 2026.<\/p>\n<p>Updated\u00a07 hours ago<\/p>\n<p>ASIO is set to get powers to secretly probe university collaborations with hostile and authoritarian nations after the Education Department \u00adrebuked 26 universities over <a class=\"body-link\" href=\"https:\/\/www.theaustralian.com.au\/nation\/drone-study-sparks-security-alert-unis-ordered-to-check-foreign-collaborations-in-australias-national-interest\/news-story\/4e18ac0ef2c1b509cf57e696314a9d9c\" target=\"_self\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"4e18ac0ef2c1b509cf57e696314a9d9c\" data-tgev-label=\"nation\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\">risky research.<\/a><\/p>\n<p>Universities will be forced to report all dealings with any institution in China, Iran, Russia, Belarus, Brunei, Vietnam or Laos, under changes to the Foreign Relations Act before parliament.<\/p>\n<p>Every education and research institution in those countries will be deemed to \u201clack institutional autonomy from their government\u2019\u2019, meaning hostile or authoritarian governments can meddle in sensitive research ranging from cyber security to military and biological warfare.<\/p>\n<p>The Australian Security Intelligence Organisation will no longer have to notify universities or academics when they are under investigation.<\/p>\n<p>A new national interest test for Australia\u2019s Foreign Arrangements Scheme will give Foreign Minister Penny Wong power to veto or impose conditions on any projects she considers will affect the national interest \u2013 a broad term that includes national and economic security.<\/p>\n<p>Under the existing scheme, the minister can only intervene if a project may \u201cadversely affect Australia\u2019s foreign relations\u2019\u2019.<\/p>\n<p>The legislative crackdown comes after The Australian revealed how <a class=\"body-link\" href=\"https:\/\/www.theaustralian.com.au\/education\/australian-universities-collaborated-on-drone-tech-with-iranian-scientists\/news-story\/41376fd054159aa066804b16ea1df2da\" target=\"_self\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"41376fd054159aa066804b16ea1df2da\" data-tgev-label=\"education\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\">researchers had co-operated on drone research with scientists from Iran.<\/a> The Education Department wrote to universities in March warning them against <a class=\"body-link\" href=\"https:\/\/www.theaustralian.com.au\/nation\/top-universities-deepen-ties-with-china-despite-foreign-interference-alarm\/news-story\/1eb38b17100a0c41b7c3395fe7eee4d7\" target=\"_self\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"1eb38b17100a0c41b7c3395fe7eee4d7\" data-tgev-label=\"nation\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\">collaborating with countries subject to sanctions. <\/a> But it was forced to \u201creiterate the expectation\u2019\u2019 in follow-up letters to 26 universities from March to June this year.<\/p>\n<p>Sydney University, which <a class=\"body-link\" href=\"https:\/\/www.theaustralian.com.au\/nation\/sydney-university-defied-government-warning-with-academic-visit-to-iran\/news-story\/e94828d693395d6328951d199c9284b7\" target=\"_self\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"e94828d693395d6328951d199c9284b7\" data-tgev-label=\"nation\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\">sent an unidentified staff member to Iran last year in defiance of warning<\/a>s from the Department of Foreign Affairs and Trade, was told on June 3 \u2013 days after The Australian revealed the secret trip \u2013 that sanctions applied to \u201call forms of academic engagement, including travel, even when the activity is not research-related\u2019\u2019. Jasmina Joldic, the department\u2019s deputy secretary of higher education, research and international, wrote to vice-chancellor Mark Scott, saying: \u201cI am writing to reiterate the government\u2019s expectation that Australian universities and their researchers cease all direct collaboration with Iranian, Russian, Belarusian and (North Korean) entities and researchers.\u201d<\/p>\n<p><img decoding=\"async\" class=\"poster-img\" src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/08\/602e429329b8af0aabfc7e4896daf287.jpeg\" data-sctrack=\"op-poster-img\" alt=\"Are foreign spies targeting Australian universities?\" fetchpriority=\"high\"\/><\/p>\n<p>Macquarie University, which continued to host Iranian PhD students this year, was told in June engagement involving Iran, Russia, Belarus and North Korea warranted \u201cheightened caution and may expose Australian people, systems and institutions to significant risk\u2019\u2019.<\/p>\n<p>\u201cI understand there still may be contact between Macquarie researchers with Iranian counterparts,\u2019\u2019 Ms Joldic wrote to vice-chancellor Bruce Dowton on June 3 \u2013 the day The Australian exposed the <a class=\"body-link\" href=\"https:\/\/www.theaustralian.com.au\/nation\/politics\/foreign-minister-penny-wong-to-crack-down-on-risky-university-and-state-foreign-deals\/news-story\/e90ee70a0a2a5d68c9d0e80d63bac493\" target=\"_self\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"e90ee70a0a2a5d68c9d0e80d63bac493\" data-tgev-label=\"nation\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\">collaboration.<\/a><\/p>\n<p>\u201cI acknowledge that Macquarie has taken steps to phase out existing partnerships with entities in sanctioned countries and its commitment not to enter new arrangements.<\/p>\n<p>\u201cThe government expects this approach to be applied consistently across all forms of academic engagement, including activity that is not research related.\u2019\u2019<\/p>\n<p>The department tabled its letters to a Senate estimates committee, at the Coalition\u2019s request, revealing that some universities had confessed their researchers had recently collaborated with academics from sanctioned nations.<\/p>\n<p>The names of the universities were redacted from two of the letters. A spokeswoman for Education Minister Jason Clare said the letters had been sent to multiple universities.<\/p>\n<p>One letter told a vice-\u00adchancellor to \u201ccontinue strengthening your research settings\u2019\u2019.<\/p>\n<p>\u201cThe Australian government continues to strongly discourage any institutional or research collaboration with Iran, DPRK (North Korea) or Russia,\u2019\u2019 Ms Joldic wrote. \u201cIt is therefore concerning that your letter (to the \u00addepartment, in response to the original warning) suggests there has been recent researcher-to-researcher level collaboration with some of these countries.<\/p>\n<p>\u201cI take this opportunity to remind you that engaging in research collaboration with individual institutions from certain countries, including Iran, DPRK and Russia, may be subject to Australian sanctions.<\/p>\n<p>\u201cTo avoid inadvertent breaches, universities should exercise due diligence when conducting risk assessments.\u2019\u2019<\/p>\n<p>Opposition education spokesman Julian Leeser demanded \u201cstronger enforcement action\u2019\u2019 against universities that collaborated with sanctioned countries.<\/p>\n<p>\u201cThe message from these letters is hopelessly weak,\u2019\u2019 Mr Leeser said. \u201cThe government is saying that if you\u2019re a university allowing collaboration with our adversaries or against our national security interests, they might send you a polite letter. Australian universities should not be helping our adversaries. The Iranian regime attacked Australia on at least two occasions that we know of, so why on Earth are taxpayer-funded institutions allowing researchers to collaborate with them?\u2019\u2019<\/p>\n<p>Federal Education Minister Jason Clare \u2013 who <a class=\"body-link\" href=\"https:\/\/www.theaustralian.com.au\/education\/government-veto-of-risky-research-on-national-security-grounds\/news-story\/0b301bd8b5bd763dd9445e55e279a151\" target=\"_self\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"0b301bd8b5bd763dd9445e55e279a151\" data-tgev-label=\"education\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\">vetoed 13 Australian Research Council grants this year on national security<\/a> grounds \u2013 said the Albanese government had taken \u201cstronger action on research security than any government ever has\u2019\u2019.<\/p>\n<p>\u201cAustralian universities need to be laser focused on the risk of foreign interference,\u2019\u2019 he said.<\/p>\n<p>\u201cWe\u2019ve made our expectations to universities clear \u2013 when they\u2019re working with overseas universities, they have to comply with Australian law and protect the national interest. We\u2019re not just writing letters. We have passed legislation which gives us the power to refuse or cancel grants based on security, defence or international relations.\u2019\u2019<\/p>\n<p>Senator Wong\u2019s legislative amendments to the Foreign Arrangements Scheme, introduced to federal parliament last month, will give her the power to intervene in any university research deals that raises national interest or foreign policy risks. For the first time, the minister will have oversight of the overseas campuses of Australian universities.<\/p>\n<p>The ASIO Act will also be amended, giving Australia\u2019s spy agency the power to investigate universities in secret. ASIO currently has to notify universities when it is making a formal security assessment. But under the proposed changes, \u201cASIO\u2019s advice to the Foreign Minister would not need to be provided in the form of a security assessment,\u2019\u2019 the explanatory memorandum of the Foreign Relations Amendment Bill states.<\/p>\n<p>\u201cThis would also mean that an affected entity (such as a university) is not required to be provided notice of that advice and would not be entitled to seek merits review of that advice at the ART (Administrative Review Tribunal).
