{"id":70632,"date":"2026-08-12T23:26:16","date_gmt":"2026-08-12T23:26:16","guid":{"rendered":"https:\/\/www.europesays.com\/australia\/70632\/"},"modified":"2026-08-12T23:26:16","modified_gmt":"2026-08-12T23:26:16","slug":"tamala-park-odour-and-groundwater-risks-sink-landfill-plans-as-site-hit-with-new-environmental-notice","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/australia\/70632\/","title":{"rendered":"Tamala Park: Odour and groundwater risks sink landfill plans as site hit with new environmental notice"},"content":{"rendered":"<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Seven Perth councils could be forced to reassess where they send their waste sooner than expected after environmental regulators rejected two works applications at a tip in Perth\u2019s northern suburbs.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Mindarie Regional Council, which operates the Tamala Park Waste Management Facility, says the decision has created \u201ca great deal of uncertainty\u201d over what happens next with the facility\u2019s landfill operations.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">The regional council had been seeking approval for a new southern piggyback landfill cell and leachate management area, which it believes are important to responsibly manage the site towards its planned closure.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">An MRC spokesperson said the council was \u201cdisappointed\u201d by the Department of Water and Environmental Regulation\u2019s decision and would take some time to consider its implications.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cThe piggyback liner would have allowed MRC to bring the landfill up to the final profile for closure, including by putting in a liner for the final incomplete \u2014 and currently unlined \u2014 area of the landfill,\u201d the MRC said in a statement.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cThe leachate management area would have allowed MRC to manage the amount of liquid within the landfill through evaporation, which is the industry standard method by which leachate volumes are controlled in WA.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cConsequently, DWER\u2019s decision (to reject both applications) creates a great deal of uncertainty.\u201d<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">DWER said the decision would not leave councils without somewhere to send their waste, with existing landfill capacity available elsewhere if required.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cThere is existing landfill capacity that can be accessed by local governments currently utilising Tamala Park, including the Red Hill Waste Management Facility, as well as other waste disposal options planned for the Perth and Peel area,\u201d the spokesperson said.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">DWER\u2019s decision was welcomed by Joondalup mayor Daniel Kingston. Credit: Mogens Johansen\/WA News<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cProtecting the health, well-being and amenity of our residents has remained the city\u2019s highest priority throughout this process, and we welcome a decision that appropriately responds to the concerns raised by the city and our community.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cThis decision represents an important step towards improving environmental outcomes, reducing impacts on nearby communities and supporting a pathway towards the earliest practical closure of the Tamala Park landfill.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cThe city continues to advocate for the landfill\u2019s closure at the earliest practical opportunity, alongside appropriate environmental management measures to support the site\u2019s closure and long-term rehabilitation.\u201d<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Alongside the rejection of the two applications, the MRC has been slapped with a new environmental protection notice requiring further action to address leachate, landfill gas and other environmental risks at the landfill site.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">The notice was issued in response to ongoing concerns about odour and the potential impact of leachate on groundwater.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">As part of the new requirements in the notice, the MRC must develop plans to measure and remove leachate, as well as update its plans for capping and closing the landfill.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/08\/29ed183e8d308e357b2b8241fc3a36db7eaae53c.jpg\" alt=\"Joondalup mayor Daniel Kingston has welcomed the Department of Water and Environmental Regulation\u2019s decision to reject two MRC landfill applications.  \" class=\"css-16r7l45-StyledImage en5ut4d0\"\/>Camera IconJoondalup mayor Daniel Kingston has welcomed the Department of Water and Environmental Regulation\u2019s decision to reject two MRC landfill applications.
