(ABC News: Adam Kennedy)<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The policing response to the incident was not in line with ACT Policing&#8217;s expectations\u00a0or the community&#8217;s expectations,&#8221; the statement said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We want to reassure the ACT community\u00a0this is not our standard response\u00a0protocol\u00a0and\u00a0ACT Policing is reviewing the policing response to this\u00a0incident.&#8221;<\/p>\n<p>Bail refused amid &#8216;a dangerous and volatile situation&#8217;<\/p>\n<p class=\"paragraph_paragraph___QITb\">The man appeared in the ACT Magistrates Court this morning visibly distressed after a night in custody, with his lawyer telling the court he had significant mental impairments.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In seeking bail, the man&#8217;s lawyer argued his NDIS supports would be suspended if he was remanded in custody, and conditions could be imposed to deal with any risk of reoffending.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But prosecutor Marcus Dyason told the court the man had a fixation on young children.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The accused targets those who cannot protect themselves,&#8221; Mr Dyason said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Releasing the accused on bail with a hope \u2014 and it is a hope \u2014 is of little comfort to the community.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;There are no conditions that could be imposed \u2026 that could ameliorate the risks to an acceptable level.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"Law Courts of the Australian Capital Territory\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/08\/d92ada33b55b77ce4ddb462c8f961bf8.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The 18-year-old accused has been refused bail in the ACT Magistrates Court.\u00a0 (ABC News: Callum Flinn)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Chief Magistrate Louise Taylor described the alleged behaviour as &#8220;dangerous, impulsive and frightening&#8221;, and questioned why he&#8217;d been allowed to be at the shopping centre without supervision.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It&#8217;s a very dangerous and volatile situation that&#8217;s been created,&#8221; she said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;There&#8217;s a fixation on little people which only elevates the risk he poses.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I cannot fathom a decision that allowed him to be alone in the community.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I can&#8217;t control the behaviour of others around him and bail conditions can only control [his] conduct.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">The man&#8217;s lawyer said inquiries were underway as to whether his current level of one-to-one supervision could be raised to 24 hours a day.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But Magistrate Taylor agreed the man posed a risk to vulnerable members of the community, and said the jail had a duty of care to provide the required supports while in custody.<\/p>\n<p class=\"paragraph_paragraph___QITb\">She also ordered the man&#8217;s name not be published.<\/p>\n<p>Mother: &#8216;Police didn&#8217;t bother sending a patrol&#8217;<\/p>\n<p class=\"paragraph_paragraph___QITb\">In a social media post following the incident, the boys&#8217; mother shared that ACT Police did not respond to &#8220;multiple triple-0 calls&#8221; for help.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The offender was restrained at the time by members of the public and Westfield security, but ACT police didn&#8217;t bother sending a patrol,&#8221; she wrote.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Police have since confirmed that two Triple Zero calls about the incident were made, and that officers have now met with the family.<\/p>\n<p class=\"paragraph_paragraph___QITb\">ACT Deputy Chief Police Officer Richard Chin told ABC Canberra Breakfast police &#8220;didn&#8217;t get it right&#8221;.\u00a0<\/p>\n<p>&#8220;Our response to the family at that time and after the incident wasn&#8217;t in line with our own expectations as ACT Policing and it certainly wasn&#8217;t in line with what the community would expect from us,&#8221; he said.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;But clearly there was a breakdown in understanding the urgency of the response that we need to provide during this incident and also afterwards to the family concerned.<\/p>\n<p>&#8220;We simply didn&#8217;t prioritise this matter appropriately, and I really apologise for that to the family.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">ACT Police Minister Marisa Paterson told ABC Canberra Breakfast she was &#8220;shocked&#8221;
