Council borrowing spree for weir, bridge, Rundle UPark"},"content":{"rendered":"<p>Adelaide City Council\u2019s debt is forecast to approach a quarter of a billion dollars as it prepares to borrow $64.5m to rehabilitate three ageing CBD landmarks.<\/p>\n<p>City ratepayers are poised to spend $27.7m on the Torrens Weir structure, $20.3m on Adelaide Bridge and $16.5m on Rundle UPark to extend their \u201cuseful lives\u201d before structural failure.<\/p>\n<p>A draft long-term financial plan, tabled ahead of a council meeting on Tuesday, revealed the works would significantly increase the council\u2019s debt, which would peak at $215.9m in the 2034-35 financial year.<\/p>\n<p>The council is seeking state or federal funding for the weir and bridge, but has assumed in its financial forecast it will need to borrow the funds, placing \u201csubstantial pressure on the existing ratepayer base\u201d.<\/p>\n<p>A council report said the Torrens Weir \u2013 constructed in 1881 with sluice gates added in 1929 \u2013 was mostly in a \u201cfair to poor condition\u201d as it approached \u201cthe end of its useful life\u201d.<\/p>\n<p>It said failing to renew the weir could lead to \u201cincreased safety and property damage risks from stormwater flooding\u201d and a \u201creduction in amenity\u201d.<\/p>\n<p>The 1931-built Adelaide Bridge \u2013 which carries traffic over the River Torrens on King William Rd \u2013 is also projected to soon \u201creach end of life\u201d.<\/p>\n<p>The council plans to rehabilitate the bridge and increase its load limit, with both the bridge and weir renewals described as \u201conce-in-a-generation\u201d projects.<\/p>\n<p>The works would not include <a class=\"body-link\" href=\"https:\/\/www.adelaidenow.com.au\/news\/south-australia\/adelaide-city-councils-long-term-financial-plan-details-nearly-700m-of-renewal-works-are-needed\/news-story\/a718004b6e445cefaaf39a9069db5194\" data-tgev=\"event119\" data-tgev-container=\"bodylink\" data-tgev-order=\"a718004b6e445cefaaf39a9069db5194\" data-tgev-label=\"news\" data-tgev-metric=\"ev\" rel=\"nofollow noopener\" target=\"_blank\">the construction of a tramline along the Adelaide Bridge<\/a> \u2013 a project the council has previously asked the state government to fund.<\/p>\n<p>Works are also planned for Rundle UPark \u2013 the council\u2019s Rundle St carpark built in 1975 \u2013 to \u201cextend its useful life\u201d before it reaches a structural expiry date.<\/p>\n<p>Funding the renewals would push the council to 98 per cent of its self-imposed prudential borrowing limit in the 2032-33 financial year.<\/p>\n<p>The project spending depends on council members voting on Tuesday to accept the draft long-term financial plan, which would become the subject of community feedback before being approved. <\/p>\n<p>A council spokesman said it was \u201cimportant not to confuse 98 per cent of the prudential limit with having no remaining capacity\u201d. <\/p>\n<p>\u201cAt the forecast peak, council would still have approximately $36.1m (including a $17m \u2018allowance\u2019 for uncommitted projects) in borrowing headroom, which is equivalent to around 16.6 per cent of annual rates income for that year,\u201d he said. <\/p>\n<p>\u201cThis provides for a prudent and manageable buffer while delivering several major renewal projects within a relatively short period.\u2019<\/p>\n<p>The Lord Mayor was unavailable for comment.<\/p>\n","protected":false},"excerpt":{"rendered":"Adelaide
