Two underground station interchanges and a multi-level car park would no longer go ahead, he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But the estimated total cost of the project never included the interchanges, a report by the Victorian Auditor-General&#8217;s Office (VAGO) revealed on Wednesday. And not enough had been budgeted for the parking at Glen Waverley, the audit said in a warning of possible cost blowouts.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The Suburban Rail Loop Authority (SRLA) explained the items had not been counted towards the total cost because the government never agreed to building them.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;These items represent potential future scope options, not approved project costs,&#8221; the SRLA told VAGO.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It is standard practice on major infrastructure projects for optional or additional scope elements to be identified, assessed and considered separately from the approved scope until a final decision is made regarding their inclusion.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Accordingly, no cost liability exists until government determines whether these items will proceed.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">A government spokesman insisted the decision to avoid &#8220;unnecessary scope&#8221; would reduce the total estimated investment to $33.3 billion.<\/p>\n<p><img decoding=\"async\" alt=\"A mock up of a train on the Suburban Rail Loop\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/08\/1787776030_683_295f75ea6d7f68c422b7bfdbbbb29f25.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The government was hoping the cuts would slash the cost from $34.5 billion to $33.3 billion. (Supplied: Victoria&#8217;s Big Build)<\/p>\n<p>Government insists adequate contingencies in place<\/p>\n<p class=\"paragraph_paragraph___QITb\">The report confirmed authorities had been preparing to abandon the possibility of building station interchanges at Glen Waverley and Box Hill for months, challenging Mr Carroll&#8217;s claim the savings amounted to a &#8220;new direction&#8221; under his leadership.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Box Hill was not projected to be awash with extra commuters for decades, the SRLA told VAGO, and adding an interchange at Glen Waverley may not be value for money &#8220;given the advanced age and significant upgrade costs needed for the existing Metro station&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">VAGO said the interchanges at Cheltenham, Glen Waverley and Box Hill stations would cost a total of $1.7 billion but that just $104 million had been included in the total estimated cost of the project. The Glen Waverley and Box Hill interchanges are not proceeding.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Latest estimates found the multi-level car park was likely to cost $137 million, but only $84 million had been included in the total estimated cost of the Suburban Rail Loop. (Supplied: Infrastructure Victoria)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Despite the announcement it will not proceed, VAGO said the car park was necessary to get approval through the environmental effects statement process.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Asked by the opposition about the supposed savings in question time on Wednesday, Public Transport Minister Vicki Ward said the government had used scrutiny to identify the savings.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Further details of cuts were commercial in confidence, Mr Carroll said on Tuesday. But the government hopes to find another $1 billion saving following a technical review.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The government has rejected VAGO&#8217;s finding that the SRL East, which will connect Cheltenham to Box Hill, is unlikely to be delivered on time and on budget.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But the watchdog found the SRLA, which will be abolished under Mr Carroll&#8217;s announcement this week, has already burned through a &#8220;significant portion&#8221; of the $9.5 billion set aside to deal with unforeseen risks. The government insists there are adequate contingencies.<\/p>\n<p>Loading&#8230;<\/p>\n<p class=\"paragraph_paragraph___QITb\">The Department of Treasury and Finance and Department of Premier and Cabinet have consistently warned the government that the state budget cannot fully fund the project &#8220;without limiting spending in other areas and missing fiscal targets&#8221;, the audit said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The report further revealed the state had added <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-08-26\/victorian-auditor-general-report-on-srl\/107079060\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/107079060\" rel=\"nofollow noopener\" target=\"_blank\">a secret tax onto public transport fares from January 2025 to help fund SRL East<\/a>. The government disputes this, claiming the 1 per cent levy went towards all public transport, which is currently half price.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The levy will raise about $8 billion over 37 years to 2062. By 2062, a daily full fare of travel within zones 1 and 2 would be $12.10 more expensive as a result. It amounts to $1.60 extra a day by 2035.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The increase was hidden in annual fare hikes to account for inflation.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Daniel Bowen from the Public Transport Users Association said the government needed to be clear about the levy and why they have imposed it.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;To have this levy imposed on public transport fares for decades to come, but not telling people about it, I think that&#8217;s not a great look,&#8221; Mr Bowen told the ABC.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Treasurer Colin Brooks conceded on Wednesday that the government should have been more transparent.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Carroll, who was in Sydney for national cabinet on Wednesday, said his government &#8220;levels with Victorians&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;When costs change, we&#8217;ll tell you. When we find savings, we&#8217;ll bank them,&#8221; he said in a statement.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;I&#8217;m a premier taking the state in a new direction, and Victorians deserve to know what their money is buying.
