(ABC News: Danielle Bonica)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Some recommendations were repeatedly ignored.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Infrastructure Victoria chief executive Jonathan Spear said the agency&#8217;s impactful advice improved social, economic and environmental outcomes for the state.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Victoria was one of the first to establish such a body, he said, and had since been followed by every major jurisdiction in Australia.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Our work informs the policy positions of all parties in the Victorian Parliament,&#8221; he said in a statement to the ABC.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Our independence is unambiguous. Independence is what makes our advice worth having.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It allows us to give government and parliament frank, evidence-based assessments \u2014 on getting more from the infrastructure we already have, and on what the state will need in the decades ahead.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Dr Spear said 84 per cent of the recommendations in the 2021 30-year strategy had been accepted or implemented.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The 2025 recommendations, meanwhile, laid out how the government &#8220;can reduce costs of providing infrastructure over the next three decades and generate over $166 billion worth of benefits for Victorians&#8221;, he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Erdogan insisted the department was capable of providing thorough and independent advice and rejected any suggestion the government was scrapping Infrastructure Victoria because it didn&#8217;t like its recommendations.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Infrastructure Victoria also advised the government on strategies to reduce costs on its projects.<\/p>\n<p><img decoding=\"async\" alt=\"Suburban homes are seen from above in a drone shot.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/08\/5a3e4366d58bc7d2e41115e0f2eae8d5.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Winding up Infrastructure Victoria will require legislation through state parliament. (ABC News: Darryl Torpy)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Meanwhile, Mr Carroll is grappling with how to fulfill billions of dollars&#8217; worth of contracts for the Suburban Rail Loop.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He has sought to distance himself from the former administration and find further savings since taking the leadership last month.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But this was immediately challenged by his decision to abolish the secret rail investment charge, a 1 per cent tax slapped on all public transport fares since January 2025, only revealed by the Victorian Auditor-General&#8217;s Office (VAGO) this week.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Scrapping this levy will leave a larger gap in state finances.<\/p>\n<p>Spending on tea and coffee for public servants to be slashed<\/p>\n<p class=\"paragraph_paragraph___QITb\">Winding up Infrastructure Victoria will require legislation through the parliament. Mr Erdogan confirmed it would take months to close the agency.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The government is targeting another $70 million saving by cutting back its reliance on consultants, Mr Erdogan announced.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-08-26\/victorian-auditor-general-report-on-srl\/107079060\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Secret fare hike to fund Melbourne&#8217;s SRL, report finds<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The Victorian Auditor-General&#8217;s Office has found the state government never revealed a new levy on public transport fares from the start of 2025.<\/p>\n<p class=\"paragraph_paragraph___QITb\">A new decree across the public service will also reduce spending on pot plants, tea and coffee, as well as branded merchandise within department and agency offices.<\/p>\n<p class=\"paragraph_paragraph___QITb\">There will be no new expenditure on plaques for politicians opening projects, with &#8220;sensible exemptions&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Erdogan was asked how he felt about plaques that have already gone up in his honour.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;One is at Cherry Creek Youth Justice Correctional Facility. So I think that&#8217;s a tough one.
