(ABC News: Matt Roberts)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Williams&#8217;s lawyer Sam Tierney said his client had originally sought an ex-gratia payment from the ACT treasurer, in the form of an act of grace payment.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But correspondence between Mr Tierney and the treasurer&#8217;s office, seen by the ABC, shows that application has stalled.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The government has indicated that it wishes to litigate further in relation to the incident,&#8221; he said.<\/p>\n<p>&#8220;The circumstances and now well publicised video of the incident show an absolutely traumatic incident being visited on someone in circumstances where there was no lawful justification for that to have happened.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">The ACT government said act of grace applications were assessed on their merits in accordance with legal frameworks, and did not comment on individual decisions.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We&#8217;re not dealing with a minor infraction on Julianne&#8217;s rights, we&#8217;re dealing with a serious and major abuse of her rights in the setting of a jail where she had no ability to enforce those rights herself,&#8221; Mr Tierney said.<\/p>\n<p>Advocate says not all strip searches reportedLoading&#8230;<\/p>\n<p class=\"paragraph_paragraph___QITb\">Ms Williams&#8217;s case has shone a light on a campaign to end strip searches in prisons across the country.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Nina, who requested to be known by her first name only, is the family violence justice project manager at Flat Out, an organisation aimed at assisting women exiting prison, and a member of the &#8216;Formerly Incarcerated Girls Justice Advocates Melbourne&#8217; collective, known as FIGJAM.<\/p>\n<p>&#8220;They [strip searches] are extremely invasive and people do identify that they are associated with an experience of sexual assault,&#8221;  Nina said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;You have to remove all of your clothing, you have to bend your knees so you&#8217;re in a squatting position, spread your butt cheeks and cough.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"A woman with dark hair puled into a bun stands in a living room looking very serious.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/09\/3ffb64fd24ac2ef2eb58adeebc93d38c.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Flat Out&#8217;s Nina says she knows of other cases like Ms Williams&#8217;s that have gone unreported.\u00a0 (ABC News: Darryl Torpy)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Around 15,000 strip searches were conducted each month during varying periods across six Australian states in 2021-22, according to findings by the Human Rights Law Centre.<\/p>\n<p class=\"paragraph_paragraph___QITb\">That number has reduced since then with the introduction of alternative practices like wands and body scanners at some prisons, including in Canberra, but Nina said their rollout has been inconsistent.<\/p>\n<p>&#8220;There is no standard regulation across states and territories, which means policies and procedures and how strip searches are recorded vary,&#8221;  Nina said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">No state or territory has committed to banning prison strip searches altogether.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Nina said she was aware of other cases like Ms Williams&#8217;s that had happened in prisons across the country, and warned not all were reported.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;If you could imagine the sort of practice of forcefully having to remove your clothing, this would actually be seen as a crime if it took place in the community,&#8221; she said.<\/p>\n<p><img decoding=\"async\" alt=\"Alexander Maconochie Centre is Canberra's only prison.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/09\/0da41f62f46a79db8296e06a86e2a9bd.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">An ACT Corrective Services spokesperson says an additional body scanner, which will soon be installed at court, will further reduce the need for strip searches.
