{"id":92083,"date":"2026-09-09T18:44:19","date_gmt":"2026-09-09T18:44:19","guid":{"rendered":"https:\/\/www.europesays.com\/australia\/92083\/"},"modified":"2026-09-09T18:44:19","modified_gmt":"2026-09-09T18:44:19","slug":"photo-finish-event-withdraws-city-of-perth-funding-request-after-being-approved-for-smaller-amount","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/australia\/92083\/","title":{"rendered":"Photo finish: Event withdraws City of Perth funding request after being approved for smaller amount"},"content":{"rendered":"<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">The return of an internationally recognised photography festival to Perth is in doubt after it was offered only a fifth of the sponsorship it was seeking.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">The Head On Photo Festival has been run by the not-for-profit Head On Foundation for more than 20 years.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">It came to Perth for the first time this year from February 1-March 1, with photography exhibitions, talks, workshops, screenings and special events across Perth.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">The Head On Foundation was given $125,300 in cash and in-kind support by the City of Perth for it, and had sought $156,150 from its arts and culture sponsorships for the 2027 event.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">But after learning the city planned to give it only $34,227 in total, its application was withdrawn.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Its withdrawal enabled the city to increase its contribution to PICA, WA Opera and The Lester Prize by $15,000, $5000 and $10,000 respectively.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">The council approved giving $1.1 million to nine organisations unanimously at its August 25 meeting.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Confidential correspondence from Head On festival director Moshe Rosenzveig was given to council members at the meeting.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">PerthNow contacted the Head On Foundation about its plans for the 2027 Perth festival.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Its funding application said it planned to hold next year\u2019s festival from March 6-April 6 and expected about 90,000 people to attend.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">It would have included large-scale photography exhibitions and digital installations in public places such as Forrest Place, walking tours, and a photographic slideshow accompanied by live music.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">The total cost for the event was expected to be $514,204.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">City staff recommended that the event be given only $34,227 after rating its application 54.44 out of 100.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">The assessment panel acknowledged the 2026 event contributed to city vibrancy and cultural activation and met its targets, but it said some elements \u201cdid not meet expectations relative to the value of the investment\u201d.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">These included limitations in wayfinding, site connectivity and \u201ccohesive storytelling\u201d.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">The panel also said there were inconsistencies and errors in the application, and questioned how the projected attendance was calculated and if the city would get value for its money.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cThe sponsorship benefits offered were not considered commensurate with the level of funding requested and lacked strong visibility and positioning expected for the level of investment sought,\u201d its report said.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Photographer Paul Kotsoglo spoke at the council\u2019s August 18 briefing in a bid to increase the city\u2019s funding, and raised concerns about how it had assessed the application.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/australia\/wp-content\/uploads\/2026\/09\/df1f5c33cce070a7ee388c65a9a4f2748e63f99b.jpg\" alt=\"The photo festival came to Perth for the first time this year.\" class=\"css-16r7l45-StyledImage en5ut4d0\"\/>Camera IconThe photo festival came to Perth for the first time this year. Credit: Moshe Rosenzveig OAM<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">He said organisers did not get the city\u2019s feedback until the day of the briefing and the application could have been adjusted if they had been told earlier.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cWe ask that the city reconsider its consideration of this matter and grant a more substantial quantum because this is a world-class event in the photography universe,\u201d Mr Kotsoglo said.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cIt has international photographers that are recognised that are exposed here, no pun intended.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cIt\u2019s a very important exhibition. We will have exposure at Bondi Beach in Sydney with over 500 guests, with over 500,000 visitors during the exhibition in Sydney, and City of Perth will be exposed as the major sponsor of the 2027 event.\u201d<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Mr Kotsoglo wanted to give council members more information to address \u201cerrors and misrepresentation\u201d but Lord Mayor Bruce Reynolds said this could not be done.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cI certainly do understand your frustration but I can also see the conflict of interest of us as councillors individually reviewing information when other applicants don\u2019t get that same option,\u201d Mr Reynolds said.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cIt wouldn\u2019t be fair for all the other applicants, not just this year but in previous years, that have fallen short for whatever reason, or in years down the track as well.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cIt\u2019s a bit like charity groups where you\u2019re trying to divvy up who can get what and there has to be some sort of checks and balances.\u201d<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">A council report said the funding was based on a \u201crigorous and responsibly administered merit-based process\u201d.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Applications were assessed by city staff with \u201crelevant expertise\u201d.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cAll applications were assessed against published assessment criteria aligned to the program\u2019s key priority outcomes: visitation, vibrancy, engaging a diverse community, sustainability, and economic growth,\u201d the report said.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cWhilst applicant satisfaction may vary, the available budget has been allocated where it can be most effective and deliver the greatest value for the community.\u201d<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">In a statement released after the meeting, Mr Reynolds said a strong arts and culture offering was essential to creating a vibrant and liveable capital city.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cIt draws people into the city, inspires creativity and gives locals and visitors new reasons to explore,\u201d he said.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cThis funding will bring an exciting mix of creative organisations to the city, delivering high-quality performances, exhibitions and events.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"The return of an internationally recognised photography festival to Perth is in doubt after it was offered only&hellip;\n","protected":false},"author":2,"featured_media":92084,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[7],"tags":[917,152,335,464,2481],"class_list":["post-92083","post","type-post","status-publish","format-standard","has-post-thumbnail","category-perth","tag-central","tag-news","tag-perth","tag-wa-news","tag-western-suburbs"],"_links":{"self":[{"href":"https:\/\/www.europesays.com\/australia\/wp-json\/wp\/v2\/posts\/92083","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/australia\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/australia\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/australia\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/australia\/wp-json\/wp\/v2\/comments?post=92083"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/australia\/wp-json\/wp\/v2\/posts\/92083\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/australia\/wp-json\/wp\/v2\/media\/92084"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/australia\/wp-json\/wp\/v2\/media?parent=92083"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/australia\/wp-json\/wp\/v2\/categories?post=92083"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/australia\/wp-json\/wp\/v2\/tags?post=92083"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
