{"id":13295,"date":"2026-04-28T13:59:10","date_gmt":"2026-04-28T13:59:10","guid":{"rendered":"https:\/\/www.europesays.com\/be\/13295\/"},"modified":"2026-04-28T13:59:10","modified_gmt":"2026-04-28T13:59:10","slug":"brussels-instructs-eu-countries-to-be-tough-on-net-zero-shipping-goals-at-key-imo-talks","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/be\/13295\/","title":{"rendered":"Brussels instructs EU countries to be tough on net-zero shipping goals at key IMO talks"},"content":{"rendered":"<p class=\"mb-4 text-lg md:leading-8 break-words\">The European Union looks to enforce stricter limits on greenhouse gas emissions from ships during high-level talks in London this week, risking a fresh clash with the United States, which last October <a data-yga=\"{\" ylinkelement=\"\" href=\"https:\/\/www.euronews.com\/2025\/10\/20\/international-deal-to-reduce-emissions-from-shipping-sinks-after-us-led-opposition\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:blocked a global tax on carbon emissions;itc:0;sec:content-canvas\" class=\"link \">blocked a global tax on carbon emissions<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The London-based International Maritime Organization (IMO) had hoped governments would back its \u201cnet-zero framework\u201d for shipping, which would impose charges per metric ton of carbon dioxide emitted above certain limits.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">However, the proposal was rejected during talks at the UN maritime body last autumn, with 57 countries voting in favour of a one-year delay, including the United States, Saudi Arabia and Russia.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">While no vote is expected during the April round of talks, EU countries have been instructed to act together to support climate goals in line with international commitments and the bloc\u2019s target of reaching climate neutrality by 2050, according to a letter seen by Euronews.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cMember states, on behalf of the Union, shall oppose any attempts to remove the IMO Net-Zero Framework,\u201d the letter states.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">At the same time, they were asked to push to ensure that any new measures do not disadvantage European <a data-yga=\"{\" ylinkelement=\"\" href=\"https:\/\/www.euronews.com\/2025\/05\/28\/shipping-between-eu-ports-in-the-arctic-is-driving-the-rapid-loss-of-sea-ice-report-warns\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:shipping;itc:0;sec:content-canvas\" class=\"link \">shipping<\/a>, underlining the need for fair global competition.<\/p>\n<p>IMO calls for \u2018constructive talks\u2019<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">IMO Secretary-General Arsenio Dominguez urged delegates to engage in constructive and pragmatic discussions, saying \u201cthere is no need to repeat what happened last October\u201d, when US President Donald Trump blocked the vote, with several reports suggesting Washington pressured some countries over trade tariffs.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cLet us move forward where we agree and continue to work on areas where further effort and understanding are needed. At a time when there is already enough disagreement around the world, I ask that we set an example of effective multilateralism,\u201d Dominguez said on 27 April.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Related<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Ana\u00efs Rios, senior policy officer for shipping and climate at the NGO Seas at Risk, criticised the US Trump administration\u2019s pushback against \u201cany progress towards clean energy\u201d, which she said has left many countries undecided.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cProgress is at risk of stalling amid continued opposition and delays to anything that could advance the framework towards decarbonising shipping, which was approved last year but has yet to be adopted,\u201d said Rios, who is attending the IMO talks.<\/p>\n<p>Defending and exporting domestic climate goals<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The EU\u2019s net-zero rules for shipping require a 2% cut in greenhouse gas emissions in 2025, rising to 6% in 2030 and gradually increasing to 80% by 2050 for ships above 5,000 gross tonnage.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">While the bloc aims to defend its climate goals, it also intends to work closely with international partners through the IMO to develop global rather than regional solutions, the letter states, as <a data-yga=\"{\" ylinkelement=\"\" href=\"https:\/\/sg.finance.yahoo.com\/news\/decarbonise-shipping-without-damaging-global-054808167.html\" data-ylk=\"elm:link;elmt:article_link;slk:international shipping;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">international shipping<\/a> accounts for around 2\u20133% of global emissions.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Brussels insists any final agreement must still meet the agreed target of net-zero emissions by 2050.
