We believe quality journalism should be available to everyone, paid for by those who can afford it.<\/p>\n<p>Your support makes all the difference.Read more<\/p>\n<p>The European Union is facing a backlash for hosting members of the <a href=\"https:\/\/www.independent.co.uk\/topic\/taliban\" rel=\"nofollow noopener\" target=\"_blank\">Taliban<\/a> for an unprecedented and highly secretive technical meeting in <a href=\"https:\/\/www.independent.co.uk\/topic\/brussels\" rel=\"nofollow noopener\" target=\"_blank\">Brussels<\/a> this week, with MEPs saying the talks violated EU values.<\/p>\n<p>Members of at least 15 <a href=\"https:\/\/www.independent.co.uk\/topic\/eu\" rel=\"nofollow noopener\" target=\"_blank\">EU<\/a> states sat down on Tuesday with a delegation of five Taliban officials, led by the spokesperson for the Taliban\u2019s ministry of foreign affairs Abdul Qahar Balkhi, to discuss diplomatic services and the deportation of <a href=\"https:\/\/www.independent.co.uk\/topic\/afghans\" rel=\"nofollow noopener\" target=\"_blank\">Afghans<\/a> back to Afghanistan.<\/p>\n<p>The venue and the details of the meeting were not shared by Belgium, which cited security concerns.<\/p>\n<p>This is the first time the EU has engaged with the Taliban and hosted their members in Brussels since the hardline Islamist group seized power in Kabul in August 2021. The meeting has alarmed many EU lawmakers, Afghan refugees in exile in Europe and human rights activists.<\/p>\n<p>The Taliban, on the other hand, boasted that the visit was \u201chistoric\u201d. Mr Balkhi said the talks focussed on \u201ctrust-building measures\u201d between the bloc and the Taliban, the group\u2019s diplomatic presence and a \u201cdignified return process\u201d. The Independent has reached out to Mr Balkhi for a comment.<\/p>\n<p>The Belgian government said it approved one-day visas for five individuals in the Taliban delegation after security assessments found no evidence that they posed a threat. <\/p>\n<p>They were only permitted to enter Belgium and not the wider Schengen area. The meeting was held in an undisclosed location in the Belgian capital, where both the EU and Nato are headquartered.<\/p>\n<p>The EU Commission co-chaired the meeting with Sweden, with an agenda focussed on easing the process to deport criminals and those deemed security threats to Afghanistan.<\/p>\n<p>EU spokesperson Markus Lammert had earlier told The Independent that the talks did not equate to the EU recognising the Taliban regime as the official government of Afghanistan. <\/p>\n<p>Belgian foreign minister Maxime Pr\u00e9vot said the country had complied with an EU request to grant the Taliban delegates visas.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/be\/wp-content\/uploads\/2026\/06\/1235832272...jpeg\"  loading=\"lazy\" alt=\"File: Members of the Taliban delegation arrive for a meeting with foreign diplomats in Qatar's capital Doha\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/>File: Members of the Taliban delegation arrive for a meeting with foreign diplomats in Qatar&#8217;s capital Doha (AFP\/Getty)<\/p>\n<p>\u201cMaking a meeting possible in the framework of our host-state policy does not amount to recognition, does not amount to legitimacy, and does not constitute an invitation by the Belgian government,\u201d Pr\u00e9vot said in a statement.<\/p>\n<p>The EU\u2019s engagement with the Taliban has been heavily criticised in the context of the group\u2019s far-reaching restrictions on the<a href=\"https:\/\/www.independent.co.uk\/asia\/south-asia\/taliban-afghan-women-hijab-arrest-herat-b2991694.html\" title=\"Pregnant woman among dozens arrested for violating Taliban-imposed dress code\" rel=\"nofollow noopener\" target=\"_blank\"> freedoms of girls and women<\/a>.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/be\/wp-content\/uploads\/2026\/06\/2282548891...jpeg\"  loading=\"lazy\" alt=\"An Afghan burqa-clad woman waits for a taxi along a street at a village in Kandahar\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/>An Afghan burqa-clad woman waits for a taxi along a street at a village in Kandahar (AFP\/Getty)<\/p>\n<p>Fereshta Abbasi, a researcher on Afghanistan at Human Rights Watch, said the meeting undermines the EU\u2019s human rights obligations and could lead to desperate Afghans being sent back to be persecuted by the Taliban.<\/p>\n<p>\u201cAny engagement with the Taliban needs to prioritise protecting human rights and accountability \u2013 not deporting people to danger there,\u201d Ms Abbasi said.<\/p>\n<p>\u201cEU countries are undermining their credibility by condemning Taliban abuses and pursuing accountability on one hand, while cooperating with the Taliban to forcibly return Afghans on the other,\u201d she said.<\/p>\n<p>Hannah Neumann, a lawmaker from Germany who has denounced the visit and issued an open call for the EU not to grant the Taliban any political legitimacy, said the summit had sent a signal of openness to the group.<\/p>\n<p>\u201cThere is no such thing as technical talks with the Taliban,\u201d she wrote in a post on X after the meeting in the Belgian capital ended. \u201cEvery invitation, every visa and every official meeting sends a political signal.\u201d<\/p>\n<p>\u201cThe Taliban would present a visit to Brussels as evidence that Europe is normalising relations, despite the complete absence of progress on the conditions established by the EU itself,\u201d she said.<\/p>\n<p>She added: \u201cGranting political access to representatives of the Islamist-terrorist Taliban regime without any meaningful progress on these issues risks undermining the credibility of these commitments both in Afghanistan and globally.\u201d<\/p>\n<p>Human rights groups have said the red carpet visit in Brussels will result in sending Afghans back to a place that has only become more dangerous in the time passed.<\/p>\n<p>Eve Geddie, director of Amnesty International\u2019s European institutions office, said: \u201cThe desperate scenes of people \u2013 including EU staff \u2013 fleeing Afghanistan are a recent memory.
