{"id":7453,"date":"2026-03-20T18:59:18","date_gmt":"2026-03-20T18:59:18","guid":{"rendered":"https:\/\/www.europesays.com\/be\/7453\/"},"modified":"2026-03-20T18:59:18","modified_gmt":"2026-03-20T18:59:18","slug":"new-heads-of-mission-appointed-to-riga-brussels-tallinn-and-the-permanent-representation-of-finland-to-the-osce-vienna","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/be\/7453\/","title":{"rendered":"New heads of mission appointed to Riga, Brussels, Tallinn and the Permanent representation of Finland to the OSCE, Vienna"},"content":{"rendered":"\n<p class=\"ingress\">At the presidential session on Friday 20 March, the President of the Republic appointed the following persons to serve as heads of missions, starting on 1 September 2026: Anu Vuori, Finland\u2019s Embassy in Riga; Jari Sinkari, Finland\u2019s Embassy in Brussels; Hannu Heinonen, Finland\u2019s Embassy in Tallinn; and Outi Hyv\u00e4rinen, Finland\u2019s Permanent Representation to the OSCE.<\/p>\n<p> Embassy of Finland in Riga, Latvia <\/p>\n<p>The President of the Republic appointed Counsellor for Foreign Affairs Anu Vuori to serve as Head of Mission at Finland\u2019s Embassy in Riga, starting on 1 September 2026.<\/p>\n<p>                      <img decoding=\"async\" alt=\"\" src=\"http:\/\/um.fi\/documents\/35732\/0\/Anu_Vuori_270825_03+%282%29.jpg\/f8849d93-069c-a06a-bb82-24a044f87a90?t=1774012399106\"\/> <\/p>\n<p>                        Anu Vuori <\/p>\n<p>Vuori will move to Riga from Finland\u2019s Consulate General in Shanghai, where she has worked as Head of Mission since 2022.<\/p>\n<p>Her career in the Diplomatic Service includes posts in Finland\u2019s Permanent Representation to the EU in Brussels and embassies in London, Mexico and Rome.<\/p>\n<p>At the Ministry for Foreign Affairs, Anu Vuori has served as Director of Unit at the Department for the Americas and Asia and as Team Leader for EU\u2013Russia relations, among other posts.<\/p>\n<p>Vuori holds the degree of Licentiate of Philosophy. She joined the Ministry for Foreign Affairs in 1998.<\/p>\n<p> Embassy of Finland in Brussels, Belgium <\/p>\n<p>The President of the Republic appointed Counsellor for Foreign Affairs Jari Sinkari to serve as Head of Mission at Finland\u2019s Embassy in Brussels, starting on 1 September 2026.<\/p>\n<p>                      <img decoding=\"async\" alt=\"\" src=\"http:\/\/um.fi\/documents\/35732\/0\/Jari_Pekka_241114_Kimmo_R%C3%A4is%C3%A4nen_03+%282%29.jpg\/5c61e341-dbc0-7aae-b529-5d1f66c9b72d?t=1774011933079\"\/> <\/p>\n<p>                        Jari Sinkari <\/p>\n<p>Sinkari is currently Director General of the Department for Asia and Oceania at the Ministry for Foreign Affairs.<\/p>\n<p>Sinkari has previously served as Head of Mission at Finland\u2019s Embassy in Jakarta and Consulate General in Hong Kong. He has also worked at Finland\u2019s Consulate General in New York and Embassy in Tokyo.<\/p>\n<p>At the Ministry for Foreign Affairs, Sinkari has served as Deputy Director General, as Director of Unit, and as Communications Officer for trade policy at the Department for Communications and Public Diplomacy. He has also worked as Desk Officer in the Eastern Asia and Oceania team at the Department for Asia and Oceania.<\/p>\n<p>Sinkari holds a Master&#8217;s degree in Political Science. He joined the Ministry for Foreign Affairs in 1997.<\/p>\n<p> Tallinn, Estonia <\/p>\n<p>At its session on 19\u00a0March, the Government appointed Counsellor Hannu Heinonen as Counsellor for Foreign Affairs, starting on 1 September 2026. Photo: Sven Tupits <\/p>\n<p>Heinonen will transfer to Tallinn from the Ministry for Foreign Affairs, where he has served as Director of the Unit for the Middle East and the Gulf since 2024. He has previously worked at the Ministry, among other posts, as Director of Unit and Team Leader at the Department for Africa and the Middle East.<\/p>\n<p>Heinonen has experience in the Diplomatic Service from Warsaw, from Finland\u2019s Permanent Representation to the EU in Brussels and from Riga and Tallinn.<\/p>\n<p>Heinonen holds a Doctor of Social Science degree. She has previously held other posts at Ministry, including that of Deputy Director of the Unit for Security Policy and Crisis Management.<\/p>\n<p>Her career in the Diplomatic Service includes posts in Finland\u2019s Permanent Representation to the EU in Brussels and embassies in Berlin and Warsaw.<\/p>\n<p>Outi Hyv\u00e4rinen holds a Master of Laws degree from the University of Turku and a Master\u2019s degree in International Law (Ma\u00eetrise en droit international) from the University of Rouen in France.
