<\/p>\nUkrainian President Volodymyr Zelenskiy has received a separate assessment from Major General Oleh Luhovskyi, the acting head of Ukraine\u2019s Foreign Intelligence Service, regarding what appears to be a rising threat of Belarus\u2019s invasion of his country.\n<\/p>\n
Luhovskyi was appointed by President Volodymyr Zelensky on 4 February 2026.\n<\/p>\n

Prior to this assignment change, he was the service\u2019s first deputy head and had served as a negotiator in international peace talks.\n<\/p>\n
Luhovskyi reported on the current situation in Belarus and the developments there, which are carried out \u201cunder obvious Russian influence, to prepare for a potential expansion of aggression against Ukraine.\u201d<\/p>\n
\u201cAlong our state border in Belarus, the construction of road infrastructure and storage bases for ammunition, fuel, and lubricants is nearing completion. These facilities have no purpose other than a military one. These are the border directions of Kobryn\u2013Kovel, Ivanava\u2013Manevychi, Luninets\u2013Sarny, Re\u010dyca\u2013Korosten, and Homie\u013a\u2013Chernihiv,\u201d the two-star general reported, according to Zelenskiy<\/a>.\n<\/p>\n But there are numerous experts stating that an attack from Belarus into Ukraine makes zero sense at this point, due to the deteriorating situation in Russia\u2019s military and the small number of personnel under arms in Belarus\u2019s own ground forces.\n<\/p>\n An Extension of the Special Military Operation<\/p>\n \u201cWe know that Russian documents describe this [set of preparations in Belarus<\/a>] specifically in the context of the tasks of the so-called \u2018SVO [Special Military Operation],\u2019\u201d explained the intelligence chief\u2019s report.\n<\/p>\n The acronym SVO was the name given by Putin to the original invasion of Ukraine in February 2022.\n<\/p>\n The implication is that if Belarus were to attack Ukraine now, it would be characterized in Moscow<\/a> as a continuation of the original 2022 attack on Kyiv<\/a>.\n<\/p>\n This would make it a follow-on to the existing Russian military operations in Ukraine rather than the widening of the war that it would be in reality.<\/p>\n Su-35 Fighter from Russia. Image Credit: Creative Commons.<\/p>\n But Belarus dictator Alyaksandr Lukashenko is viewed as not enthusiastic about any prospect of joining Russia\u2019s invasion of Ukraine.\n<\/p>\n He had even declared earlier this month that his soldiers would not be sent into Ukraine to be used as \u201ccannon fodder\u201d<\/a>\u00a0 \u2013\u00a0 the manner in which Russia\u2019s army has conducted its operations.\n<\/p>\n Nonetheless, he appears to be steadily building up his country\u2019s military capacity in case he finds himself pushed more directly into the war.<\/p>\n Meanwhile, senior officials in Kyiv express growing concern about Belarus\u2019s potential involvement in the hostilities.\n<\/p>\n Ukraine has responded by reinforcing its fortifications<\/a> on the northern border with Belarus, which includes constructing anti-tank ditches, concrete \u201cdragons\u2019 teeth\u201d obstacles to obstruct any armored vehicles, and new areas of barbed wire. Ukrainian troops along the border also say they have noted a 20 percent increase in the number of Russian intelligence drones operating in this region since January.\n<\/p>\n Relay Stations<\/p>\n Last week, Zelensky said<\/a> that at least four Russian relay stations had been transported to Belarus\u2019s Brest and Homyel regions<\/a> to be used to direct Russian drones to hit targets in Ukraine.\n<\/p>\n He has issued an ultimatum to Minsk, giving the Belarusian authorities a week to shut the relay stations down before Ukrainian forces begin targeting them.\n<\/p>\n Belarus is Russia\u2019s closest ally and has allowed Russia to use Belarusian territory as a staging ground for the invasion of Ukraine in February 2022.<\/p>\n But in recent months, Lukashenko has tamped down his rhetoric against the Ukrainian President and appears prepared to improve relations with Kyiv.\n<\/p>\n In the meantime, Zelenskiy has said that \u201cBelarus has received the necessary signals from Ukraine regarding this activity\u201d \u2013 meaning that these relay stations must be shut down if hostilities are to be avoided.\n<\/p>\n The Ukrainian leader said he is well aware of \u201call other formats [by Belarus] of its collaboration with Russia in the interests of prolonging and scaling up the war.\u201d\n<\/p>\n \u201cBelarus knows what steps it must take for peace,\u201d he continued. \u201cThe development of border infrastructure for aggression from Belarus must be stopped.
