It examines Russia\u2019s transition towards a military-capitalist economic model, Belarus\u2019s deepening dependence on Russia, sanctions circumvention, the growing role of China, and policy options for the European Union and Belarusian democratic actors.<\/p>\n<p>\u00a0<\/p>\n<p>The publication argues that Belarus faces a strategic risk distinct from Russia\u2019s wartime militarisation: the gradual accumulation of economic dependencies that could further limit its room for manoeuvre.
