A British Transport Police officer resigned after allegations arose that he rode an e-scooter after drinking in Germany.
Former PC Samuel Booty, based in Exeter, had been summoned to appear at an Accelerated Misconduct Hearing on April 14, 2026 to answer allegations that he breached the standards of professional behaviour.
He did did not appear at the hearing to answer claims that while off duty on October 5, 2025, in Munich, Germany, he operated an e-scooter while under the influence of alcohol.
He was stopped by the German police who conducted a roadside breath test and a blood alcohol concentration test.
The tests found Booty had operated the e-scooter approximately four times over the prescribed limit in Germany and approximately 2.7 times over the prescribed limit in England and Wales.
PC Booty resigned from the force, but Chief Constable Lucy D’Orsi found that his actions amounted to gross misconduct and he would have been dismissed with immediate effect had he not already quit.
Chief Constable Lucy D’Orsi said: “Breaking the law is fundamentally incompatible with upholding it, and in this case the officer committed a criminal offence which involved operating a vehicle in a public place while over the legal limit.
“Behaviour like this fundamentally undermines public trust and confidence, and is incompatible with the standards expected of a police officer.
“Policing depends on public confidence, which is why I have taken the decision that had he not resigned, PC Booty would have been dismissed with immediate effect.”
