Westminster City Council is seeking a specialist consultant to carry out geotechnical and geo-environmental investigations for its Lisson Grove mixed-use regeneration development.
The council published a tender notice for the £140,000 geotechnical survey contract on 16 June 2026. The works are focused on Lilestone Street, which forms part of the wider Lisson Grove Regeneration Programme.
The project will see the council offices at Orchardson Street and a cluster of buildings on Lilestone Street replaced with 300 new homes – out of which at least 50% will be affordable – alongside a Health and Wellbeing Hub and a central communal garden. The hub will contain two GP surgeries, a purpose-built space for Westminster Adult Education Service, housing and employment support, resident facing council services and a new community hall.
Westminster City Council plans to apply for affordable housing funding from the Mayor of London to support the delivery of the proposed homes.
In response to the growing waiting list of households in Westminster, the council has made the delivery of new affordable housing a key priority.
Before submitting a planning application later this year, the council is looking for technical expertise to assess ground conditions, groundwater levels and associated constraints at the project site. The findings of these investigations will inform a Basement Impact Assessment (BIA), which will support the structural design development, construction risk management and cost certainty across the scheme.
The geotechnical engineering services contract will run for two months between August and September 2026.
The tender submission deadline has been scheduled for 6 July 2026 at noon.
Construction on the programme is expected to start in 2028 and be finished by 2034, with work at Lilestone Street completed before the Orchardson Street site.
