The National Power Dispatch Center — acting as coordinator, together with entities of the National Power System (NPS) in the region—conducted a complex exercise to restore the NPS in the Dobrogea area. The exercise confirmed the system’s response and restoration capabilities in the event of failure.
The exercise aimed to test the operational procedures for restoring the NPS, the operational coordination mechanisms, and the cooperation among entities responsible for the operation of the National Power System. The exercise involved electricity producers, namely Rompetrol Energy and Societatea Nationala Nuclearelectrica; the Transmission and System Operator Transelectrica, which provided operational coordination; and the Distribution System Operator Retele Electrice Romania. The exercise also received support from the Special Telecommunications Service, which provided the communications support necessary for carrying out the operational activities.
The results of the exercise confirm the NPS ability to respond effectively to emergencies and to safely restore power supply by implementing restoration procedures and through close cooperation among all entities within the NPS.
The exercise scenario made it possible to test the steps involved in restoring power, the operation of command-and-control mechanisms, and the ability of all entities involved to cooperate in real time. Thus, its success validates the effectiveness of operational procedures, helping to strengthen the resilience of the National Power System.
At the same time, the exercise demonstrates, once again, the high level of training and professionalism of experts in the energy sector, as well as the effective operational coordination provided by the National Energy Dispatch Center. The specialists’ expertise, world-class know-how, and exemplary institutional collaboration are key elements that define the National Power System and strengthen its ability to successfully manage exceptional operational situations.
By organizing such exercises on a regular basis, restoration procedures are validated, mechanisms for inter-institutional cooperation are strengthened, and a high level of operational readiness is maintained, so that the National Power System can respond quickly and effectively in the event of failure and ensure the safe continuity of power supply.
In accordance with European regulations, as a member of the European interconnection network, pursuant to European Regulation No. 2196/2017 establishing a network code on electricity emergency and restoration, and national regulations, the National Power Grid Company Transelectrica, as the transmission and system operator, is required to test annually some of the measures set forth in the Emergency Response Plan and the Restoration Plan.
Defending and restoring the National Power System are essential activities that enable the management of emergency situations and the restoration of the system to normal operation.
In a regional context where energy security is becoming increasingly important, these types of exercises help strengthen rapid response capabilities, improve cross-border cooperation in Southeast Europe, and increase the resilience of the National Power System.
