Last month, the US Federal Communications Commission announced a ban on imports of new foreign-made humanoid robots, citing national security reasons.<\/p>\n
The Pentagon recently added Chinese robot maker Unitree to its list of companies deemed to have ties to the Chinese military.<\/p>\n
The future of humanoid robots<\/p>\n
Experts say humanoid robots are still mostly used for performances, demonstrations and research and it will take time for mass real-world deployment.<\/p>\n
The games are taking place in the National Speed Skating Oval built for the 2022 Winter Olympics and opened the same week as Beijing held the 2026 World Robot Conference. <\/p>\n

However, this would be a bold and risky step, with Sir Keir Starmer previously facing a hugely damaging backlash after cutting winter fuel payments.<\/p>\n \t 4 min read<\/p>\n \t 4 min read<\/p>\n \nSin taxes\n<\/p>\n Burnham could target business sectors or activities which he thinks are \u201canti-social\u201d or damaging for people \u2013 with him already focusing on reducing reliefs for vape shops and betting establishments.<\/p>\n Healey could also raise taxes on cigarettes, vapes, unhealthy food and alcohol. These tax raises often incur little political cost but tend to raise trivial sums.<\/p>\n \t\t\t\t It is not clear how much Burnham and his Chancellor John Healey<\/a> might have to raise on 28 October.<\/p>\n The Government will have to find at least \u00a34.7bn to cover a gap left<\/a> by former chancellor Rachel Reeves in funding the Defence Investment Plan. Healey resigned as defence secretary from Sir Keir Starmer\u2019s cabinet \u2013 pushing Starmer closer to the exit \u2013 over what he said was an inadequate defence plan.<\/p>\n Burnham has already announced a number of cost of living measures \u2013 such as removing VAT from electricity bills<\/a> and cutting the cost of bus fares<\/a> \u2013 and is promising more. These commitments will have to be paid for.<\/p>\n At the same time, Healey\u2019s fiscal headroom \u2013 the breathing space which the Government gives itself against its own fiscal rules constraining borrowing \u2013 is likely to have shrunk from the \u00a322bn left by Reeves in her final Budget as a result of the ongoing economic impact of the Iran war.<\/p>\n So what are Burnham\u2019s options?<\/p>\n Raising income tax, national insurance or VAT<\/p>\n The biggest revenue raising levers which Healey has at his disposal relate to income tax, national insurance and VAT, which make up 54 per cent of the tax base.<\/p>\n However, Labour\u2019s 2024 general election manifesto committed not to raise any of these taxes, and Burnham has repeatedly said he will stick to the commitment.<\/p>\n Going back on the manifesto \u2013 and his own word \u2013 would be extremely damaging for a Prime Minister who has made much about restoring trust in politics.<\/p>\n Political risk rating: 4\/5. Having ruled it out, it seems inconceivable that Burnham would U-turn on the commitment by the 28 October Budget \u2013 unless there was some major economic shock which meant all bets were off.<\/p>\n Equalising Capital Gains Tax<\/p>\n One of the more likely options would be to raise capital gains tax (CGT), which currently sits at 18 per cent for basic-rate income taxpayers and 24 per cent for higher and additional-rate taxpayers. CGT is levied on gains made when an asset \u2013 like equity in a company or a second home \u2013 is sold.<\/p>\n Raising the tax is popular in the Labour Party. It has previously been backed by Burnham\u2019s second-in-command, First Secretary of State Louise Haigh and the Defence Secretary Wes Streeting<\/a> \u2013 albeit both before their roles in Burnham\u2019s Cabinet were confirmed.<\/p>\n Streeting has called equalising CGT with the income tax rates of 20, 40 and 45 per cent a \u201cwealth tax that works\u201d, and the idea is also supported by former Labour leader Lord Neil Kinnock, who Burnham has identified as a mentor.<\/p>\n How much money CGT equalisation would raise is fiercely contested. The Institute for Public Policy Research think-tank has claimed it could raise \u00a314bn a year, but sceptics suggest it could actually end up costing the Treasury money if people delayed asset sales or moved overseas.<\/p>\n Nimesh Shah, chief executive of tax firm Blick Rothenberg, said: \u201cEven if full alignment is considered a step too far, the Government may narrow the gap by increasing CGT rates \u2013 to say 30 per cent \u2013 reducing reliefs or tightening exemptions.\u201d<\/p>\n Political risk rating: 2\/5. As well as being popular on the left, CGT is paid by a relatively small number of people, with just 32,000 taxpayers accounting for 80 per cent of CGT payments. As tax rises go, it would not be particularly politically painful, although Burnham\u2019s opponents would accuse him of being anti-entrepreneurial.<\/p>\n Wealth tax<\/p>\n Burnham has faced calls from figures on the left to introduce some sort of wealth tax.<\/p>\n Last month, former footballer and broadcaster Gary Lineker was among 120 so-called \u201cPatriotic Millionaires\u201d<\/a> who signed a letter backing paying more tax in the form of a 2 per cent levy on wealth over \u00a310m.<\/p>\n Economists and academics at the Paris School of Economics and King\u2019s College London claim that such a tax could raise \u00a310bn a year for the Exchequer and affect only the 1,000 most affluent households.<\/p>\n However, sceptics such as tax expert Dan Neidle have said that the policy would be highly vulnerable to a small number of wealthy individuals ceasing to be UK tax residents or \u201cgaming\u201d the valuation of their assets. Carrying out regular valuations would also be extremely complicated. Neidle said last month: \u201cThe problems with the wealth tax are serious. That\u2019s why no country in the world has ever implemented a tax like the one proposed.\u201d<\/p>\n Political risk rating: 2\/5. Polling suggests<\/a> that a wealth tax along the lines of the \u201cPatriotic Millionaires\u201d would be popular. The more important issue is that it could be unworkable.<\/p>\n Pension tax changes<\/p>\n There has been persistent speculation that the Government could cut the size of the tax-free lump sum people can take from their pensions<\/a>, which is either 25 per cent of the amount or \u00a3268,275 \u2013 whichever is lower.<\/p>\n Another option would be to limit pension tax relief<\/a>. If you pay into a pension, you receive relief at whatever income tax rate you pay, so higher rate payers get more generous tax relief.<\/p>\n Political risk rating: 3\/5. Tax changes adversely affecting older people would be a bold step. There is a reason why the state pension triple lock<\/a> has appeared almost impervious to reform, and why Sir Keir Starmer\u2019s decision to cut winter fuel payments provoked a hugely damaging backlash<\/a>: older people vote.<\/p>\n Sin taxes<\/p>\n Burnham could target business sectors or activities which he thinks are \u201canti-social\u201d or damaging for people.<\/p>\n
